1. Roll Call and Introductions
The meeting was called to order at 7:35pm.

2. Approval of Minutes
2.1. Minutes of June 23, 2025
The Minutes of the June 23, 2025 meeting were approved as submitted.

3. Referrals
3.1. 25 Stonewall Lane - Residential Site Plan approval and Tree Removal
Referred by the Town of Mamaroneck Planning Board
Alan Piltch, the project Engineer and Alison Lang, Architect, presented the plans to
construct a new single family house at 25 Stonewall Lane. The project will involve the
removal of 9 trees, including seven on the property and two street trees. The
proposed replacement plan will include the planting of 22 trees on the property and
two new street trees. All of the Infiltrators will be located in the rear yard because of
the presence of too much rock in the front yard to install the units there. The
proposed stormwater system will reduce the peak rate of runoff for all storms and
decrease stormwater volume. CZMC found the proposed action to be consistent with
the policies in the LWRP.
3.2. 36 Byron Lane - Residential Site Plan and Tree Removal
Referred by the Town of Mamaroneck Planning Board
Nicholas Shirriah, Engineer and Liam Winters, Architect, presented plans for new
single family house to be constructed at 36 Byron Lane. The proposal will include the
removal of 5 trees and the planting of 13 replacement trees as required. The
proposed house will be approximately 4000 square feet, with a wider driveway. A
stormwater management system will use two sets of cultec units - in front and in the
rear yard to control stormwater runoff from the impervious surfaces. New air

conditioning condensers and an emergency generator are being proposed. They will
be located as far from the neighboring homes as possible and will be enclosed by a
fence and landscape plantings to mitigate any potential noise. The house will be
constructed with many passive design features, making it energy efficient. CZMC
found the proposed action to be consistent with the policies in the LWRP.
3.3. 45 Cooper Lane - Residential Subdivision
Referred by the Town of Mamaroneck Planning Board
Gregory Lewis, Architect presented the proposal to subdivide 45 Cooper Lane into
two parcels. The required variances were obtained from the Zoning Board. The
existing house will remain, however the garage and portico will need to be demolished
to legally subdivide the property. At this time, there are no plans to develop the newly
created lot, however, a hypothetical house with a hypothetical stormwater
management system have been presented to prove that a compliant house can be
constructed on the new lot in the future. Site plan approval will be required at the time
when a new house is being proposed. CZMC found the proposed subdivision to be
consistent with the policies in the LWRP.
