Housing Authority Meeting
Monday, February 3, 2025 Conference Room A, second floor 7:00 PM

1. Call to order
Chair Mileto called the meeting to order at 7:03pm.
Approval of Minutes
1. Report of Minutes from the January 6, 2025 Housing Authority Meeting
Moved by Board Member Philbrick-Wheaton, seconded by Board Member
Deshpande
Resolved, that the Mamaroneck Housing Authority does hereby approve the report of
minutes from the January 6, 2025 meeting.

Business Agenda
1. Report of Midas Property Management
Mr. Padernacht reviewed the monthly report with the Housing Authority. The budget
was adopted into the report, the expenses match up with the budget. A tenant who
owes arrears made a payment recently. Dogs were at the complex, which is not in
compliance with complex regulations. Tenants were told to supply service animal
documentation or will be served notices to vacate. Mr. Altieri and Mr. Padernacht
reviewed the amount of tenant candidates that were approved. The complex now has
the lowest vacancy rate in recent years.
2. Authorization - Heating Unit Study and Analysis
Mr. Altieri reviewed the project with the Housing Authority. The heating units are older
and will need to be replaced. The State has a grant that would supply money for the
replacement of heating units with electric heat pumps. The analysis will study what
the impact will be on the residents, if the Housing Authority made the switch from gas
to electric. One company submitted a proposal, which Mr. Altieri then reviewed with
the Housing Authority. He then reviewed the pros and cons of electric and gas. Doing
the analysis would give a better understanding of the cost of updating the heating
system. Mr. Altieri and the Housing Authority reviewed their past work with Bright
Power. Mr. Padernacht made the point that the past data from an energy analysis did
not include the updated windows. The Housing Authority and Mr. Altieri discussed the
design and bid specs.

Resolved, that the Mamaroneck Housing Authority does hereby approve the
agreement between the Mamaroneck Housing Authority and Bright Power to
complete the Heating Unit Study and Analysis,

Resolved, that the Mamaroneck Housing Authority does hereby authorize Chair Mileto
to sign the agreement with Bright Power.

3. Adoption of Hommocks Park - Policies and Procedures for Applications and
Income Recertifications
Mr. Altieri reviewed the policies and procedures with the Housing Authority. The
calculation of the income from assets was questioned at the January 2025 meeting.
Mr. Altieri and Ms. Noonan have now included this calculation in the updated policies
and procedures. Mr. Altieri reviewed the process of submitting documentation to
Housing Action Council. The Housing Authority, Councilwoman Fiddelman, and Mr.
Altieri reviewed the rent calculation and the standards that were put in place in the
policies and procedures. Section 8 was discussed.

Resolved, that the Mamaroneck Housing Authority does hereby adopt the Policies
and Procedures for Applications and Income Recertifications.
