Delohery, Secretary to the Housing Authority Johnathan Di Bari, Dibbini & Assoc. Stephen V. Altieri, Housing Authority Consultant, via Zoom Michael Padernacht, Midas Management 7:00 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called the meeting to order at 7:03pm 2. Honoring of Rose Noonan Chair Mileto announced that Rose Noonan had passed away and honored her with a moment of silence. Approval of Minutes 1. Report of Minutes from the May 5, 2025 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Town of Mamaroneck Housing Authority does hereby approve the minutes from the May 5, 2025 meeting. Carried Business Agenda 1. Report of Midas Property Management Mr. Padernacht reviewed the monthly report with the Housing Authority. Everything was on target, except the rent income, due to vacancies. More applications are being submitted and two are being reviewed. Mr. Padernacht felt he and Mr. Altieri have a good grip on the expenditures. Mr. Padernacht said that he is not recommending anyone have legal proceeding brought against them. He and Mr. Altieri reached out to WJWW about the uptick in usage. Mr. Padernacht said the rates were increased, which caused an increase on the line item. He also described the different rates of the utilities. The Housing Authority and Mr. Padernacht discussed possible rate adjustments for affordable housing complexes. 2. Update on 2025 Income Recertification Process Mr. Altieri addressed the Housing Authority. After the death of Rose Noonan, Housing Action Council had to reorganize themselves and needed to get into Rose's files. The Page 1 of 2 Housing Authority June 2, 2025 files were accessed and the recertification process will proceed, with a slight delay. A new representative was assigned to the Housing Authority. One tenant is going to move out in June. Mr. Altieri and Mr. Padernacht have confidence in the team they met with at Housing Action Council, they are two - three weeks behind but are on track to have the recertifications complete. Mr. Di Bari said he hasn't met with their council yet, but one matter has been referred to them. 3. Update on Bright Power Energy Study Mr. Altieri updated the Housing Authority on the Bright Power Energy study. He and Mr. Padernacht started to gather the utility data together for the project. WJWW prepared a spreadsheet on water usage at the complex. Bright Power is going to begin the study soon and information has been submitted to the State for the grant. 4. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into executive session to discuss potential and on-going litigation. Carried 5. Misc. Discussions The Housing Authority discussed installing signs that the Housing Authority has available units, which they ultimately decided not to do. Mr. Altieri said that they have a steady flow of applicants, but some have been turned away, if they do not meet certain requirements. Ms. Kaplan Macey suggested putting up a vacancy notice on the Housing Authority webpage with photos. Mr. Altieri and Ms. Delohery agreed to work on putting something together for the webpage. Mr. Altieri and Ms. Deshpande reviewed the application submittal process. The Housing Authority agreed to meet on July 14th instead of July 7th and not to meet in August.
