Robson, Town Administrator Re: Millennium Strategies Agreement Date: April 8, 2026 Attached please find a proposal from Millennium Strategies that incorporates existing grant writing services with new services which include full access to their grants tracking tool and grant administration. This will allow us to maintain all grant information in one place, and will provide assistance to staff in managing and meeting the reporting requirements of each granting agency. All of this would be a very welcome addition to an extremely labor intensive and time-consuming process, as we seek numerous grants each year to reduce local costs. We discussed these services at budget time and have money budgeted for this purpose. I am not yet in receipt of the agreement itself but will get it to you as soon as I receive it. This proposal fully outlines the services to be provided, and I recommend approval of these services without hesitation. If the agreement is not in keeping with my conversations with Millennium staff, I will make any necessary revisions. In anticipation of the receipt of a satisfactory agreement, I offer the following resolution. Action Requested: Resolved that the Town Board hereby approves the agreement with Millennium Strategies for grant consulting services and hereby authorizes the Town Administrator to execute the agreement and any related documents necessary to carry out its implementation. Page 9 of 117 GranTrack-Awards Management Tool and Grant Administration Services Through the GranTrack—Awards Management Tool and Grant Administration Services, Millennium Strategies will provide your organization with a comprehensive software and service solution to support the tracking, management,and administration of grant awards received.Services include: GranTrack—Awards Management Tool The GranTrack - Awards Management Tool is a web-based platform designed to help local governments centralize,organize,and proactively manage their grant awards.The tool is equipped with a variety of features to support grant management,including: • Award status tracking • Compliance checks and system alerts • Document storage and retrieval • Multiple ways to view and filter data • Payment tracking and reminders • Budget and match tracking • Report scheduling and reminders • Automated communications/alerts In order to support the deployment of GranTrack,Millennium will lead a 90-day onboarding process to establish your organization within GranTrack.Onboarding activities include: • Kickoff meeting with key organizational stakeholders to review onboarding plan. • Establish your organizational profile within GranTrack,including user accounts and roles. • Inventory,organize,and migrate all grant award records,documents,files,and data into GranTrack. • Training sessions and follow-up Q&A sessions with key staff that will use GranTrack. Grant Administration Services At the end of the 90-day onboarding process, Millennium will provide comprehensive Grant Administration Services. Millennium will actively oversee and manage all active and future grant awards received by your organization, including the management of all data and grant award records within GranTrack. Services include: • Review and execution of grant agreements,as well as reporting and compliance requirements. • Setup of reporting and payment portals,as well as ensuring active registration in SAM.gov • Award setup in GranTrack,including uploading files,assigning user roles,and adding budget details. • Coordination of kickoff meetings with key project staff. • Serving as primary point of contact with funding agencies and completing grant amendments as needed. • Preparation and submission of programmatic/financial reports,including reimbursement requests. • Monitoring grant compliance including expenditures,subrecipient agreements,and procurement. • Maintenance of detailed award records within GranTrack. • Processing of administrative closeout of grant awards and retention of all grant records. Task 1.2 — Permitting Assessment In order to better understand design constraints and prepare the projects for construction, H2M proposes to review each site for potential permitting needs and assess permit requirements so that any details, mitigation measures, or other considerations may be included in design documents. H2M's review will include the following environmental databases: NYSDEC Environmental Resource Mapper and EAF Mapper, US Fish and Wildlife Wetlands Mapper, Cultural Resources Information Server, Westchester County Database, FEMA FIRMette. In addition, H2M will identify any work that may occur within a County or State Right-of- Way for roadway work permits and identify where new easements for proposed improvements may be necessary. The task includes up to two (2)site visits to review existing conditions or potentially environmentally sensitive areas.At the end of the task H2M will prepare a list identifying necessary permits for each site, any permitting considerations that can be incorporated into the design and any future steps for permitting approvals. TASK 2—DESIGN ADVANCEMENT During this task, H2M will prepare schematic design plans (30%) for Subbasin 2, as well as design development plans (60%) for