Attached is a memo from Deputy Town Engineer, Carol Murray, regarding a project at Winged Foot.
The Planning Board has classified the project as Type 1 and the SEQR process is underway. This
project involves the relocation of a drainage inlet on the property that is in a watercourse that requires
Planning Board approval.
The Town Board is identified as an involved agency. The Planning Board has requested the Town
Board confirm that it has no objection to the Planning Board acting as Lead Agency for SEQR
review.

PROJECT: Application of 851 Fenimore Road(Winged Foot Golf Club) and 227 Griffen Ave.
Subdivision & West Course Tee Box Improvements—Holes 14 and 15
Please be advised that at the December 10, 2025 regular meeting of the Planning Board of the Town of
Mamaroneck, the Planning Board determined the above-captioned project to be a Type I action and
unanimously voted to designate itself Lead Agency for purposes of coordinated environmental review pursuant
to 6 NYCRR Part 617 and Section 92-3 of the Town Code of the Town of Mamaroneck.
As stated in the enclosed EAF, Part 1, the application proposes to: modify the rear lot line of 227 Griffen Ave,
common with the Club property, by reducing the lot size to the minimum permitted, while maintaining
compliance with the underlying bulk zoning regulations. In addition,the vacant parcel is to be merged with the
Club property. The improvements are proposed to increase playable area around the north and east side of Hole
14 East green (green to remain unchanged). Associated improvements include relocating the existing perimeter
fence on 227 Griffen Ave, removing existing trees, planting new trees, and modifying the existing stone wall
and drainage channel. Adjustment of the Zoning District Boundary is proposed to reflect the lot line change.
Winged Foot Golf Club is also proposing to regrade, relocate and/or add tee boxes to Holes No. 14 and 15 on
the West Course (Championship Course). Improvements will include regrading the existing tee boxes on the
indicated Holes, in the same general area, to improve overall layout, visual aesthetics and drainage. An
additional tee box is proposed at Holes 14 and 15 to lengthen the overall hole layout. All disturbed areas will be
sodded and restored to existing conditions. Mitigation for proposed tree removal will be provided.
The proposed action is an unlisted action pursuant to the New York State Environmental Quality Review Act
(SEQRA)but, due to its proximity to a"Critical Environmental Area" and that the property, Winged Foot Golf
Club, is a National Historic Landmark, it is a Type 1 action pursuant to the Town of Mamaroneck
Environmental Quality Review regulations found in Chapter 92, Article 1 of the Code of the Town of
Mamaroneck(MEQR).The application(s) and part 1 of the full EAF are attached.
If any agency receiving a copy of this notice of intent to act as lead agency does not submit a written objection
to the Planning Board to act as Lead Agency within thirty (30) days from the date hereof, then the Town of
Mamaroneck Planning Board will assume Lead Agency for this project. Comments pertaining to this

property(unnumbered)to the east.The plan proposes to modify the rear lot line of 227 Griffen Ave,common with the Club property,by reducing the lot

GENERAL:
The construction contract for the Parks Department and Sign Shop Facility Reconstruction
project was recently awarded by the Town to Peter A Camilli & Sons Construction. The enclosed
consultant proposal from Calgi Construction provides construction phase services including part-
time construction supervision, office review, construction administration and management of
submittals related to the project.
Calgi Construction has previously served the Town for management support of major building
renovation projects, most recently for the Hommocks Ice Rink Locker Rooms and the Weaver
Street Firehouse Improvements. The Parks Building reconstruction is anticipated to require a 10-
month construction baseline schedule that has been considered as part of Calgi's proposal. The
part-time scope provided as construction manager will supplement the typical construction phase
efforts performed by the Town Engineering Department. The Engineering Department will
maintain an active role in the project through general construction supervision and as Engineer of
Record for the site-civil design elements. Calgi's work will allow the Department to continue to
spread its focus over other ongoing Town capital projects; as well as our permitting workload for
the Town Surface Water& Erosion Control (SWEC) and Highway Permits.
The Engineering Department recommends authorization of the proposal from Calgi Construction
to provide the necessary supporting construction phase services for the project. Preparations are
currently underway for the start of building demolition work in early February.

Our Construction Management Fee for this project is based on the total direct cost of the assigned
personnel that we believe will be required to provide the necessary Construction Management (CM)
Services for the Reconstruction of the Parks Department and Sign Shop for the Town of
Mamaroneck (TOM).
As discussed during the Pre-Construction Phase, we are basing our CM services on the
understanding that the estimated Construction / Project Close-Out phase time frame is anticipated to
be approximately ten (10) months. Additionally, as the project will be constructed under a Single

Construction / Project Close-Out Phase Services:
The Construction / Project Close-Out Phase begins with the convening of the necessary Pre-
Construction Meeting with the successful Single Prime General Contractor (Contractor), Lewis +
Lewis Architects and their Design Team as well as the TOM. During this Phase, our Pro-Active
Management Team will be managing, overseeing, and coordinating the work of the Contractor to
ensure that their performance and commitment, as well as the performance and commitment of the
Design Professionals, are all in the best interest of the TOM.
Our Services for this Phase encompasses the full gamut of the Basic Construction / Project Close-
Out Phase Services as outlined in our standard CM Services included within.
We have structured our Construction / Project Close-Out Phase fee to allow for Seven (7) months of
Part Time / On-Site (24 hrs./week) Project Management and Three (3) months of Full Time / On-Site
(40 hrs./week) Project Management. In addition, our On-Site Project Manager will also have Part
Time Main Office assistance / support relative schedule reviews and preparation, change order
analysis, change order issuance, Prime Contractor Insurance tracking, monthly executive summaries
/ project financial reports, etc.
Therefore, we anticipate the following staff commitment and fees:

