MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON OCTOBER 19, 2016, BEGINNING AT 5:00PM IN
CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE
TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK

CALL TO ORDER - WORK SESSION
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the Work Session was
unanimously opened at 5:00PM.
Discussion – New York State Legislation Re: Senior Star Exemptions
Additionally Present: Pam Valenza, Assessor and Tony Siligato, Comptroller
The Town Board reviewed a memo from Ms. Valenza, dated October, 12 2016. The memo explains
the new RPTL 467 (8-A) Local Level Senior Exemption Renewal Deadline Extension – Local Option,
how it effects the Town, and the Assessor’s recommendation not to adopt the local option.
Discussion – Ban The Ba
rges Campaign
The Town Board discussed a request from the Hudson River Waterfront Alliance in support
of Ban The Barges.

Preliminary Review – 2017 Tentative Town Budget
Additionally Present: Tony Siligato, Comptroller
The Town Board received the Tentative Budget and two addendums; The Property Tax Cap Formula for
Determining Tax Levy Limit – 2017 and the 2017 Statement of Proposed Budgeted Revenues and
Expenditures. The Town Board reviewed the Tentative Budget in detail by receiving a presentation and full
discussion of Mr. Altieri’s transmittal letter.
New Business
On motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, the Board unanimously agreed
to enter into an Executive Session to discuss the Sale of Land, Certiorari with Mamaroneck Gardens and
litigation.
Councilman Murphy excused himself from the discussion of Mamaroneck Gardens due to a conflict of
interest.
EXECUTIVE SESSION
Sale of Land, Certiorari with Mamaroneck Gardens and Litigation.
On motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, the Board unanimously agreed
to resume the Regular Meeting.
CALL TO ORDER - REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:00 PM, she then pointed out the location of the exits.
Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this
evening, adding this is an open meeting that all residents’ are welcomed to attend.

SUPERVISOR’S SUMMARY REPORT
I have been reporting on the progress of creating the 2017 Town budget for the past few months.
Tonight, during the TB work session (which is open to the public), Steve Altieri, the Town
Administrator, submitted the Tentative 2017 Town Budget to the Town Board. He and Town
Comptroller, Tony Siligato, have been working day, night and weekends to produce this budget. The
Town Board began reviewing and discussing the Tentative Budget during work session tonight. We
have public budget work sessions scheduled for the next 6 weeks. The schedule is available on the
Town’s website at www.townofmamaroneckny.org.
I would like to congratulate and thank the TMFD for the Open House they held Saturday October
th
15. It’s a wonderful family event where the Fire House Station grounds are turned into a kid’s fire
house dream. There are jumping castles, hotdogs, a smoke drill house, fire fighters jumping out of
staged windows for training and of course the apparatus. All of the fire engines and equipment is
open and accessible with Town of Mamaroneck fire fighters ready to explain how it is used.
I also want to thank Pat Sutherland, the senior services art teacher, for the wonderful art exhibition
opening held at the Larchmont Library. There was a great crowd of admirers and artists all of whom
praised Pat for her skill as a teacher and loveliness as a person.
Thank you to members of the Sustainability Collaborative and Highway Department who worked a
table at the Sheldrake Fall Festival Sunday October 16th and presented demonstrations of leaf
mulching and quiet leaf blowers.
Leaf collection began this week and please place only leaves on the curb to be picked up. The
County will not accept our leaves if it is co-mingled other material.
Finally, Slow Down to Get Around is now the Law in New York. In September of this year Governor
Cuomo signed into law a bill requiring motorists to slow down when passing waste and recycling
vehicles. The US Bureau of Labor statistics now ranks garbage/recycling collection as the fourth
most dangerous profession in the United States. Road accidents caused by distracted or speeding
drivers is a huge risk for the sanitation personnel that work each day to collect our garbage and
recycling in the Town and Village. It is critically important for their safety and yours that everyone
slow down when approaching and passing a waste collection vehicle. In the coming weeks you will
see these signs mounted on the back of our waste collection vehicles to remind you to “SLOW
DOWN TO GET AROUND”
CITIZEN’S COMMENTS
Supervisor Seligson asked if anyone in the audience would like to address the Board, and there was not.
BOARD OF FIRE COMMISSIONERS
The Meeting was called to order by Commissioner Seligson, and then on motion of Commissioner Elkind
Eney, seconded by Commissioner Odierna, the Board of Fire Commissioners was unanimously declared
open.

There being no business to come before the Commission, on motion of Commissioner Elkind Eney,
seconded by Commissioner Murphy, the Commission unanimously adjourned and the Town Board
reconvened.
AFFAIRS OF THE TOWN
1.Presentation – 2017 Tentative Town Budget
Mr. Altieri presented the 2017 Tentative Budget by highlighting from his transmittal letter dated October
19, 2016.
2.Authorization – County Wide Bus Shelter Agreement
On motion of Councilman Odierna, seconded by Councilman Murphy, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the Bus Shelter Extension
Agreement for the period April 1, 2016 through April 21, 2016 and also approves the Extension
Agreement for the period July 1, 2016 through June 30, 2021, and
BE IT, FURTHER
RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on behalf
of the Town.

3.Consideration of Certiorari
On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, it was
RESOLVED, that the Town Board hereby authorizes the settlement of the following Tax
Certiorari on the following terms:
Tri City Realty Corp.
650 Mamaroneck Avenue
Section/Block/Lot: 8-19-13

4.Support of Ban the Barges
Supervisor Seligson explained that there is a proposal by the US Coast Guard to create a parking area in the
Hudson River, off Westchester County, for over 20 barges bringing fuel from Canada to Countries outside of
the US. The Hudson River Communities have joined together and are asking the US Coast Guard to
reevaluate this decision and to consider moving the barges elsewhere. These communities are also asking
for support from neighboring communities in Westchester County. The Town Board discussed this during
Worksession and would like to offer their support. There is no formal action being taken at this time.
5.Amendment – In rem auction property listing
Mr. Altieri explained that adjoining property owners have been notified of the sale of these lands, as well
as the properties being listed on the Town’s web site. During the previous session this evening the Town
Board was presented with three properties that Mr. Altieri and Mr. Maker advise, that due to
circumstances that have changed warrant their removal from the auction. Mr. Altieri continued and stated
that if anyone would like to see the properties being removed can refer to the website for a complete
listing.

On motion Councilwoman Elkind Eney, seconded by Councilman Murphy, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the removal of the following
parcels from the list of properties scheduled to be auctioned as follows:

Lot/Block/Section: 5-6-6
Lot/Block/Section:1-4-300

6.Amendment to 2017 Budget Calendar
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was unanimously
RESOLVED, that due to the Town Board having sufficient time this evening to do an initial review of
the Tentative Budget, the Mamaroneck Town Board does hereby deem it appropriate to amend the
2017 Town Budget Calendar by removing October 26, 2016 as a Budget Review Worksession.

On motion of Councilwoman Elkind Eney, seconded by Councilman Murphy, it was
unanimously
RESOLVED, that the Mamaroneck Town Board does hereby approve
the Board Minutes from the meetings of September 21, 2016 and
October 5, 2016.

The Town Board Members reported on their various activities and meetings since the last Town Board
Meeting.
