HomeMy WebLinkAbout2025_10_20 Board of Architectural Review MinutesMINUTES Board of Architectural Review Meeting October 20, 2025 PRESENT: Edward Jacobson, Chairman Charles Toothill, Board Member Joseph Shein, Board Member Rima Azar, Board Member Jenny Ransom, Board of Architectural Review Secretary ABSENT: Ken Ricci, Board Member Anant Nambiar, Town Board Liaison The meeting commenced at 7:01 p.m. NEW BUSINESS Motion: To open the public hearing Moved by: Ed Jacobson seconded by Joseph Shein Action: Unanimously Approved Application #1-1262 Boston Post Road — CW Village Square — Paint storefront brick, sides and roof Kelly Wood of Brixmor Property Group addressed the Board to explain the application to paint the brick building which contains a number of stores including Trader Joes. She further stated their intent to paint the roof and make any repairs needed to the facade. Board Members Mr. Toothill and Ms. Azar asked the applicant if the brick could remain unpainted to preserve the more traditional look of the property. Mr. Toothill expressed concerns about the waterproofing nature of paint versus the permeability of brick. The applicant explained she worked for Sherwin Williams for years and that proper steps will be taken to apply the paint correctly to create a waterproof barrier and that further, the paint will update and modernize the overall look of the building. The applicant presented paint samples of Nebulous White and Greek Villa to the Board. The Board deferred to her choice since the colors are very similar. Ms. Wood further stated the roof would be an iron ore with a matte finish. Motion: To approve the application Moved by: Joseph Shein seconded by Rima Hizar Action: Yea: Ed Jacobson, Joseph Shein, Rima Hizar Nay: Chuck Toothill 11Page Board of Architectural Review October 20, 2025 Application #2 —1-5 Vine Street — Apartment Building Rex Gedney, the applicant's architect addressed the Board with Jim Morris, Vinny and Joe Sporaino, the current property owners and Joe Forte of Elk Homes. The application was referred to BAR for a conceptual review. Currently, the public hearing remains open with the Zoning Board of Appeals. If the variances are not granted, the project may not proceed. However, if approvals are granted, the applicant will appear before the Planning Board, at which time, the BAR can request a return application. Chairman Jacobson referring to the submitted packet, felt it was lacking information in terms of relating elevations to the street. Mr. Gedney produced a site plan, enabling the Board members to view more details of the project. The Board members reflected on the overall look of the building and felt it was too modern for the neighborhood and that it does not fit in with the general aesthetic of Larchmont in general. Chairman Jacobson raised an objection to the many different components shown in the renderings. Board Member Toothill suggested 2-3 different design elements versus 6 or more. The applicant shared the original renderings that had been rejected by the Zoning Board members as being too institutional. Mr. Jacobson gave the applicant positive feedback regarding the original renderings and suggested they were going in the right direction with that look. He also proposed additional balconies. Mr. Gedney suggested the Board members view a similar project they are doing on Halstead Avenue in Harrison. Mr. Jacobson will provide a memorandum to the Zoning Board with suggestions for their consideration.
