Roll Call and Introductions The meeting was called to order at 7:40 pm. CZMC Members: Dr. C. Alan Mason, Chairman Matthew Teitsch Colin Barrett Peter Roloff Others Present: Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck Councilman Jeffrey L. King, Liaison to the Mamaroneck Town Board Benedict Salanitro, PE, Engineer for 780 Forest Avenue 2. Approval of Minutes 2.1. February 24, 2025 The minutes of the February 24, 2025 meeting were approved as submitted. 3. Referrals 3.1. 780 Forest Avenue - Residential Site Plan and Removal of Trees for Construction of a New Single-Family House Benedict Salanitro, P.E., Benedict Salanitro, P.E., presented the proposal to construct a new single-family house at 780 Forest Avenue. The property contains a significant amount of bedrock that will require rock removal for the excavation of the foundation. To minimize runoff from the property, permeable pavers will be used on the driveway and patio area. Two banks of Cultec units will be provided to collect stormwater and provide water quality treatment of a portion of the stormwater on the site. Not all of the required stormwater can be captured due to the presence of rock, however, the proposal makes an effort to collect and treat as much runoff as possible. Overall, there will be an improvement in water quality and the applicant is proposing 10 replacement trees for the 4 trees to be removed. Therefore, CZMC finds the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. 3.2. Continued Discussion: Proposed Regulation of Solar Energy Law, Town of Mamaroneck Town Board The discussion of the proposed amendment continued from the meeting on February 24th. The Town Building Inspector provided some written notes explaining that this is the 2016 model code from NYSERDA. We understand that we must adopt the model code to obtain the clean energy credits needed to become a Silver Climate Smart Community. The model can be modified to meet the Town's Zoning and Land Use codes; it does not limit the Town's ability to protect wetlands, trees or floodplains as those ordinances will still apply; and it provides consistent solar system requirements across all municipalities that adopt the model code. Page 1 of 2 Coastal Zone Management Commission March 24, 2025 CZMC members had only one comment on the proposed ordinance and suggested the following revision to Section 181-5. C. as follows: Section 181-5 C. Wherever feasible, the Town Board, the Planning Board and the Board of Appeals may, and are encouraged to, condition approval of proposed developments on sites adjacent to Solar Energy Systems in a manner that will protect access by such Solar Energy System to sufficient sunlight to remain economically feasible over time, with the following exceptions: (1) This condition shall not apply to development on adjacent properties that are designed and built "as-of-right", e.g. building heights and setbacks meet applicable zoning requirements. With this revision, CZMC finds the proposed amendment to the Zoning Ordinance to be consistent with the policies in the Local Waterfront Revitalization Program. 4.
