CALL TO ORDER
Moved by Councilmember King, seconded by Councilmember Moss, the Town Board
convened the Special Meeting at 9:03 a.m.

DISCUSSION ITEMS
1. Conference Room Use Request — Larchmont-Mamaroneck Center for
Continuing Education
Martha Sundin, Executive Director of the Larchmont-Mamaroneck Center for
Continuing Education (LMCCE), inquired about using a conference room at Town
Center on Thursdays from 12:30 p.m. to 2:00 p.m. for eight sessions in the fall, four
sessions in the winter, and twelve sessions in the spring to accommodate a creative
writing class. LMCCE's regular meeting space for the creative writing class at
Larchmont Temple is temporarily unavailable due to construction. Anticipated
attendance is thirty participants.
Consultant Gary Evans conveyed Town Administrator Meredith S. Robson's concerns
regarding limited conference room availability and the need to accommodate
unscheduled Town meetings. Mr. Evans also noted potential legal considerations
related to the use of municipal facilities without compensation and the absence of a
formal Town policy governing community use of meeting space.
The Board discussed the Town's longstanding practice of supporting community
organizations with municipal facilities and expressed support for continuing to
facilitate temporary community needs where feasible. Board members emphasized
that the request should be viewed as time-limited accommodation rather than an
ongoing arrangement and requested legal review regarding the permissibility of the
proposed use.

Supervisor Elkind Eney agreed to follow up with Ms. Sundin regarding alternative
locations that may be available, including the Larchmont Village Center, Mamaroneck
Union Free School District facilities, and the Community Room at Hommocks Park Ice
Rink. The Board also discussed the possibility of charging a nominal usage fee of $25
per meeting.
The consensus of the Board was to support the request, subject to further clarification
and legal input. Some Board members also expressed interest in limiting approval to
the fall term, with the option to revisit the request at the new year. The Board
reaffirmed its interest in developing a formal policy to govern future requests for the
use of Town facilities.
2. Updates
The Board discussed a proposal from Greg Steinberg to relocate Steinyfest to Parking
Lot 3 in Larchmont, the current location of the Farmers Market, on October 3, 2026,
the same day as the Town of Mamaroneck Food Truck Festival. Event organizers
requested feedback from the Town regarding a start time of either 3:00 . or 3:30 p.m.
The Board discussed potential impacts on traffic, parking, and nearby neighborhoods,
as well as possible overlap with the Town's annual Food Truck Festival. The
consensus of the Board was that a 3:30 p.m. start time would better minimize conflicts
and reduce traffic and parking demands during the Food Truck Festival.
The Board further recommended that event organizers provide clear parking
information in promotional materials and that nearby Washington Square
neighborhood associations be notified of the event and direct any inquiries or
concerns to the Village of Larchmont.
3. Executive Session
Moved by Councilmember King, seconded by Councilmember Regenstreich,
the Town Board entered into an Executive Session to discuss potential
litigation involving Westchester Joint Water Works.

On motion of Councilmember Moss, seconded by Councilmember
Regenstreich, the Executive Session was closed, and the meeting was
unanimously adjourned at 9:48 a.m.
