MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON FEBRUARY 3, 2016, BEGINNING AT 5:00PM IN
CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE

CALL TO ORDER - WORK SESSION
On motion of Councilwoman Katz, seconded by Councilman Murphy, the Work Session was unanimously
opened at 5:00PM.

Review – Traffic Committee Recommendations
The Town Board reviewed a memo from Mr. Altieri, dated January 29, 2016, outlining Traffic Committee
Recommendations’ regarding Commuter parking on Echo Lane and Hillside Road, and truck traffic on East
Hickory Grove Drive. Councilwoman Katz spoke about the issues as she is liaison to the Traffic Committee
and has been present during their discussions. Mr. Altieri spoke about East Hickory Grove and his discussion
with the Village of Mamaroneck regarding diverting truck traffic through the Village of Mamaroneck. After
discussion, the Town Board asked Mr. Maker to draft legislation for the Town Board to review and consider
for a public hearing on both of the Traffic Committee recommendations.
Mr. Altieri addressed an additional traffic concern which, because they do not require a public hearing, was
not part of his memo. Residents have been complaining about horn blowing near 14 N Chatsworth. The
specific issue is honking by cars at the light at Murray Avenue and Myrtle Blvd if the vehicle in front of them
is not turning right-on-red. It is suggested that a sign be installed that says right turn allowed after full stop.
Additionally, the residents of Hommocks Road would like the speed limit sign to be replaced along
Hommocks Road.
2016 Capital Projects
Additionally Present: Tony Siligato, Town Comptroller
The Town Board reviewed a memo from Mr. Altieri titled 2016 Capital Project Schedule, dated January 30,
2016, and a schedule from Mr. Siligato titled 2016 Capital Projects Budget & Funding Schedule. Specifically,
the Town Board discussed the difference in the 2016 Adopted Budget Capital Proposals and the 2016
Recommended Capital Plan. The Town Board reviewed the entire Recommended Capital Plan for 2016 in
detail.

2016 Goals & Priorities
The Town Board reviewed a memo from Mr. Altieri with an update on the status of the 2015 Goals and
Priorities. The Town Board reviewed the 2016 Goals and Priorities noting that some completion dates
seemed optimistic and should be adjusted.
Review – Larchmont Mamaroneck Joint Garbage Disposal Commission Budget
The Town Board reviewed the 2016 Adopted Joint Garbage Disposal Commission Budget.
Update – Westchester County IMA – Sanitary Sewers
The Town Board received a memo from Mr. Altieri dated January 29, 2016, with an update on the
Westchester County IMA – Sewer System Evaluation Study. There was no additional discussion.

On motion of Supervisor Seligson, seconded by Councilwoman Katz, the Board unanimously agreed to
enter into an Executive Session to discuss candidates for various Boards and Commissions.

On motion of Councilman Murphy, seconded by Councilwoman Katz, the Board unanimously agreed to
resume the Regular Meeting.
CALL TO ORDER - REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:00 PM, she then pointed out the location of the exits.
Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this
evening, adding this is an open meeting that all residents’ are welcomed to attend.
SUPERVISOR’S SUMMARY REPORT
The Town Board and Town Attorney, Bill Maker, have been working on the amendment of the Site
Plan Review law that is the subject of the current moratorium. We had a productive meeting last

Wednesday and the next work session will be Monday February 8 at 5:00 pm in Conference room C.
These are work sessions where the public is welcome to attend, but it is not a public hearing.
The Town Board adopted a Memorandum of Understanding at the last Town Board meeting to
participate in the Community Choice Aggregation program with Sustainable Westchester and 19

other municipalities. If Sustainable Westchester receives a compliant bid, this would allow the Town
to transfer the default energy supplier for residents to the energy service company offering the
compliant bid. Residents would be able to opt out free of charge at any time. We expect Sustainable

Westchester to announce the bids on February 22.
We received a lot of snow last weekend, and I’m pleased to report that the Town Highway
Department did a great job clearing our roads and together with the Fire and Police Departments
kept us all safe during the storm.

Service Awards Report, as prepared by Frank Cioffi, and submitted by Chief Goldberg.

AFFAIRS OF THE TOWN
6.Set Public Hearing – Bond Resolution – Westchester Joint Water Works
Mr. Altieri stated that the Westchester Joint Water Works is submitting a grant proposal to fund building a
Water Main from North Barry Avenue to Macey Road (WJWW Project #1310) in order to provide UV treated
water to all residents in the WJWW service area. As the Town has done in the past, in order to submit a
successful grant proposal, the Town must prepare bond documents to secure funding even if the Town will
never need to borrow it. Additionally, because the Water District No 1 is a Special District, the Town must
hold a public hearing on any proposed borrowing.

