Housing Authority Meeting
Monday, March 3, 2025 Conference Room C, Ground Floor of Town Center 7:00 PM

1. Call to order
Chair Mileto called the meeting to order at 7:00pm
He introduced Councilperson Nambiar, who is the new Town Board liaison, to the
Housing Authority.
Approval of Minutes
1. Report of Minutes from the February 3, 2025 Housing Authority Meeting
Moved by Board Member Deshpande, seconded by Board Member Kaplan-Macey
Resolved, that the Mamaroneck Housing Authority does hereby approve the minutes
from the February 3, 2025 meeting.

Business Agenda
1. Report of Midas Property Management
Mr. Padernacht reviewed the monthly report with the Housing Authority. The first two
months of the year are represented in the report. It shows that there has been an
increases in some line items because of the increase in residents. Currently there are
5 vacant units at the complex. Lease renewals for Section 8 tenants are being
completed this month. Resident complaints were received about dogs at the complex.
Midas reached out to residents with dogs and required them to submit the proper
Emotional Support Dog paperwork, which was then submitted by the residents. An
unregistered car was located on the property, but Midas was able to locate the owner
and corrected the situation. One resident had water enter their apartment through the
new windows. Vinco was called twice to handle the issue. One resident is three
months in arrears. If payment is not received in three days, Mr. Padernacht will
contact Mr. Di Bari to begin legal proceedings. No calls for heating issues have been
received, as Brandon can handle small repair jobs. Mr. Thaul and Mr. Di Bari circled
back to the car issue, Mr. Thaul was concerned over the ownership of the car and
knowing which cars belong to tenants. Mr. Di Bari said the Housing Authority would
know which cars belong at the complex, since the car descriptions are provided within
the lease. Mr. Padernacht said that if a tenant breaks a complex regulation, a notice

of cure is sent out to the tenant.
2. Update on Heating Unit Analysis
Mr. Altieri updated the Housing Authority on the heating unit analysis project. An
addendum was included in the agreement. The addendum allows for the Housing
Authority to obtain clarification on the cost of completing the analysis, if the Housing
Authority's project is not approved by NYSERDA. The installation of solar panels was
discussed with Councilperson Nambiar. The Housing Authority explained that the roof
design does not allow for them. Westchester Solar was then discussed.
Mr. Altieri said the annual audit will be completed within the next month.
Chair Mileto and Mr. Altieri discussed the amount of utility bills the complex would
have to provide for the grant process.
3. Added Item - Discussion on Federal Mandates
Ms. Kaplan-Macey asked the Housing Authority and Mr. Padernacht if HUD or
Section 8 will be effected by any federal mandates. Chair Mileto, Mr. Altieri, and Mr.
Padernacht agreed that nothing has been noticed to them yet, so there are currently
no changes.
4. Request for Executive Session
The Mamaroneck Housing Authority agreed to enter into Executive Session to discuss
pending litigation.
Moved by Board Member Deshpande, seconded by Board Member Kaplan-Macey
Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into
executive session to discuss potential and on-going litigation.
