Roll Call and Introductions The meeting was called to order at 7:35pm. Birdie, NYPA/Propel NY Energy Grant Whittington, Propel NY Energy Doug Bloom, Town of Mamaroneck Resident 2. Approval of Minutes 2.1. Minutes of May 19, 2025 The minutes of the May 19, 2025 meeting were approved as submitted. 3. Referrals 3.1. 2 Douglas Lane - Residential Addition Nicholas Shirriah, consulting engineer, presented the proposal to add a second floor addition to the single-family home at 2 Douglas Lane, Larchmont. The home is located on Monroe Inlet, prompting a referral to the Coastal Zone Management Commission by the Village of Larchmont Planning Board. According to Mr. Shirriah, there will be no land disturbance on the property: no changes to the footprint of the home, additions or removals of hardscape, and no excavation. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. It was recommended and the engineer agreed to install a silt fence between the house and the waterfront to prevent any construction debris from entering the water and prevent any incidental ground disturbance beyond the work zone. 3.2. 59 Myrtle Blvd.- Residential Site Plan Approval Mike Charitou and Andrew Zimmerman presented the proposal to reconstruct most of the existing single-family home at 59 Myrtle Boulevard. The proposal will include the removal of the existing detached garage and the shortening of the driveway, resulting Page 1 of 2 Coastal Zone Management Commission June 23, 2025 in a slight decrease in the amount of impervious surface on the site. A new stormwater management system will be installed (none currently exists) and will decrease the amount of stormwater runoff from the site. The applicant will have an arborist evaluate one of the trees along the driveway that will require pruning or possible removal as it has signs of insect damage and decay at its base. Multiple evergreen trees are proposed for the rear yard along with foundation plantings and screening for the proposed generator and AC units. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 3.3. Propel NY Energy Representatives from Propel NY Energy, NY Power Authority, WSP Engineering and the NYS Dept. of State attended the meeting to provide an update on the project and to discuss the next steps, specifically local consistency review. They last appeared before CZMC in April 2024 for review of their surveying and sampling activities. The portion of the proposed project within the boundaries of our Local Waterfront Revitalization Program are to include 4 submarine power cables, to be located in 4 trenches, over a distance of 2.6 miles, buried 6-feet deep in the sediment of the Long Island Sound. The cables will originate at the Shore Road Substation in Nassau County, Long Island and Terminate in New Rochelle at a proposed Transition Station. The NYS DOS will send CZMC all of the documents to review and in a month, we will invite the Propel NY team back to a meeting and continue the discussion. 4. Old Business No Old Business to discuss. 5. New Business Local Resident, Doug Bloom attended the meeting to express his disappointment with the approval of both the apartment building at 1299 Boston Post Road and the new pool at 8 Pheasant Run by the Town of Mamaroneck planning Board. He believes that CZMC and Town Planning Board did not follow Local Waterfront Revitalization Program policies in making our findings of consistency with both projects. His opinion was echoed by CZMC Member Kristin Andersen who also believes that the Alma turf field in Flint Park should have been found to be inconsistent. 6. Next Meeting: The next CZMC meeting will be held on July 28, 2025 at 7:30 PM in Conference Room D. Page 2 of 2