Subbasins 5 and 8. H2M will advance the conceptual design sketches appended to the Comprehensive Report based on the work performed during Task 1 of this proposal. H2M will also review additional design considerations for each area as identified in the Report and determine feasibility for inclusion in design. HEC-RAS analysis of the existing stream channel along Kolbert Drive will be performed at this time. The site plans will contain improvements and details necessary to convey the intent of the work.As a part of this task, H2M will review the preliminary cost estimates included in the Report and update as necessary for consideration in the Town's 2027 Budget. TASK 3—DESIGN DELIVERABLES During this task, H2M will prepare design development plans (60%) for Subbasin 2, as well as final design plans (100%) for Subbasins 5 and 8. For Subbasin 2, H2M will advance the plans to contain improvements and details necessary to convey the intent of the work. This will be largely determined by the availability of downstream conveyance. For the final design sites, H2M will prepare documents to a bid level state, including all necessary plans, detail and technical specifications.All permitting considerations identified in Task 3 will also be incorporated and cost estimates will be adjusted/refined as requested. B. All new construction, substantial renovations, alterations and additions in the unincorporated area of the Town of Mamaroneck with respect to properties for which a building permit was applied on or after December 31, 2025 shall comply with both the NYStretch Energy Code 2020 and the 2025 ECCCNYS. In those areas where the NYStretch Energy Code 2020 imposes more stringent requirements for energy efficient construction than the 2025 ECCCNYS does, the NYStretch Energy Code 2020 shall apply. In those areas where the 2025 ECCCNYS imposes more stringent requirements for energy efficient construction than the NYStretch Energy Code 2020 does, the 2025 ECCCNYS shall apply. Page 53 of 117 C. VCalenza, Assessor From: William Maker,Jr.,Attorney for the Town Subject: Senior citizen tax exemption Date: March 27, 2026 At its last meeting the Town Board resolved to approve the elimination of non-taxable social security benefits from the computation of income when determining eligibility for this exemption. A proposed local law(copy attached)is required to implement the Board's resolution. The exemption is governed by Real Property Tax Law §467. Most of the conditions for eligibility are contained within the statute but local municipalities have limited options to tailor the exemption to local needs. Over time § 467 and Westchester County legislation have been amended. The various amendments led to the Town amending its law by unnecessarily adding replications of portions of Real Property Tax Law. Code §§ 195-6 D. and E are examples of such repetition. In other situations, the Town amended its law in a cumbersome manner. Note for example how Paragraph B. of Section 195-6 speaks about a cap on income of $50,000 but Paragraph C grants the exemption to persons with income greater than $50,000 if their income exceeds$50,000 by$8,400 or less. A copy of The Town Code article also is attached. The proposed local law simplifies the Town's law as well as accomplishing the immediate goal of eliminating non-taxable social security benefits from the calculation of income. If the Town Board considers this proposed law worthy of public discussion,it should set a public hearing for its April 22nd meeting so that if it is enacted, the law will be in place before the May 1st taxable status date for 2026. March 27,2026 Page 61 of 117 Article II Senior Citizens Tax Exemption [Adopted 8-3-1977; amended in its entirety 10-5-1983 (Ch. 74, Art. II, of the 1975 Code)] § 195-5 Purpose. Pursuant to the provisions of § 467 of the Real Property Tax Law, as amended up to and including Chapter 991 of the Laws of 1983, the purpose of this article is to grant a partial exemption from taxation to the extent specified hereinafter, as to real property which is owned by certain persons with limited income who are 65 years of age or over, meeting the requirements set forth in such section, as amended. § 195-6 Exemption granted; conditions. [Amended 3-3-1993 by L.L. No. 3-1993; 12-15-1993 by L.L. No. 12-1993; 12-6-1995 by L.L. No. 13- 1995; 4-16-1997 by L.L. No. 3-1997; 5-7-1997 by L.L. No. 4-1997] Real property owned by persons 65 years of age or over shall be exempt from Town taxes, except district taxes, to the extent of 5o% of the assessed valuation of such lesser per centum of accessed valuation as hereinafter specified, subject to the following conditions: A. The owner or all of the owners must file an application annually in the Assessor's office of the Town. For the purpose of this section, "real property" includes apartments in co-operative corporations and the tenant-stockholders thereof are eligible to apply for a partial tax exemption under § 195-6. Applications must be filed in the Assessor's office on or before the taxable status date of the Town assessment roll, which is May i of each calendar year. Where title is vested in either the husband or the wife, the combined income may not