Housing Authority Meeting
Monday, December 1, 2025 Conference Room C, Ground Floor of Town Center 7:00 PM

1. Call to order
Chair Mileto started the meeting at 7:02pm.
Approval of Minutes
1. Report of Minutes from the November 3, 2025 Housing Authority Meeting
Moved by Board Member Philbrick-Wheaton, seconded by Board Member
Deshpande
Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the
minutes from the November 3, 2025 meeting.

Business Agenda
1. Report of Midas Property Management
Mr. Padernacht reviewed the proposed budget with the Housing Authority, especially
the increases to the line items. Mr. Padernacht factored in a 2% increase to rent and 5
vacancies for the proposed 2026 budget. He was able to come in under budget for the
Housing Authority in 2025, which he was commended for.
Mr. Padernacht then reviewed some of the changes in the 2026 budget with the
Housing Authority. He explained that some costs were incurred in 2024 that were not
incurred in 2025. Insurance has not changed, the construction bond changed due to
the maturity of the bond, and the contingency line item is there as a buffer. Mr. Altieri
commented that any budget line item, which is over budget, would have money from
the contingency line cover the extra costs. The Capital Expenditures line item is in the
negative, but Mr. Padernacht will put money into that line item from the capital bond
account. Utilities has been running high this year because of the vacancies. Carpeting
was increased because of the refurbishment of apartments. Mr. Padernacht confirmed
the total 2026 budget of 1,051,027. Late fees were discussed between the Housing
Authority, Mr. Padernacht, and Mr. Di Bari. Ms. Philbrick-Wheaton and Mr.
Padernacht discussed flooring options for the apartments. The Housing Authority
discussed how happy they are with Brandon. Mr. Padernacht discussed how much
help he was with the boiler system.

Resolved, that the Town of Mamaroneck Housing Authority does hereby adopt the
2026 budget of$1,051,027, and,
Be it further,
Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the
2% rent rate increase.

2. Review of Proposed 2026 THMA Budget
This item was discussed above.
3. Update on Hommocks Apt. Rentals
Mr. Altieri and Mr. Padernacht discussed the vacancies with the Housing Authority.
Currently, there are four vacancies. Mr. Altieri mentioned he spoke with Chance
Mullen from the Housing Action Council. Mr. Mullen had mentioned the Housing
Action Council has a marketing platform now. Mr. Altieri would like to use the platform
to market the Hommocks Apartments. Mr. Altieri then said he will reach out the
Volunteer Fire Fighters, schools, and local government about the vacancies.
4. Update on Energy Study
Mr. Altieri reviewed the NYSERDA process with the Housing Authority. NYSERDA
has preliminarily approved the project but has two requests. One is for the Town to
approve the project and for the Town to approve Mr. Altieri as a representative of the
Housing Authority. NYSERDA was responding positively to the project. The Town
stated they would like to know how the study would effect the Town. Mr. Altieri said he
told them the project would not, unless the Housing Authority needs to bond. Bright
Power said they will need 8- 10 weeks to complete the study, once it's approved.
NYSERDA may contribute money to replace the heating system.
5. Other Business
Chair Mileto discussed a possible tenant meeting for January 7th. The meeting would
take place in the Ice Rink Community Room.
6. Request for Executive Session
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Kaplan-
Macey
Resolved, that the Mamaroneck Housing Authority agreed to enter into Executive
Session to discuss potential litigation.
