Wasp, Town Engineer 9:00 AM SPECIAL MEETING OF THE TOWN BOARD CALL TO ORDER The Special Meeting of the Town Board was called to order by Town Supervisor Jaine Elkind Eney. Moved by Councilmember King, seconded by Councilmember Moss, the Special Meeting unanimously opened at 9:01 a.m. AFFAIRS OF THE TOWN OF MAMARONECK 1. Consideration - Lead Agency for 2026 Improvements to Storm Sewers and Upgrades to Larchmont Dam Controls Town Engineer Robert Wasp explained that as part of the Westchester County flood mitigation grants approval process the Town Board needed to formalize its role as lead agency for the storm sewer and dam improvement projects. Moved by Councilmember Moss, seconded by Councilmember King WHEREAS, the Town of Mamaroneck plans to conduct Storm Sewer Improvements (H5135) and the Larchmont Dam Valve Replacement and Controls Upgrade (H2140), and WHEREAS, such action is subject to review under the State Environmental Quality Review Act, and WHEREAS, the Town Engineer has prepared and submitted to the Town Board a Short Environmental Assessment Form dated May 19, 2026, in connection with this action, and WHEREAS, the Short Environmental Assessment Form indicates that this action will involve funding from the Westchester County Board of Legislators thereby making it an involved agency under the State Environmental Quality Review Act, and Town Board May 27, 2026 WHEREAS, the Westchester County Board of Legislators relies on the review of the Westchester County Department of Planning when making determinations under the State Environmental Quality Review Act. NOW, THEREFORE, BE IT RESOLVED that the Town Board adopts the Short Environmental Assessment Form dated May 19, 2026 prepared by the Town Engineer in connection with this action, and BE IT FURTHER RESOLVED that the Town Board intends to designate itself as the Lead Agency pursuant to the State Environmental Quality Act for the review of this action, and BE IT FURTHER RESOLVED that the office of Town Engineer shall forthwith send copies of this resolution announcing the Town Board's intention to act as lead agency and Part 1 of the Short Environmental Assessment Form submitted in connection with this action to the Westchester County Board of Legislators, the Westchester County Department of Planning and any other involved agency the office of Town Engineer identifies with a notification that a lead agency must be agreed upon within 30 calendar days and that if no involved agency declares that it intends to act as lead agency for this action, that the Town Board will assume the role of lead agency.