exceed such sum. BE IT ENACTED by the Town Board of the Town of Mamaroneck Section 1-Purpose: The County of Westchester has determined that social security benefits that are not subject to federal income taxation should not be included in determining whether a senior citizen with limited income qualifies for a partial exemption from County real property taxes and if so, the amount of that exemption. The Town Board wishes to coordinate its senior citizen exemption law with respect to the Town's real property taxes. Since making this change requires amending the Town Code, the Town Board is taking this opportunity to streamline the article in the Town Code that provides for a senior citizen tax exemption. Section 2-Amendment of a current article of the Mamaroneck Code: Article II of Chapter 195 of the Code of the Town of Mamaroneck hereby is repealed, and the following is substituted in its place: Article II Senior Citizens Tax Exemption § 195-5 Purpose. The purpose of this article is to grant a partial exemption from taxation to real property which is owned by persons with limited income who meet the requirements of Real Property Tax Law § 467 and this article. § 195-6 Definitions. Unless otherwise expressly stated,wherever used in this article, the following terms shall have these meanings: EXEMPTION The partial exemption from Town taxes, other than district taxes, provided by Real Property Tax Law§467 as modified by this article. INCOME The adjusted gross income of the owner(s) reported on their federal income tax return for the year immediately before the year for which an application for the exemption is filed 1 Page 65 of 117 plus, any tax-exempt interest or dividends that were excluded from the federal adjusted gross income of the owner(s) less, distributions received by the owner(s) from an individual retirement account or individual retirement annuity that were included in the owner'(s) federal adjusted gross income and less, all medical and prescription drug expenses actually paid by the owner(s) that were not reimbursed or paid for by insurance. When computing income, any losses that were applied to reduce federal adjusted gross income shall be subject to the limitations contained in Real Property Tax Law § 467 (3) (a) (iv) (5) as it exists on the day on the taxable status date for year for which the exemption is sought. If no federal income tax return was filed for the relevant year, the income of the owner(s) shall be determined based on the amounts that would have been reported if such a return had been filed. Under no circumstances shall any social security benefits not included in the federal adjusted gross income of the owner(s)be included in the computation of income. § 195-7 Exemption granted; conditions. H2M's review will include the following environmental databases: NYSDEC Environmental Resource Mapper and EAF Mapper, US Fish and Wildlife Wetlands Mapper, Cultural Resources Information Server, Westchester County Database, FEMA FIRMette. In addition, H2M will identify any work that may occur within a County or State Right-of- Way for roadway work permits and identify where new easements for proposed improvements may be necessary. TASK 2—DESIGN ADVANCEMENT During this task, H2M will prepare schematic design plans (30%) for Subbasin 2, as well as design development plans (60%) for Subbasins 5 and 8. H2M will advance the conceptual design sketches appended to the Comprehensive Report based on the work performed during Task 1 of this proposal. H2M will also review additional design considerations for each area as identified in the Report and determine feasibility for inclusion in design. HEC-RAS analysis of the existing stream channel along Kolbert Drive will be performed at this time. The site plans will contain improvements and details necessary to convey the intent of the work.As a part of this task, H2M will review the preliminary cost estimates included in the Report and update as necessary for consideration in the Town's 2027 Budget. TASK 3—DESIGN DELIVERABLES During this task, H2M will prepare design development plans (60%) for Subbasin 2, as well as final design plans (100%) for Subbasins 5 and 8. For Subbasin 2, H2M will advance the plans to contain improvements and details necessary to convey the intent of the work. This will be largely determined by the availability of downstream conveyance. For the final design sites, H2M will prepare documents to a bid level state, including all necessary plans, detail and technical specifications.All permitting considerations identified in Task 3 will also be incorporated and cost estimates will be adjusted/refined as requested. TASK 4—PROJECT MANAGEMENT, MEETINGS & CLIENT CORRESPONDENCE H2M understands that coordination with the public, Town Board, and Engineering Department is critical for the project success. H2M intends to coordinate all project updates through the Engineering Department,this will include routine correspondence and virtual progress meetings (assume 6 total). In order to keep the public and Town Board informed of project milestones, H2M will prepare and present at a Town Board meeting following the completion of each task to provide an update on project status.
