The Secretary called the roll and established that a quorum was present. The Secretary then stated that all documents to be discussed had been posted to the Town website at least 24 hours prior. MINUTES The Board discussed the draft minutes of the July 10, 2024, meeting. Motion: To adopt the draft minutes of July 10, 2024. Moved by Elizabeth Cooney seconded by Ira Block Action: Unanimously approved The Board discussed the draft minutes of the September 11, 2024,meeting. Motion: To adopt the draft minutes of September 11, 2024. Moved by Elizabeth Cooney seconded by Ira Block Action: Unanimously approved Planning Board October 9, 2024 Application#1 —7 North Brook Road—N. Brook Rd.,Inc.—Subdivision, Residential Site Plan, Wetlands and Watercourses Permit—Consideration Adjourned to the November meeting at the request of the applicant. Application#2— 14 Doris Road - MCS Investment LOC LLC- Residential Site Plan- Consideration Sid Schlomann, architect for the applicant, was present to address the Board and explained that the application proposes a zoning compliant single-family dwelling with no regrading of the land. Elizabeth Aitchison, Environmental Planner, recommended bringing in an arborist to look at the large cotton wood tree on the site in order to protect it throughout construction. Ms. Aitchison further stated that,since the application involves only the construction of one single-family home,it is a Type 2 action under SEQRA and, as such,no determination of environmental significance is required. Ms. Cooney asked if there would be any rock removal to which Mr. Schlomann confirmed there would not. Mr. Schlomann also stated that the HVAC and generator would be within the setbacks for the property. The Board referred the application to the Coastal Zone Management Commission. The Board Chair requested Ms. Hochman to prepare a draft resolution to facilitate discussion at the November meeting. Motion: To schedule the public hearing for November 13,2024 Moved by Edmund Papazian seconded by Ron Mandel Action: Unanimously approved Application#3—21 Edgewood Ave—Heather and Michael Feinman—Subdivision and Residential Site Plan—Consideration Vincent Leto of Westchester Modular Homes, Raul Bello, R.A., and Anthony Pisarri,P.E. were present to address the Board on behalf of the applicant. Ms. Hochman,representatives of the applicant, and members of the Planning Board discussed the draft easements proposed by the applicant. Ms. Hochman explained that a public hearing on the final subdivision plat can be held only if the applicant has secured the necessary approvals/certifications from Westchester Joint Water Works and the Westchester County Health Department. Motion: To schedule the public hearing on the final subdivision layout and residential site plan Moved by Elizabeth Cooney seconded by Ron Mandel Action: Unanimously approved 2 Planning Board October 9,2024 Application#4—4 Baldwin Avenue—4 Baldwin Ave LLC- Residential Site Plan - Consideration Eliot Senor, P.E., L.S., engineer for the applicant, was present to address the Board. Mr. Senor explained that the applicant proposes a single-family dwelling. Because the plans presented by the applicant had not been submitted to the Board prior to the submission deadline, the applicant was asked to resubmit before the deadline for the Board's November meeting, and to appear for further consideration. The application was referred to the Coastal Zone Management Commission. Application#5- 851 Fenimore Road- Winged Foot Holding Corp. - Site Plan,Wetlands & Watercourses Permit- Consideration Joseph Cermele,P.E., CFM, engineer for the applicant, Michael Kapareiko,hydrogeologist, and Stephen Rabideau, Director,presented an application to dredge and expand the irrigation pond, associated improvements including regrading existing club property and modifications to the materials storage facility at Winged Foot Golf Course. A tree removal permit application to remove 22 trees has been submitted and the applicant stated its proposal to plant a staggered hedge of tall evergreens and 2 additional trees on the property. Representatives of the applicant, and members of the Planning Board discussed the memos received from NYSDEC and the Army Corps of Engineers. Ms. Aitchison stated that the property is a Critical Environmental Area, as defined in Chapter 92 of the Town Code. Mr. Oliveri recommended that a certified engineer be onsite to oversee the reuse of materials with a certification to be submitted to the Town Engineering Department. Mr. Cermele stated that a full environmental assessment form and corrected authorization forms would be submitted to Town staff prior to the submission deadline for the November meeting. The application was referred to the Coastal Zone Management Commission. Motion: To schedule the public hearing for November 13,2024 Moved by Elizabeth Cooney seconded by Ira Block Action: Unanimously approved Application#6—2399 Boston Post Road- 2399 Boston Post Road Rlty Co.- Site Plan, Wetlands & Watercourses Permit,Special Use Permit—Consideration Anne E. Klein, counsel for the applicant,provided a summary of the project and changes made to the application since the applicant's previous appearance before the Planning Board on July 10,2024. These updates include removal of the property at 14 Deane Place from the application and the acquisition of an approximately ten (10) foot strip on a portion of the property located at 2417 Boston Post Road. 3 Planning Board October 9, 2024 Representatives of the applicant and members of the Planning Board discussed the comments issued by the Town of Mamaroneck Board of Architectural Review, Environmental, Planning and Engineering Consultants, the Town of Mamaroneck Fire Department and the Town of Mamaroneck Sustainability Collaborative. Elaine Du, Technical Director of Traffic and Transportation for AKRF, the Planning Board's environmental and engineering consultant, summarized her firm's analysis.
