MEETING MINUTES
February 11 , 2025

CALL TO ORDER:
The meeting held at the Senior Center; 1288 Boston Post Road was called to order at
7:00 P.M. by Chairman Druker.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Chairman Druker, seconded by Commissioner Sigel, the Meeting
Minutes of December 10, 2024, and January 14, 2025, were unanimously approved as
amended.
SUPERINTENDENT'S UPDATE:
Ms. Fisher reported the following:
1 . Enclosed is a copy of the February Newsletter for your information.
2. Enclosed is a copy of the January 2024 and 2025 Hommocks Park Ice Rink
attendance numbers.
3. Registration for Session 4 of Skating School is underway with 430 enrolled.
4. On February 3rd, the Hommocks Pool closed for locker room renovations. Mr.
Steve Brugge, Director of Facilities, was contacted over concerns raised
regarding signage of asbestos removal at the pool. The signage also stated that
the pool would be opening in January 2026. The response email from Mr. Brugge
regarding these concerns was enclosed. The school district is still planning to re-
open in June 2025.
5. The existing contract for our grass cutting services has expired. A Request for
Proposal for the grass cutting services for the Hommocks Fields, Hommocks
Pool lawn, and Senior Center has gone out for bid.
6. The deadline for bid submissions for renovations at the Senior Center was
January 30th. This was a rebid since the first bids came in higher than expected.
7. The training for the software application, Zencity is on-going. One of the first
projects will be to use this application to conduct a Pool Facility Use Survey. The
proposed survey will be shared with the Town Board and Recreation
Commission before it is sent out.
8. On February 5th, the Town Board approved the contract with Labella Associates
for consultant services related to the evaluation of shade options at Memorial
Park. The contract fee for this service is approximately $30,000. Unfortunately,
the Town Board has removed all funds in the 2025 budget to provide for any
shade project at Memorial Park. After further discussion, the Commission passed
a resolution for the Town Board to use the $30,000 towards shade this year
instead of a study. It was recommended to consult with the Town Arborist to plant
a few trees and to add shade coverings over the benches before the summer.
9. Ms. Fisher is still waiting for the updated cost estimate for the concept design for
the Hommocks Outdoor Pool Complex. This information will be shared with the
Commission once it is received.

SUPERINTENDENT'S UPDATE CONTINUED:
10.The Town has received the report provided by Carlin-Simpson and Associates to
conduct an independent geotechnical evaluation of the Carpino-Steffens Fields.
Carlin-Simpson has completed its review of the report, and their comments
appear to indicate that the costs of building on this property are more than
expected and would take longer than suggested by Woodard and Curran.
Concerns were expressed about the school district's interest in acquiring the
Carpino-Steffens Fields from the Town. The Commission passed a unanimous
resolution for the Town Board that they oppose the sale or lease of the Carpino-
Steffens fields to the Mamaroneck School District or any third party.

2025 CAMP FINANCIAL AID GUIDELINES:
The 2025 Financial Aid Guidelines were reviewed as submitted. On a motion by
Commissioner Callahan, seconded by Chairman Druker, the request to accept the 2025
Financial Aid Guidelines as presented, were unanimously approved.
TEEN TRAVEL CAMP UPDATE:
Vicky Laoutaris, Assistant Superintendent of Recreation updated the Commission on
the Teen Travel registration. The Teen Travel registration opened for residents on
Tuesday, February 11th at 9:00 am. In less than 2 minutes, both sessions were full with
40 participants in each session, and a waitlist was created. The waitlist was increased
to 40 participants. Ms. Laoutaris will look into acquiring a second bus, a co-director and
additional staff. Ms. Laoutaris will keep the Commission updated.
SUB-COMMITTEE UPDATE:
Commissioner Sigel has requested a FOIA on the information about the grant for the
Hommocks Pool and what the parameters are of the $250,000 grant.
Commissioner Gutter made an inquiry as to why the Hommocks Park Ice Rink is not
using Live Barn during hockey games at the rink. This issue has come up in the past
and Ms. Fisher has reviewed it multiple times with the Town Administrator, Town
Attorney, and Supervisor. To date, requests have been denied based on Municipal Law
that prohibits companies from making a profit from a private benefit if not being used for
a governmental purpose.
Commissioner Gutter has been asked as to why the Hommocks Park Ice Rink doesn't
offer skate sharpening. Ms. Fisher informed the Commission that the Town has never
provided skate sharpening for the public due to the potential liability of not sharpening
someone's skates properly. Skate blades can be very expensive and if they are not
sharpened correctly, they can easily be ruined. A few years ago, MYHA rented space
inside the ice rink and operated an independent operation. Their operation did not last
long due to the inconsistent hours of operation and lack of employees they had to
sharpen skates. Currently, there are no plans to include ice skate sharpening at the ice
rink.
CHAIRMAN UPDATE:
Commissioner Sigel expressed her concerns over the lack of transparency from the
School District and wants to know more about the project. Several Commission
members said that they would like to know additional details on the asbestos and
abatement plan for the locker rooms and what the overall renovation plan involves. The
Commission passed a Resolution that the Town Board or Town Supervisor seek
additional information from the school district related to these concerns.

8:25 PM.
