1. Roll Call and Introductions
The meeting was called to order at 7:45 pm.

2. Approval of Minutes
2.1. July 29, 2024
The Minutes of the July 29, 2024 meeting were approved as submitted.
3. Referrals
3.1. Renovation of Alma Field, Flint Park(Continued discussion)
Mayor Sarah Bauer and Village Administrator Justin Datino returned to CZMC to
continue the discussion about the replacement and expansion of the artificial turf field
at Flint Park.
CZMC expressed concerns that plastic material will enter the watercourse as a
result of the breakdown of the material from use of the proposed field and exposure to
UV from sunlight. It was asked if a filtration system could be installed that would
remove plastics before being discharged into the Long Island Sound? CZMC
requested more information on how and where the old field material would be
disposed. CZMC also requested information on what alternatives were considered
and what studies were researched before deciding that this proposal was the best
option.
The Village did not provide the documents or answers requested by CZMC in July
for this meeting. The Village Administrator stated that he contacted NYSDEC and
was told that there are no moratoriums on the installation of artificial turf at this time.
"DrainTalent"was considered as an alternative. [According to the "DrainTalent"
website, this uses a system to extract water from the top layer of turf to allow for
better health of the field and increase playtime on turf.] The Village reviewed studies
on the cons of using artificial turf and found nothing definitive. The Village also stated
that the use of grass or a"DrainTalent"system would not provide the amount of play
time needed to support the communities needs and as a result, sports programs
would need to be curtailed unless artificial turf was installed. They requested that
CZMC focus its review on the policies in the LWRP and determining consistency or
inconsistency with these policies.
CZMC asked the Village to share their research on the field. The Mayor agreed to

share the sources they consulted. She also stated that a replacement of the field with
artificial turf would occur without the extension if CZMC found the proposal to be
inconsistent because the project would then be a Type II action under SEQR and not
require consistency review by CZMC. The reason the proposal is not a type II action
is because a 10-yard extension of the field is proposed.
It was asked why the County is providing funding for an artificial turf field if they are
known to be a source of pollution. County Executive, George Latimer explained that
although the County is providing funding for the Village through a County Legacy
grant,the decision for how the funds are spent, is up to the community. Artificial turf
fields are not prohibited in the State of New York and the County cannot restrict the
use of these funds if the fields are permitted in the State.
It was stated that a sophisticated filtration system would be needed with high
maintenance costs to prevent plastics from making their way into the marine
environment.
The CZMC Chairman stated that CZMC should hold off on writing the letter to give
time for requested info to be sent to CZMC. The CZMC letter will state if the
proposed action is consistent with the LWRP, inconsistent,or if there is insufficient
information to make a determination.
4. Old Business
CZMC recapped the discussion held in July of the replacement of the sewage pumping
station located at Central School for the benefit of members who could not attend the July
meeting.

The next CZMC meeting will be held on September 23rd at 7:30 pm in Conference Room D.
