1. Roll Call and Introductions
The meeting was called to order at 7:37pm.

2. Approval of Minutes
2.1. September 23,2024 minutes-Approval of minutes to be tabled until the
November meeting.
3. Referrals
3.1. 14 Doris Rd. -Residential Site Plan Approval for Construction of a Single-
Family House
Sid Schlomann presented the proposal to construct a single-family house at 14 Doris Road.
The site previously had a single-family house that has since been demolished.
The proposal includes the use of infiltrators in the front yard to manage stormwater runoff on
the site. Many mature plantings and some trees will be preserved along the perimeter of the
property,including a very large cottonwood tree. Mr. Schlomann presented a plan prepared by
an arborist to protect and preserve this tree. Four trees are to be removed,and five tupelo trees
will be planted on the site as replacements. Because limited space is available for additional
replacement trees, a payment of$3,000 will be made to the Town tree planting fund in lieu of
planting 10 additional trees.
CZMC found the proposed action to be consistent with the policies in the Local Waterfront
Revitalization Program.
3.2. 4 Baldwin Ave-Site Plan Approval for Construction of a Single-Family House
Eliot Senor presented the proposal to construct a single-family house at 4 Baldwin Avenue.
The site currently contains a small,single-family house located near the rear of the property. It

has no driveway or garage and will be demolished.
The proposed house will be compliant with the zoning setbacks and will have a small
driveway and attached 1-car garage. Infiltrators will be located below the driveway to manage
stormwater runoff on the site. No trees will be removed during construction and the proposed
landscaping will be limited to ornamental perennials,shrubs and foundation plantings.
CZMC found the proposed action to be consistent with the policies in the Local Waterfront
Revitalization Program.
3.3. Winged Foot Golf Club-Site Plan Amendment,Wetlands and Watercourses
Permit for Expansion and Dredging of Upper Irrigation Pond
Joseph Cermele, Michael Kapareiko and Stephen Rabideau presented the proposal
to dredge and enlarge the upper irrigation pond at the Winged Foot Golf Club. All
dredged materials have been tested and will be reused as fill at locations on site, then
capped with clean soil as required. The goal of the project is to store as much water
as possible on site and reduce the club's dependency on municipal water for the
purpose of irrigation. Because the pond is manmade and the banks are lined with
riprap, there is no existing vegetated buffer that will be disturbed, with the exception of
two trees that will be replaced with two, large-caliper trees. Fish and wildlife within the
pond will be netted and relocated to the lower pond. A stormwater pollution
prevention plan (SWPPP) is required by the NYSDEC and will require routine
inspections throughout the project for compliance.
As a part of the proposed project, the club plans to regrade and improve the open
maintenance area on the west side of the property. A new retaining wall will provide a
contained area for the storage of sand and other materials used for golf course
maintenance. A significant number of evergreens will be planted on the embankment
to provide screening for the neighboring properties. CZMC found the proposed
project to be consistent with the LWRP.
3.4. Renovation of Alma Field, Flint Park(Continued Discussion)
The Coastal Zone Management Commission continued its discussion about the proposed
renovation of Alma Field. As a part of that discussion,several policies in the LWRP were
reviewed that pertain to public recreation and the protection of fish and wildlife resources.
CZMC members also discussed concerns about the potential for microplastics to wash off the
turf field and into the surrounding tidal marsh.
The majority of the CZMC members agree that:
• the replacement of the old crumb rubber infill with a wood product will provide a safer
play surface and is a major improvement over the existing artificial turf field;
• the use of artificial turf instead of natural grass continues to be the most cost-effective
means of allowing the community to utilize Alma field more frequently than a natural
grass field because it drains and dries more rapidly;
• while the use of artificial turf is controversial, its use as a recreational playing surface
is not restricted by State or Federal regulations.
CZMC found that the proposed renovation of the Alma turf field is consistent with the policies
in the LWRP. However, CZMC recommended that stormwater runoff from the field be
collected and treated to aid in the reduction or elimination of any sediment or microplastic
debris from entering the watercourse.

5.1. NYS Dept. of State Consistency Review Training
New York State Dept of State consistency review training is tentatively scheduled for
Monday, November 18th at 7:30pm and may be held on Zoom or in person.

6. Next Meeting
The next CZMC meeting will be held on Monday, November 25th at 7:30pm in Conference
Room D.