In the Matter

Increase and Improvement of the Facilities of the Town of
Mamaroneck Water District No. 1 of the Town of ORDER
Mamaroneck, Westchester County, New York: CALLING
PUBLIC
HEARING
WHEREAS, the Town Board of the Town of Mamaroneck, Westchester County, New York, has had
under consideration the increase and improvement of the facilities of the Town of Mamaroneck Water
District No 1 of the Town (the “Water District”), being its share of the improvement of facilities of the
Westchester Joint Water Works of the Town/Village of Harrison, the Village of Mamaroneck and the Town
of Mamaroneck (together, the “WJWW”), consisting of the construction of a 16-inch water transmission main
from North Barry Avenue in Mamaroneck, New York to Macy Road in Harrison, New York, including original

furnishings, equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses
in connection therewith; and
WHEREAS, the aggregate maximum estimated cost to said Water District of such increase and
improvement of facilities is determined to be $478,700; and
WHEREAS, said capital project has been determined to be a “Type II Action” pursuant to the
regulations of the New York State Department of Environmental Conservation promulgated pursuant to the
State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, will not result
in any significant adverse environmental impact, and the documentation relating to SEQRA is available in the
office of the WJWW for inspection during normal office hours; and
WHEREAS, it is now desired to call a public hearing on the question of the increase and improvement
of the facilities of said Water District, in the matter described above, and to hear all persons interested in
the subject thereof, concerning the same, in accordance with the provisions of Section 202-b of the Town
Law; NOW, THEREFORE, IT IS HEREBY
ORDERED, by the Town Board of the Town of Mamaroneck, Westchester County, New York, as
follows:
Section 1. A public hearing will be held at the Town Hall, in Mamaroneck, New York, in said
Town, on the 17th day of February, 2016, at 8:00 o'clock P.M., Prevailing Time, on the question of the increase
and improvement of the facilities of said Water District, in said Town, in the manner described in the
preambles hereof, and to hear all persons interested in the subject thereof, concerning the same, and to take
such action thereon as is required or authorized by law.
Section 2. The Town Clerk is hereby authorized and directed to cause a notice of said public
hearing to be published in the official newspaper of said Town, and also to cause a copy thereof to be posted
on the official Town signboard, such publication and be made not less than ten, nor more than twenty days,
before the date designated for the hearing.
Section 3. The notice of public hearing shall be in substantially the form attached hereto as
Exhibit A and hereby made a part hereof.
Section 4. This Order shall take effect immediately.
The question of the adoption of the foregoing Order was duly put to a vote on roll call, which resulted

7.Authorization – Renewal – Southeast Consortium Service Agreement
On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the renewal agreement for
the year 2016 between the Town of Mamaroneck and South East Consortium to provide special
recreational programming for residents with various developmental disabilities and special
needs.

8.Designation of Delegate – 2016 Association of Towns Conference
On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, it was unanimously
RESOLVED, that the Mamaroneck Town Board does herby designate Supervisor Seligson
as the Town’s representative to the 2016 Association of Town’s Annual Conference.
9.Consideration – Larchmont Library Budget
On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the 2016
Library Budget.

10.Appointments – Chair for the Tree Commission, Chair for the Sustainability Collaborative
On motion of Councilwoman Elkind Eney, seconded by Councilman Murphy, it was
RESOLVED, that the Mamaroneck Town Board does herby appoint John Landi, Town of
Mamaroneck Building Inspector, as Chair of the Town’s Tree Commission, for the year 2016,
and
BE IT, FURTHER
RESOLVED, that the foregoing appointment shall be effective immediately upon the
appointee taking and subscribing the oath mandated by section 25 of the New York
Town Law and shall expire on December 31, 2016.

REPORT OF COUNCIL
Councilman Murphy thanked the Town’s Department of Public Works on an excellent job clearing the roads
during this past storm.
Councilwoman Katz seconded the thank you of Councilman Murphy, adding she had no liaison meetings.
Councilwoman Elkind Eney was asked at the request of the Superintendent of Recreation, to announce that
applications are being accepted for Camp Counselors for kids 16 years of age and older. Councilwoman
Elkind Eney noted that the Town Board held an additional worksession on the Site Plan Law, adding the
Board is diligently working on this legislation. Councilwoman Elkind Eney attended a number of Varsity
hockey games, reporting that the team beat Suffern, but sad to say, lost badly to Pelham. Councilwoman
Elkind Eney attended the Volunteers of the Larchmont Fire Department’s ‘Bonfire on the Beach’, it was a
wonderful event and very well attended.
Supervisor Seligson reported that the Town Board has been discussing for several months the Community
Choice Aggregation Program. At the last Town Board Meeting, the Board approved a Letter of
Understanding in order to participate in this program. Additionally, Sustainable Westchester has issued bid
requests for electric power supply on behalf of the Town and 19 other Communities. If requests come in
with a compliant bid, the Town residents will have a new default energy service provider other than Con

Edison. The point of the program is to save money for our residents. The Town will be mailing out literature
further explaining this program.
Supervisor Seligson wished a Happy Birthday to Councilwoman Elkind Eney!
