Altieri, Housing Authority Consultant, via Zoom Michael Padernacht, Midas Management, via Zoom 7:00 PM The Housing Authority Regular Meeting 1. Call to order Called to order at 7:04pm. Approval of Minutes 1. Report of Minutes from the June 2, 2025 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the minutes from the June 2, 2025 meeting. Carried Business Agenda 1. Report of Midas Property Management Mr. Padernacht reviewed the monthly report with the Housing Authority. The water line item is slightly higher because of the change in water rates. The repairs and maintenance line item is on point, due to Brandon's repair skills. Two applications are pending and other applications have recently been submitted. Expenditures are on target with the budget. Mr. Altieri commented some applications have missing information, which has caused more follow up needed by Housing Action Council. Chair Mileto and Mr. Padernacht discussed the approval rate of applications. Two tenants were placed within units within 60 days. Usually the approval process is delayed because more documents have been requested from the applicant. Chair Mileto and Mr. Thaul discussed creating a uniformed statement for board members to pass out information regarding the vacancies. Councilman Nambiar discussed a few items with the Housing Authority: informing tenants of vacancies, the increased vacancy rate, and working with the Washingtonville Housing Complex to get tenants. Mr. Altieri responded that in a month the vacancy rate will be lower. Mr. Altieri said the Housing Authority could increase the amount of Section 8 units, as a way to fill the complex. Chair Mileto and Ms. Deshpande reviewed the past wait list. He said there was a low vacancy rate in the past because there were lax rules around income requirements, so people weren't leaving. Mr. Padernacht said two applications are almost at the approval point and two more applications were received by Midas. Chair Mileto asked Mr. Padernacht to create a spread sheet for the Housing Authority Page 1 of 3 Housing Authority July 14, 2025 to track received applications. Councilman Nambiar and Mr. Padernacht reviewed producing a weekly report on applications received and their status. The Housing Authority spoke about the amount of Section 8 units the complex is allowed to have. Mr. Di Bari commented that the complex must have at least 8 units. Ms. Philbrick-Wheaton, Mr. Thaul, and Mr. Padernacht reviewed line items together for clarification. Councilman Nambiar spoke about the ConEd bills. Mr. Padernacht said residents pay for their ConEd bills, but the Housing Authority is maintaining the ConEd bills for the vacant units. Mr. Di Bari and Mr. Padernacht spoke about the tenants who are in arrears. The Housing Authority and Mr. Di Bari discussed late fees. 2. Consideration - Renewal of Housing Action Council Agreement Chair Mileto reviewed the background of this agreement. Housing Action Council (HAC) is working steadily, and new leases have been approved. Mr. Thaul and Mr. Altieri spoke about Chance Mullin, the new Housing Action Council Director. Mr. Altieri reviewed the agreement with the Housing Authority. The agreement has a fixed term for the next three years, and the current application process is going well. The Housing Authority and the HAC would have to negotiate an agreement if the HAC were to do any other policy work for the Housing Authority. Mr. Altieri recommended approving the proposed agreement. Mr. Thaul and Mr. Altieri reviewed the reasoning behind having a third party review the new and renewal leases. Mr. Di Bari also commented that having a third party review the applications will provide more neutral rulings on renewal/ new leases. Councilman Nambiar then said its important to make decisions based off facts not emotions. Moved by Board Member Thaul, seconded by Board Member Mileto Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the agreement between the Housing Authority and Housing Action Council for the qualification and recertification of the occupants of the Hommocks Park Apartments in accordance with such Policy and Procedures Guide, and... Be it further... Resolved, that the Town of Mamaroneck Housing Authority does hereby authorize the Housing Authority Chair, Joseph Mileto, to sign and carry out the agreement. Carried 3. Update on 2025 Income Recertification Process Discussed above. 4. Update on Bright Power Energy Study Mr. Altieri reviewed the study with the Housing Authority. Every tenant must sign off on the consultant to obtain the data, per ConEd. Mr. Altieri said that they are going to ask certain tenants, who are familiar with the study, to sign off on the consultant using their energy usage. Mr. Altieri said the Housing Authority needs a sample size of 15% of tenants, tenants will be from different buildings and unit types. The school district is going to install solar panels on the part of the parking lot they own. Some tenants will be effected by being misplaced for about six weeks. Councilman Nambiar said that the area will be chaotic for some time. The work should be done by the start of school. 5. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul Resolved, that the Town of Mamaroneck Housing Authority does hereby agree to enter into executive session to discuss potential and on-going litigation.
