Stephen V.Altieri, Housing Authority Consultant,via Zoom Michael Padernacht, Midas Management 7:00 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called the meeting to order at 7:05pm. Approval of Minutes 1. Report of Minutes from the October 6, 2025 Housing Authority Meeting Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the minutes from the October 6, 2025 meeting. Business Agenda 1. Report of Midas Property Management Mr. Altieri reviewed the upcoming 2026 budget with the Housing Authority. A transmittal letter will be given to the Housing Authority at the December meeting. Chair Mileto asked Mr. Altieri to provide information on the budgeting of the vacant units. Mr. Altieri reviewed the monthly report for Midas. Monthly operating expenses fall within the budget. Expenditures are over budget because of the installation of carpet. The Housing Authority reviewed the amount of vacancies. Two residents are moving into the complex later in the month and there are applicants that may be able to move in later this month. Mr. Altieri and the Housing Authority reviewed the vacancy rate. Mr. Thaul asked if there are any Section 8 applications pending. Mr. Altieri replied that two applications are pending. One applicant was from New Rochelle and the other from CVR. Mr. Padernacht reviewed the preliminary budget with the Housing Authority. The utility line item will show a possible 2% increase, which is in line with the current market rate. Chair Mileto and Mr. Padernacht discussed integrity tests and how the Housing Authority is charged. Mr. Altieri and Mr. Padernacht reviewed the vacancies with the Housing Authority. Ms. Philbrick-Wheaton and Mr. Padernacht discussed the CAP - Other line item; Mr. Padernacht stated that the line item is for the landscaping project. Mr. Thaul and Mr. Padernacht discussed why the water rate is high. Ms. Deshpande commented that a new treatment plant is being built. The Housing Authority and Mr. Altieri discussed the treatment facility. 2. Update on Hommocks Apt. Rentals Page 1 of 2 Housing Authority November 3, 2025 This item was discussed above. 3. Update on Energy Study NYSERDA rejected the Housing Authority's application based on the fact that they funded the past study, which they deemed as being too similar to the current scope of work. Mr. Altieri revised the scope of work of the 2025 study to appeal NYSERDA's discission that focuses more on the heating and electric study, the appeal was submitted. Mr. Altieri said he hopes a new discission is made in a few weeks. He commented that this specific occurrence is accounted for in the agreement with Bright Power. Mr. Altieri then described how the project would slightly change and focus on the heating portion only of the project. Ms. Deshpande suggested taking out the stove and leaving the dryer. Mr. Altieri commented that the Housing Authority needs to consider the best options for the tenants. Mr. Thaul and Mr. Altieri discussed where the funding for NYSERDA comes from. 4. Added Item -Solar Panels at the Hommocks Middle School Mr. Altieri discussed a tenant complaint with the Housing Authority. They complained that lights from the solar panels at the Hommocks Middle School are shinning into their apartment. Chair Mileto discussed possible solutions for the tenant. Mr. Altieri replied that he has contact the Town of Mamaroneck to inform them of the issue. 5. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, the the Town of Mamaroneck Housing Authority does hereby agree to enter into executive session to discuss potential and on-going litigation.
