Altieri, Housing Authority Consultant, via Zoom Michael Padernacht, Midas Management 7:00 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called the meeting to order at 7:00pm. Approval of Minutes 1. Report of Minutes from the December 2, 2024 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Mamaroneck Housing Authority does hereby approve the report of minutes from the January 6, 2025 Housing Authority meeting. Carried 2. Notes from the December 3, 2024 Tenant Meeting - Does Not Need to be Approved Chair Mileto reviewed what was discussed at the December 3, 2024 Tenant Meeting with the Housing Authority. Business Agenda 1. Report of Midas Property Management Mr. Padernacht reviewed the property management report. The line items will be updated later this month. No one is being recommended for legal action at this point. There are some applications that are under review from Housing Action Council, with eight available units. A bigger marketing push will be made to get the units leased. Tenants are overall pleased with the cosmetic changes around the complex. The Housing Authority and Mr. Padernacht discussed the boiler project and the next steps. Mr. Di Bari reviewed a unit with arrears listed on the report with Mr. Padernacht. The arrears listed are from balances being carried over. 2. Consideration for Approval of TMHA Policies and Procedures Rose Noonan addressed the Housing Authority on behalf of the Housing Action Council. She gave history of the policies and procedures for the certification and recertification of leases with the Housing Authority. The policy will align with HUD regulations and tenants will be able to go to HUD to find the basis of required documentation. Ms. Noonan and Mr. Padernacht reviewed when leases would be Page 1 of 2 Housing Authority January 6, 2025 next updated. She then reviewed the process of recertification of a lease renewal. HUD will publish the income requirements the Housing Authority needs to follow, which this policy accounts for. Ms. Noonan and Mr. Altieri reviewed how to determine income if someone wants to sell their house and move into affordable housing. She then described how to certify a potential tenant if they are self employed or have a full time student living with them. The wait list for the Hommocks was reviewed. Candidates and tenants can submit their information either online or in person. HUD standards were discussed with Housing Action Council and the Housing Authority. The Housing Authority discussed how to handle a candidate who has a large asset one year and how that would be calculated. Mr. Altieri said he and Ms. Noonan would discuss the draft policy and have the final document at the February meeting. Mr. Di Bari said that the household assets should be clarified for any retirement accounts. 3. Other Business No other business was discussed. 4. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into Executive Session to discuss potential litigation.
