Town Center Generator(H1603) The Town Center generator installation required additional project coordination and construction oversight related to the delivery,placement, and installation of the new generator. In addition, the project required the installation of a remote annunciator, which provides a secondary control and monitoring panel for the emergency power system. A budget amendment is recommended below to appropriate funding from the General Fund contingency account to cover these additional project costs. 2. Senior Center Yellow Room (H6758) The Senior Center renovation project has been completed, and a small amount of additional funding is needed to close out the project. A budget amendment is recommended below to transfer the required funds from the General Fund contingency account. 3. Drainage Projects (H5135) Additional funding was included in the project budget during the bonding process to accommodate rounding adjustments associated with the financing. A budget amendment is recommended below to increase the 2026 bond proceeds to the amount of the Bond Anticipation Note (BAN)issued for the project. 4. Brine System (H5142) A brine-making system for the Highway Department garage was purchased in 2024 to produce salt brine for snow and ice control on Town roadways. The original plan anticipated providing brine to the Village of Mamaroneck as needed, with a portion of the equipment cost to be shared. The implementation plan has since been revised, and Page 11 of 102 additional funding is required to complete the capital purchase. Accordingly, a budget amendment is recommended below to transfer the necessary funds from the Highway contingency account. 5. Lead Service Lines (H1402) The Lead Service Line Replacement Public Benefit Project required under the Westchester Joint Water Works (WJWW) consent decree has been completed. A BAN was issued to fund the project in 2025. an additional expense for advertising requires funding. A budget amendment to transfer funds from the contingency in the Water Fund is recommended below. 6. Police Equipment(H3177) The Police Department ballistic shields purchase has been completed. A budget amendment to transfer the remaining funds to the Part Town Fund is recommended below. 7.BAN Payments In 2025, the Town issued a Bond Anticipation Note (BAN)to provide short-term financing for capital projects. BANs may be renewed annually for up to five years; however, reducing the outstanding principal before permanent financing is issued lowers future borrowing costs. The 2026 Budget includes the required annual BAN amortization payment of$205,450, along with an additional principal payment of$548,600, for a total debt reduction of$754,050. This strategy is expected to reduce future interest costs by approximately $232,000 over the life of a 15-year bond, resulting in significant long-term savings for taxpayers. The budget amendment also includes the transfer of the BAN funds received in 2025 to repay the BAN. A new BAN in 2026 has been awarded and funds will be received in August. Accordingly,the budget amendments below are recommended to appropriate fund balance from the General Fund and the Highway Fund to finance the additional BAN principal paydown. 8. Parks Building (H5191) Underground rock conditions encountered during excavation of the new Parks Building foundation were more intact and greater in area compared to what was expected during design from the Town's geotechnical report. The additional requested funding provides for the 528 cubic yards of rock removed during excavation with additional contingency budget for the remainder of construction through expected completion in November. A budget to transfer funds from the fund balance in the General Fund is recommended below. 9. Curbs &Improvements (H5173) Bid proposals were received for sidewalk and curb reconstruction along Edgewood Avenue and new sidewalk installation on Bryson Street connecting N. Chatsworth Avenue to Murray Avenue. A new crosswalk and replacement of drainage catch basin structures on Bryson St. are also included in the scope of work. Additional funding is needed to award the bid with the add alternate. A budget amendment is recommended below to appropriate funds from the Highway fund balance to award the bid. The current budget year continues to be impacted by economic uncertainty. Interest rates are stable but elevated and aren't expected to improve significantly. Costs for purchases and capital projects continue to fluctuate due to tariffs and ongoing geopolitical conflicts. The Town's primary revenue sources—mortgage tax and sales tax—are being closely monitored. As inflation drives prices upward, sales tax revenue is expected to be slightly higher than budget while mortgage tax revenues are currently trending above budget despite high mortgage rates. Financial Summary The Town's finances remains stable and well-positioned. Overall, it is projected that approximately $2.0 million in fund balance will be used in 2026, compared to the budgeted $4.7 million. Fund Balance at year-end is estimated to be $21.4 million or 35% of revenue. While we are half-way through the year, it is still early to estimate savings, on-going economic instability will remain a key factor in managing expenditures. The 2026 budget was developed with these uncertainties in mind. Historically, the Town has realized cost savings through cautious budgeting practices. At this stage, projections include savings from vacancies, updated revenue estimates, and the planned use of fund balance for one-time capital projects that will result in a significant debt service savings. These projections will be refined as the fiscal year progresses. Fund balances are expected to remain in compliance with the Town's fund