SUBJECT: Fee Modifications for EV Charging Stations
The Engineering Department has completed an analysis of regional public electric vehicle (EV)
charging stations for the basis of fee adjustment. The Town currently operates (8)public EV
charging ports over its network of(4) charging stations. The Town's current fee rate of$0.30 per
kWh is below the average of public available EV charging stations found in surrounding
communities.
Charging Rate Cost Comparison &Adjustment
The Town of Mamaroneck's current fee rate of$0.30 per kWh was set through the original
adoption of Local Law No. 3-2020 and has not been adjusted to account for current electrical
supply and station maintenance costs. Please refer to the attached summary table of regional
rates as obtained through the ChargePoint Station Network portal. The Engineering Department
recommends increasing the Town's fee rate to $0.40 per kWh that remains below the surveyed
regional average of$0.44 per kWh and helps the Town to cover station operating costs for data
subscriptions and maintenance.
It should be noted that the survey table excludes public EV chargers in the Village of
Mamaroneck Hunter Lot and Westchester County Center that do not charge for electrical power.
Visitors to these charging stations remain responsible for other conventional parking fees
charged by the respective government owner.
Idle Fee Implementation
Idle fees are assessed to EV charging customers whose vehicles that remain connected after the
charging session is completed. Vehicles that fail to vacate the parking stall after charging limit
availability of the station to other potential users. The following is a summary of recommended
terms for implementation of a new Idle Fee:
• Proposed Structure: A fee of$5.00 per hour.
• Grace Period: Idle fees begin only after a 30-minute grace period once the charging
session is complete.

The next Recreation Commission meeting will be held on February 10th. At that time, they will need
to make a decision regarding fees starting with the summer pool season. If the Town Board wishes to
provide guidance as to the level of subsidy the Town provides for pool operations, I am suggesting a
review of the options we provided at the last joint Recreation Commission/Town Board meeting in
November. This should include guidance on how much of the difference in expenditures vs. revenue
you would be comfortable closing if any. Please consider prioritizing the options in order to assist the
Recreation Commission in making their decision. They will need to finalize these fees on February
10th in order to provide the public with program information.

GENERAL:
The construction contract for the Parks Department and Sign Shop Facility Reconstruction
project was recently awarded by the Town to Peter A Camilli & Sons Construction. The enclosed
consultant proposal from Calgi Construction provides construction phase services including part-
time construction supervision, office review, construction administration and management of
submittals related to the project.
Calgi Construction has previously served the Town for management support of major building
renovation projects, most recently for the Hommocks Ice Rink Locker Rooms and the Weaver
Street Firehouse Improvements. The Parks Building reconstruction is anticipated to require a 10-
month construction baseline schedule that has been considered as part of Calgi's proposal. The
part-time scope provided as construction manager will supplement the typical construction phase
efforts performed by the Town Engineering Department. The Engineering Department will
maintain an active role in the project through general construction supervision and as Engineer of
Record for the site-civil design elements. Calgi's work will allow the Department to continue to
spread its focus over other ongoing Town capital projects; as well as our permitting workload for
the Town Surface Water& Erosion Control (SWEC) and Highway Permits.
The Engineering Department recommends authorization of the proposal from Calgi Construction
to provide the necessary supporting construction phase services for the project. Preparations are
currently underway for the start of building demolition work in early February.

Please review the attached memo from Town Engineer Rob Wasp regarding proposed rate increases
and the introduction of a new "Idling Fee" for Town EV charging stations. The Engineering
Department has investigated comparable fees and is recommending an increase.

RESOLVED, that the Town Board hereby approves the proposed rate increases and
authorizes the implementation of an "Idling Fee" for Town EV charging stations, as
presented.

SUBJECT: Fee Modifications for EV Charging Stations
The Engineering Department has completed an analysis of regional public electric vehicle (EV)
charging stations for the basis of fee adjustment. The Town currently operates (8)public EV
charging ports over its network of(4) charging stations. The Town's current fee rate of$0.30 per
kWh is below the average of public available EV charging stations found in surrounding
communities.
Charging Rate Cost Comparison &Adjustment
The Town of Mamaroneck's current fee rate of$0.30 per kWh was set through the original
adoption of Local Law No. 3-2020 and has not been adjusted to account for current electrical
supply and station maintenance costs. Please refer to the attached summary table of regional
rates as obtained through the ChargePoint Station Network portal. The Engineering Department
recommends increasing the Town's fee rate to $0.40 per kWh that remains below the surveyed
regional average of$0.44 per kWh and helps the Town to cover station operating costs for data
subscriptions and maintenance.
It should be noted that the survey table excludes public EV chargers in the Village of
Mamaroneck Hunter Lot and Westchester County Center that do not charge for electrical power.
Visitors to these charging stations remain responsible for other conventional parking fees
charged by the respective government owner.
Idle Fee Implementation
Idle fees are assessed to EV charging customers whose vehicles that remain connected after the
charging session is completed. Vehicles that fail to vacate the parking stall after charging limit
availability of the station to other potential users. The following is a summary of recommended
terms for implementation of a new Idle Fee:
• Proposed Structure: A fee of$5.00 per hour.
• Grace Period: Idle fees begin only after a 30-minute grace period once the charging
session is complete.

• Regional Context: The recommended fee aligns with neighboring communities such as
Scarsdale and New Rochelle.
Recommendation
The Engineering Department recommends that the Town Board consider increasing it's EV
charging station fee rate to $0.40 per kWh rate and adopt a new $5.00/hour Idle Fee.
