Altieri, Housing Authority Consultant, via Zoom Michael Padernacht, Midas Management 7:00 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called the meeting to order at 7:00pm. Approval of Minutes 1. Report of Minutes from the September 8, 2025 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the minutes from the September 8, 2025 meeting. Carried Business Agenda 1. Report of Midas Property Management Mr. Padernacht reviewed the report with the Housing Authority. He will have a draft budget for the next meeting. The two line items that will increase are water and utility, there is an uptake on the repair and maintenance line items. The increase is due to the in-house work completed by Brandon. Expenditures are in a good place. Income is lower than budgeted due to vacancies. Currently there are 6 vacancies, multiple applications have been submitted and a few have been approved. Mr. Padernacht reviewed the application process. Applications are now coming in on a regular basis after Mr. Altieri worked with Catherine Parker and Westchester County to market the apartments. Some applicants have been placed on a waiting list because they would like to wait for a specific type of apartment. Ms. Deshpande and Mr. Altieri discussed the vacancy contingency. The Housing Authority and Mr. Altieri reviewed why residents are not allowed to sleep in the loft of their unit. The Building Code of New York does not allow people to sleep in lofts because of an issue with egress. Ms. Deshpande and Mr. Padernacht discussed the landscaping project at the Hommocks. Chair Mileto and Mr. Thaul discussed how the project has been phased in.Chair Mileto and Mr. Altieri discussed the importance of staying affordable and checking on incomes. Mr. Thaul and Mr. Padernacht discussed the operating costs of the complex. 2. Update on Hommocks Apt. Rentals Page 1 of 2 Housing Authority October 6, 2025 This item was discussed above. 3. Update on Energy Study Mr. Altieri reviewed the study with the Housing Authority. Another study was completed about three years ago for the Housing Authority that dealt with heating and cooling. The difference in the studies is that the past report is generalized unlike the current study. Mr. Altieri is working with Bright Power and NYSERDA to shorten the scope of work for the current energy study. Bright Power is reviewing the past study to see what the effects would be on the tenants if the units would have their boiler replaced with a heat pump. Chair Mileto reviewed the history of the past energy efficiency study. NYSERDA needs the current study to be different from the past study for the money to be awarded to the Housing Authority. Mr. Altieri is having Bright Power work on getting the reviewed completed. Mr. Thaul and Mr. Altieri reviewed the timeline of the project and scope. 4. Other Business Mr. Altieri reviewed how tenants port their applications from other comminutes. 5. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul Resolved, that the Town of Mamaroneck Housing Authority does hereby agree to enter into executive session to discussion potential and on-going litigation.
