9:00 AM TOWN BOARD SPECIAL MEETING
CALL TO ORDER
The Special Meeting of the Town Board was called to order by Town Supervisor Jaine Elkind
Eney.
Moved by Councilmember Moss, seconded by Councilmember Nichinsky, the Town
Board unanimously opened the Special Meeting at 9:05 a.m.

WORK SESSION ITEMS
1. Consideration of Appointment of Members to the Board of Architectural Review
Moved by Councilmember Moss, seconded by Councilwoman Nichinsky, it was
RESOLVED, that Stephen Moser be appointed as Member D of the Board of
Architectural Review, said term to expire on December 31, 2028, and
BE IT FURTHER RESOLVED, that Dean Barnes be appointed as Alternate A of
the Board of Architectural Review, said term shall expire on December 31, 2026.

ADJOURNMENT
On motion of Councilmember Moss, seconded by Councilmember Nichinsky, the
meeting was unanimously adjourned at 9:09 a.m.

RECONVENING OF SPECIAL MEETING
Following adjournment, Town Supervisor Jaine Elkind Eney consulted by telephone
with Town Attorney William Maker Jr. The Town Supervisor then requested that the
Town Board reconvene the Special Meeting to consider an additional agenda item.
Moved by Councilmember Moss, seconded by Councilmember Nichinsky, the
Town Board unanimously reopened the Special Meeting at 9:25 a.m.

ADDED AGENDA ITEM: Earth Day Cleanup Event Fee Waiver
The Town Board requested that the Town Clerk reclassify the Larchmont Gardens
Civic Association Earth Day Cleanup event as not constituting a block party, thereby
eliminating the $25 application fee. The Board directed the Town Clerk to process the
necessary paperwork without assessing the fee. The Town Clerk noted that the
Clerk's Office administers block party applications rather than Town-sponsored events
and expressed concern about applying the fee inconsistently among applicants. The
Board agreed to revisit the broader policy at its next meeting.
Moved by Councilmember Moss, seconded by Councilmember Nichinsky, it was
RESOLVED, that the Larchmont Gardens Civic Association Earth Day Cleanup
Event be determined not to constitute a block party for purposes of the Town's
$25 block party application fee.

On motion of Councilmember Nichinsky, seconded by Councilmember Moss,
the meeting unanimously adjourned at 9:31 a.m.
