HomeMy WebLinkAbout2024_07_10 Planning Board Minutes O '�y MINUTES ; Planning Board Meeting o t _ o Wednesday,July 10, 2024 w ® 4 m Senior Center- 1288 Boston Post Road, Larchmont, NY 10538 f 7:30PM FOUNDED 1661 PRESENT: Ralph Engel, Chair Elizabeth Cooney, Vice Chair Ira Block, Board Member Edmund Papazian, Board Member ABSENT: Ron Mandel,Board Member Sarah Dunn, Alternate Board Member ALSO PRESENT: Lisa Hochman, Counsel to the Planning Board Elizabeth Aitchison, Environmental Planner Anthony Oliveri, P.E., Consulting Engineer =: - Carol Murray, P.E., Deputy Town Engineer Jami Sheeky,Planning Board Secretary CALL TO ORDER The meeting was called to order at 7:30 P.M. and Mr. Engel welcomed everyone. A quorum was present. Ms. Hochman asked if all documents to be discussed this evening had been posted on the Town's website for more than 24 hours and Ms. Sheeky answered yes. MINUTES The Board discussed the draft minutes of the June 12, 2024,meeting. Motion: To adopt the draft minutes of June 12, 2024. Moved by Elizabeth Cooney seconded by Ira Block Action: Unanimously approved Application #1 —2399 Boston Post Road- 2399 Boston Post Road Rlty Co. - Site Plan, Wetlands & Watercourses Permit, Special Use Permit— Consideration Anne E. Klein, counsel for the applicant,provided a summary of the project and changes made to the application since the applicant's previous appearance before the Planning Board on May Planning Board July 10, 2024 8, 2024. These updates include removal of terraces, updated stormwater plans and landscaping plans. Representatives of the applicant and members of the Planning Board discussed the comments issued by various state, county and town agencies including the Coastal Zone Management Commission, NY State Department of Environmental Conservation, Westchester County Planning Board, Westchester Joint Water Works, Town of Mamaroneck Fire Department and AKRF - Environmental, Planning and Engineering Consultants. Ms. Klein stated that the applicants are in the process of preparing responses to comments received and will submit these responses for the August Planning Board meeting. Representatives of the applicant and members of the Planning Board discussed onsite guest parking. Ms. Klein stated that they used zoning code as a guide for required parking. Mr. Engel said that the Planning Board could require additional parking, and Ms. Klein asked how many spaces would be adequate. Mr. Oliveri suggested that the applicant obtain a parking utilization study. Mr. Engel raised the point of installing crosswalks, and Mr. Dempsey, Traffic Consultant to the Applicant, said this would have to be approved by the NYS DOT. Peter Feroe,VP of Planning and Land Development for AKRF,the Planning Board's consultant, summarized his finn's analysis of the project's impact on public schools, traffic and environmental impacts of the former gas station. Representatives of the applicant, members of the Planning Board and Ms. Aitchison, the Town Environmental Planner, discussed landscaping and street trees. Mr. Oliveri stated that sanitary sewer and stormwater loading calculations are still needed. Representatives of the applicant and members of the Planning Board discussed shadows and lighting and photometrics. The meeting was adjourned at 8:25 P. M.
