special meeting opened at 7:34 p.m.

WORK SESSION ITEMS
1. Budget Calendar
Town Administrator Meredith S. Robson discussed the 2026 budget calendar,
including opportunities to provide residents with additional information earlier in the
budget development process. Administrator Robson discussed the concept of a
"Budget 101" presentation to explain the budget process, factors considered during
budget preparation, and the challenges associated with developing the annual
operating and capital budgets.
Councilmember Nambiar proposed holding a public budget workshop at the October
8th meeting to provide residents with a high-level overview of the budget process
before specific budget figures were finalized. Councilmember Nambiar suggested that
an earlier discussion could encourage public participation and allow residents to
provide input before preparation of the tentative budget.
Supervisor Jaine Elkind Eney noted that the Town Board had already conducted
extensive discussions regarding the capital budget and emphasized the importance of
balancing transparency with an efficient budget preparation process.
Councilmember Fiddelman expressed concern regarding the proposed timeline and
whether staff would have sufficient time to prepare budget materials while
accommodating additional public meetings. Comptroller Tracy Yogman and
Administrator Robson discussed the workload associated with developing the budget
and questioned whether delaying the release of budget figures would provide a
meaningful benefit to residents.

Councilmember Nichinsky suggested that earlier public presentations could allow
residents to better understand the issues facing the Town and provide more
constructive feedback during the budget process. Councilmember Nichinsky noted
that community input may be more valuable if residents have an opportunity to
participate before budget decisions are finalized.
Administrator Robson suggested providing a high-level presentation outlining major
budget considerations and potential areas of discussion before the tentative budget is
completed. Councilmember King noted that transparency is important and expressed
support for providing information to the public as early as practicable, suggesting that
an initial presentation could focus on broad budget trends and priorities, with
additional detail provided as the budget is developed.
The Board discussed potential dates for budget workshops, public presentations,
department head meetings, and statutory budget deadlines associated with the
preparation of the 2026 budget. Comptroller Yogman stressed that sufficient time is
necessary to prepare budget documents and supporting materials. Several Board
members expressed concern about modifying the budget schedule in a manner that
could impede staffs ability to prepare accurate and complete budget information.
The Board generally agreed that providing residents with additional information
regarding the budget process would be beneficial; however, members also
recognized the need to maintain a schedule that would allow staff sufficient time to
prepare accurate and complete budget documents for Board review and public
consideration.
No formal action was taken.
2. Discussion - 2026 Capital and Operating Budget
The discussion regarding the 2026 Capital and Operating Budget was incorporated
into the preceding Budget Calendar discussion.

On motion of Councilmember King, seconded by Councilmember Nichinsky, the
meeting was unanimously adjourned at 9:39 p.m.
