Roll Call and Introductions The meeting was called to order at 7:35pm CZMC Members: Dr. C. Alan Mason, Chairman Matthew Teitsch Maurizio Bertini Colin Barrett Kristin Andersen Tara Anderson Others Present: Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck Councilman Jeffrey L. King, Liaison to the Mamaroneck Town Board Stephen Anderson, Consulting Engineer, Gabriel E. Senor, P.C., Seton Road Gregory Lewis, Architect, 15 Edgemont Road 2. Approval of Minutes 2.1. March 24, 2025 Minutes The Minutes of the March 24, 2025 meeting were approved as submitted. 3. Referrals 3.1. Residential Site Plan and Tree Removal Permit for construction of a new Single- family home on a vacant parcel (1-16-450) on Seton Road Stephen Anderson, Consulting Engineer, presented the proposal to construct a single family house on a vacant pie-shaped parcel on Seton Road. As proposed the house will have a stormwater management system that will utilize Cultec infiltration units in the front of the property. The Applicant is proposing the removal of 4 large oak trees and is required to plant 16 replacement trees. The landscape plan shows 20 replacement trees, 9 arborvitae and a variety of shrubs. CZMC found the proposal to be consistent with the Policies in the Local Waterfront Revitalization Program. 3.2. Preliminary Subdivision of 15 Edgemont Road Gregory Lewis, Architect presented the proposal to subdivide the property at 15 Edgemont Road into two zoning-compliant lots. A new house is not being proposed at this time, however the Planning Board requires the applicant to demonstrate that a hypothetical house including stormwater management can feasibly be constructed on the property before approving a subdivision. Based on the hypothetical plans presented, CZMC believes that a new house can be constructed that will comply with requirements for erosion and sediment control, stormwater and tree removal and replacements. When and if plans are submitted for residential Site Plan approval, the application will be referred back to CZMC for review.
