Hillside Avenue Bridge (Village of Mamaroneck) The Town Administrator presented to the Town Board an issue regarding the replacement of the Hillside Avenue Bridge due to its deteriorated condition and it being an element of the Army Corps of Engineers Flood Control Project. Pursuant to New York State Statute and an operating agreement between the Town of Mamaroneck, Village of Mamaroneck and Town of Rye, the three communities share in the responsibility for structural repairs and replacement of the bridge. The Village of Mamaroneck is recommending that the three communities jointly file a grant application with the new NYBRIDGE Program for a grant to defray a portion of the bridge replacement cost. A resolution in support of the project and endorsing the grant application was provided to the Town Board for consideration. On motion by Councilwoman Eney and second by Councilman Odierna it was unanimously Resolved (See Attached resolution) Roll Call Vote Odierna Aye Katz Aye Eney Aye Murphy Aye Seligson Aye 2. School Tax Warrant and Correction to the Assessment Roll The Town Comptroller presented to the Town Board the Mamaroneck and Scarsdale School Tax Warrants for the collection of property taxes for the Mamaroneck School District and that portion of the Scarsdale School District located in the unincorporated area of the Town. The Comptroller also presented necessary corrections to the Tax Assessment Roll in connection with errors that were made in placing two property tax exempt foreign mission properties on the tax roll in 2014115. The properties are located at 1 Coventry Court and 5 Boulder Circle in the Scarsdale School District. These properties will receive tax refunds as enumerated in the Comptroller's Memorandum and the amounts refunded will be re -levied in the upcoming tax warrant. The total re -levy amount is $60,878.39. The Town Board was asked to approve both tax roll corrections and the School Tax Warrants On motion by Odierna and Second by Eney it was unanimously Resolved, that the Town Board approves the tax roll corrections at 1 Coventry Court and 5 Boulder Circle as enumerated in the memorandum from the Town Comptroller and authorizes that the property tax refunds provided to the property owners be re -levied in the 2016117 Scarsdale School Tax Warrant Odierna Aye Katz Aye Eney Aye Murphy Aye Seligson Aye On motion by Councilman Murphy and Second by Councilwoman Katz it was unanimously: Resolved, that the Town Board hereby authorizes the Town Supervisor to execute the property tax warrants for the collection of property taxes for the Mamaroneck School District and that portion of the Scarsdale School District in the unincorporated area of the Town of Mamaroneck in the amounts of $111,140,423 and $5,749,652.39 respectively. There being no further business to come before the Town Board, the meeting was adjourned at 10:45am. RESOLUTION RE: SUBMISSION OF AN APPLICATION TO THE BRIDGE NY GRANT PROGRAM TO REPLACE THE HILLSIDE AVENUE BRIDGE OVER THE MAMARONECK RIVER (BIN 2225070) WHEREAS, the United States Army Corps of Engineers, the New York State Department of Environmental Conservation (NYSDEC), Westchester County, and the Village of Mamaroneck are involved in a study to reduce flood risk along the Mamaroneck and Sheldrake Rivers in the Village of Mamaroneck; and WHEREAS, among the important elements of the project is the deepening and ti,widening the Mamaroneck and Sheldrake River channels to Improve their hydraulic flow; and WHEREAS, during the planning phase otilie Army Corps project, it was determined that in order to achieve the project's required B-Oift Cost Ratio, several bridge replacements that would provide additional flood mitigation bene s.were excluded and leftto. the local entities responsible for them to be replaced at a future date; and WHEREAS, the Village and Town staffs, in coordiantion with the Army Corps of Engineers estimate the cost of such replacement at $3 million to include: Engineering & Design; Construction; Construction Administration; Construction Management; and WHEREAS, given the need to implement repairs and in order to realize maximum benefits from the Army Corps Project, replacement of this bridge is recommended at this time in ' order to ensure the long-term success of flood mitigation for the residents of the Village of 1 Mamaroneck who are also residents of the Town of Mamaroneck and Town of Rye; now therefore be it RESOLVED, that the Town Board of the Town of Mamroneck, herein agrees with this project approach to seek grant funding to replace the Hillside Avenue Bridge over the Mamaroneck River (BIN 2225070) to achieve the flood mitigation benefits for the residents of the Village of Mamaroneck, Town of Mamaroneck and Town of Rye;
