Call to order Chair Mileto called the meeting to order 7:02pm. Approval of Minutes 1. Report of Minutes from the April 7, 2025 Housing Authority Meeting Moved by Board Member Deshpande, seconded by Board Member Kaplan-Macey Resolved, that the Mamaroneck Housing Authority does hereby approve the minutes from the April 7, 2025 meeting. Carried Business Agenda 1. Presentation of 2024 Financial Audit Melissa Szot addressed the Housing Authority and gave a presentation of the 2024 independent financial audit. The independent opinion is a clean opinion, meaning the Housing Authority is not deficient. No significant findings were found and there were no issues with management in getting the financial information. Utilities were increased greatly from last year, but it was attributed to a broken meter in the prior year. Lawrence Feldman reviewed the large fees, including lawyer fees and boiler repairs. He then reviewed new line items from last year, like the operating cost of the recertifications. Income is up from past years. The total assets decreased, in part because of the bond. He then reviewed the net position of the Housing Authority. Mr. Thaul, Ms. Szot, and Mr. Feldman discussed assets that are being depreciated, like equipment and buildings. Ms. Philbrick-Wheaton asked about a template for management financials, which Ms. Szot said she would provide to the Housing Authority. Mr. Thaul, Ms. Szot, and Mr. Feldman discussed the meaning of the correction of misstatements. Chair Mileto asked if there is anything the Housing Authority can help with; Ms. Szot said there was great communication with the team, nothing significant was found. 2. Report of Midas Property Management Page 1 of 3 Housing Authority May 5, 2025 Mr. Padernacht reviewed the the monthly property report with the Housing Authority. He said there are seven vacancies at the complex. The Housing Authority is doing well on the expenditures. Utilities are increasing; Mr. Padernacht said he is going to speak with WJWW on any increases in usage. The other line items are right on target. Two units have higher payments due, but it was due to Section 8 lag time. There is a payment plan for another resident, who had unforeseen bills. Ms. Desphande and Mr. Padernacht discussed the increase in the water bill. The Housing Authority reviewed possible reasons for increases, like running toilets, and possible solutions, like restrictive appliances. Mr. Altieri commented that WJWW sent him a consumption report. Ms. Kaplan Macey and Mr. Padernacht reviewed the vacant units. One person has been approved and will move in within the month. Other applications were sent back to the applicants to ask for more information. Mr. Altieri stated he reached out to Washingtonville Housing Alliance, but he has not heard back from them regarding the marketing of apartments. He then reviewed who the apartments have been marketed to. Mr. Thaul asked how many Section 8 units are filled, Mr. Altieri answered that they are filled. Ms. Kaplan Macey and Mr. Padernacht reviewed how candidates can get applications. She suggested doing a fillable form. Mr. Altieri and Mr. Padernacht will research how to make the process more efficient. Councilman Nambiar commented that the units can be marketed via the Supervisor's Monthly Report. Councilman Nambiar, Chair Mileto, and Mr. Altieri reviewed the vacancies, how to market them, and the cycle of available units. Lou Young asked how the units were advertised, which Mr. Altieri said they are marketed through various housing organizations. Five applications were received within the last three weeks. Mr. Young and the Housing Authority discussed the guidelines for applying to the Hommocks. Council Nambiar reviewed the reasons why a third party was hired to complete the recertification. Mr. Padernacht reviewed the landscaping project with the Housing Authority. Councilman Nambiar and Ms. Delohery discussed the webpage placement of the application. 3. Update on Bright Power Energy Study Mr. Altieri reviewed the status of the Bright Power Energy Study with the Housing Authority. Data is needed for consumption of water and heating. He then reviewed the costs of the study, the State will be able to reimburse the Housing Authority for $10,000.00. Chair Mileto, Mr. Altieri, and Mr. Padernacht reviewed the project. Ms. Deshpande asked about any conflicts of interest in Bright Power's design of plans. Mr. Altieri said there would be no conflict of interest and a RFP would be put out to get the best price. Chair Mileto and Ms. Deshpande discussed the type of engineers Bright Power are. Mr. Thaul and Mr. Altieri discussed the time line of the project. 4. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into executive session to discuss potential and on-going litigation.
