TA-21-07—Resurfacing of Various Roads
GENERAL:
Bid procurement was recently completed for the Town's 2021 road resurfacing project. Roads
included in the 2021 project were selected based on the prioritized rankings of road condition
determined through the 2020 Town wide assessment and observed road conditions during spring
2021. The roads list was refined based upon coordination with other construction projects and
through grouping sites by neighborhood to maximize paving production by the Contractor.
Allocated capital budget funding for the 2021 road resurfacing project was used to determine the
extent of the original project scope.
On May 12t,2021, five bids were received for the referenced contract as summarized on the
attached bid tabulation table. The apparent low bidder is ELQ Industries, Inc. (ELQ)with a
submitted base bid price of$706,656.00. ELQ has extensively worked with the Town as general
contractor for previous road paving,sidewalk and sewer construction projects. All previous work
provided by ELQ has been found to be high quality and performed in a professional manner.
ELQ was contacted following the opening of bids for review of the road resurfacing project
scope.No errors or omissions that could potentially impact the viability of their bid price have
been identified at this time. The Engineering Department recommends authorization of award
for contract TA-21-07 to ELQ Industries, Inc. in consideration of the base bid amount of
706,656.00.
This year's bid document was structured with deduct alternates to allow the Town to eliminate
certain roads due to budget constraints or delayed construction on coordinated projects. Planned
resurfacing work on Hickory Grove Drive East may be postponed if the shared sidewalk
construction project is further delayed. We're pleased to share that the Town's 2021 local
allocation of NYSDOT funding through the CHIPS, PAVE NY and EWR was increased above
expected levels. The Engineering Department will evaluate the inclusion of additional paving
work in this year's project to maximize use of the available fund balance.