balance policy. Revenues Total revenues for the first half of 2026 are 9% higher than the same period in 2025. Revenues are currently projected to exceed the adopted budget of $56.6 million by approximately $5.1 million as a result of the 2025 BAN to be repaid. The offsetting $4 million is reflected in expenses based on accounting requirements. Projections will continue to be updated on a quarterly basis. Key variances include: 1 Page 25 of 102 Mortgage Tax Mortgage tax revenue is reported on an October—September fiscal year and is distributed semi-annually in June and December. According to the County Clerk, the Town received $515,000 for the six-month period from October 2025 through March 2026, compared to $438,000 during the same period in 2025-an increase of$77,000, or 18%, year over year. The 2026 budget of $1.3 million was intentionally conservative, reflecting expectations of a potential decline due to economic conditions. However, revenues are currently trending approximately 7% higher than the prior year. Year-to-date collections represent 72% of the annual budget, compared to 67% at this point in 2025. If this trend continues, mortgage tax revenue is projected to exceed the 2026 budget by approximately $400,000. First-half collections totaled $1.8 million, representing a 4% increase compared to the same period in 2025. Year-to-date collections represent 52% of the annual budget . If current trends continue, sales tax revenue is expected to exceed the 2026 budget of$3.4 million by $340k. Interest Earnings Investments are currently earning approximately 3.5% interest. Rates are projected to remain stable with a possible slight decline over the course of the year. While a decline was factored into the budget, current economic forecasts continue to be unstable that may cause interest rate fluctuations. At this time, annual interest earnings are still projected to meet the $1.4 million budget. 2 Page 26 of 102 Tax Penalties/Interest Revenue from tax penalties and interest is approximately 25% higher in the first half of 2026 compared to the same period in 2025. As a result, this revenue is projected to exceed the General Fund budget of$675,000 by approximately $125,000. Building Permits Building permit revenue has remained stable during the first half of 2026, increasing by approximately 2% as compared to the $739k collected in the same period of 2025. Revenue is expected to meet the $1.1 million budget. Tax Collection As of June 30, 2026, the Town has collected 99.1% of the 2026 Town & County tax levy and 99.6% of the 2025/26 School Tax levy. This collection rate is similar to the same period in 2025. Outstanding taxes as of June 30, 2026 are as follows: 2025/26 School Tax (0..4% of levy): $617,241 2026 Town & County (0.8% of levy): $703,554 2025 and prior: $1,436,690 Total delinquent taxes due: $2,757,485 Expenses Current expense savings are projected at approximately $1.8 million. These savings are primarily attributable to staff vacancies and contingencies in the Water Fund, Ambulance, and Sewer Districts that are not expected to be fully utilized. At the same time, rising costs for auto parts and gasoline are anticipated and may require additional funding as the year progresses. The Town currently has 14 vacant positions- an unusually high number due to a variety of factors and expects these positions to be filled in the coming months. Overtime is anticipated for operations until vacancies are filled. This savings will help to offset the projected use of fund balance and other price increases. FUND BALANCE All fund balances are currently in compliance with the Fund Balance Policy, with the exception of the Garbage District and are expected to remain so through year-end. However, it is important to recognize that fluctuating prices, continued supply chain delays and interest rates will continue to be monitored, as they may impact the projected use of fund balance. 3 Page 27 of 102 The fund balances outlined below provide the Town with the financial capacity to manage unforeseen events. It is also important to note that property taxes are not collected until April each year, requiring the Town to maintain at least $20 million in available funds to cover operating expenses during the first four months. Additionally, the Town advances payments to the School District and County annually to satisfy their levies. The adopted budget included the use of $2.7 million in fund balance; however, based on the positive revenue and expenditure variances noted above, current projections estimate that approximately $1.8 million will be utilized. This represents a net favorable variance of$.9 million, or approximately 1.5% of the budget. Based on current projections, the Town's fund balance at the end of 2026 is expected to be approximately 35% of revenues. With the debt service fund, total fund balance will be 45% of revenues. This aligns with Moody's methodology for evaluating fund balance as part of the Town's bond rating criteria. During the most recent bond rating review, Moody's indicated that maintaining a fund balance at or above 40% of revenues is necessary to sustain the Town's Aaa bond rating. Consultant Services (A1221-4035) A consultant was retained to assist the Town with preparing and submitting its Climate Smart Communities certification application, which is expected to enhance the Town's eligibility for future funding of climate-related initiatives and projects. A budget transfer from savings in the part-time personnel budget is recommended below to fund these consulting services. 