Altieri, Housing Authority Consultant, via Zoom Michael Padernacht, Midas Management 7:00 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called the meeting to order at 7:06pm. Approval of Minutes 1. Report of Minutes from the July 14, 2025 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the minutes from the July 14, 2025 meeting. Carried Business Agenda 1. Report of Midas Property Management Mr. Padernacht reviewed the report with the Housing Authority. The water charge is higher than expected due to the rate increase by the County. Other fees are down for administrative and professional fees. Maintenance is on point because Brandon is able to complete the work in-house. Vacancies are not where it should be; the Housing Authority is breaking even. Ms. Philbrick-Wheaton and Mr. Padernacht reviewed the misc. repairs line item. The line item includes apartment turnover repairs. Planning for the 2026 budget will include a higher increase in utility costs. It was commented that the land lease does increase each year but only by a small amount. Arrears were discussed; Section 8 has made some payments but still owes some money. Chair Mileto discussed the application tracking sheet, which includes names of applicants, address, number, application status, and approval status. Mr. Altieri and Mr. Padernacht discussed the current applications. A number of applications were submitted but many applicants did not continue the process. Mr. Altieri reviewed the back and forth that happens between Midas/ Steve and the applicant. The applications have been updated to reflect HUD information. A steady flow of candidates have submitted applications. Eight applicants have applied in total, two have been approved and need to sign off on a lease. Another application has been Page 1 of 2 Housing Authority September 8, 2025 submitted for Section 8. Mr. Padernacht believes the Housing Authority will hopefully have less vacancies in 2026. Mr. Altieri updated the Housing Authority on the marketing of the Hommocks Apartments. Catherine Parker and the County Planning Department have marketed the apartments for the Housing Authority. He believes the Housing Authority is in a good place. 2. Update on Energy Study Mr. Altieri updated the Housing Authority on the Energy Study. ConEd had a past program where the Housing Authority could easily get the utility information of all tenants. That has now changed and the Housing Authority must have signed forms allowing ConEd to provide the information. Only a few tenants have submitted the form. 3. Update on Hommocks Apt. Rentals This item was discussed as a part of the first item. 4. Update on Landscape Plan - Tree Removal Mr. Padernacht reviewed the landscaping plan. Trees have been removed in small increments and replanting will take place soon. Mr. Padernacht will report to the Housing Authority what the next step is. Mr. Altieri said the Town was informed about the plantings. The Housing Authority is removing trees and following the law by planting new trees in their place. Only dead and sick trees were removed. Ms. Philbrick-Wheaton and Mr. Padernacht discussed the Solar Panel Project at Hommocks Middle School. The work had little impact on the residents at the Hommocks Park Apartments. 5. Other Business Mr. Altieri and Mr. Padernacht are going to work on the budget in October. 6. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Town of Mamaroneck Housing Authority does hereby agreed to enter into Executive Session to discuss potential litigation.