2. Consulting Services (A1221-4035) A human resource consulting firm was retained to provide temporary staffing and support in the Town Administrator's Office until vacant positions are filled. As a result of these vacancies, sufficient savings exist within the salary budget line to offset the cost of these services. A budget transfer is recommended below to fund the consulting services through year-end. 3-13. Bargaining Unit Contract Retroactive salary and benefit payments resulting from the finalization of the collective bargaining agreement for Town Office and Highway employees were processed in June 2026. The budget transfers recommended below from the contingency account and various budget line savings will provide the necessary funding for these payments. 14. Garbage District(SR 8160) Several tax certiorari settlements affecting properties within the unincorporated area required tax refunds to be paid by the Garbage District. County Election Expense (A1450) The Town's share of election-related expenses as authorized by Chapter180 of the Laws of 2005, NYS Election Consolidation and Improvement Act are allocated to the municipalities within the County. Fire (SF3410 1015) The Fire Department currently has four vacant positions, resulting in increased overtime costs to maintain minimum staffing levels and ensure operational coverage. The ideas was presented to Jill Fisher of the Rec Department and she is highly supportive. LWC will establish the funding and seek to maintain funding on an on- going basis. The STEM Alliance, that provides swim instruction to low income families during the summer months as a part of the Co-Op Summer Enrichment program, will identify high need families to refer to the program and provide the Rec Dept with a qualifying letter for selected families to register directly with the Rec Dept. The Rec Dept will then draw down monies from that fund to pay for those registered families. Overall, this pilot idea is well received by all parties and has high potential for success. The only remaining question is whether or not this registration fee needs to include a full pool membership. As these children come from families where the adults can not swim themselves, they would be unable to take advantage of the pool outside of the instructional program. Additionally, if LWC pays only for the lessons, they will be able to serve more high need children. Drainage Projects (H5135) Additional funding was included in the project budget during the bonding process to accommodate rounding adjustments associated with the financing. A budget amendment is recommended below to increase the 2026 bond proceeds to the amount of the Bond Anticipation Note (BAN)issued for the project. 4. Brine System (H5142) A brine-making system for the Highway Department garage was purchased in 2024 to produce salt brine for snow and ice control on Town roadways. The original plan anticipated providing brine to the Village of Mamaroneck as needed, with a portion of the equipment cost to be shared. The implementation plan has since been revised, and Page 84 of 102 additional funding is required to complete the capital purchase. Accordingly, a budget amendment is recommended below to transfer the necessary funds from the Highway contingency account. 5. Lead Service Lines (H1402) The Lead Service Line Replacement Public Benefit Project required under the Westchester Joint Water Works (WJWW) consent decree has been completed. A BAN was issued to fund the project in 2025. an additional expense for advertising requires funding. A budget amendment to transfer funds from the contingency in the Water Fund is recommended below. 6. Police Equipment(H3177) The Police Department ballistic shields purchase has been completed. A budget amendment to transfer the remaining funds to the Part Town Fund is recommended below. 7.BAN Payments In 2025, the Town issued a Bond Anticipation Note (BAN)to provide short-term financing for capital projects. BANs may be renewed annually for up to five years; however, reducing the outstanding principal before permanent financing is issued lowers future borrowing costs. The 2026 Budget includes the required annual BAN amortization payment of$205,450, along with an additional principal payment of$548,600, for a total debt reduction of$754,050. This strategy is expected to reduce future interest costs by approximately $232,000 over the life of a 15-year bond, resulting in significant long-term savings for taxpayers. The budget amendment also includes the transfer of the BAN funds received in 2025 to repay the BAN. A new BAN in 2026 has been awarded and funds will be received in August. Accordingly,the budget amendments below are recommended to appropriate fund balance from the General Fund and the Highway Fund to finance the additional BAN principal paydown. 8. Parks Building (H5191) Underground rock conditions encountered during excavation of the new Parks Building foundation were more intact and greater in area compared to what was expected during design from the Town's geotechnical report. The additional requested funding provides for the 528 cubic yards of rock removed during excavation with additional contingency budget for the remainder of construction through expected completion in November. Garbage District(SR 8160) Several tax certiorari settlements affecting properties within the unincorporated area required tax refunds to be paid by the Garbage District. County Election Expense (A1450) The Town's share of election-related expenses as authorized by Chapter180 of the Laws of 2005, NYS Election Consolidation and Improvement Act are allocated to the municipalities within the County. Snow Removal (DB5142) In total, the year-to-date snow removal expenses have exceeded the $261k budget by $100k. The annual retirement bill for all other employees increased by 10%, or approximately $120,000,to $1.4 million. Overall, retirement costs have increased by approximately $510,000 for 2026.
