Roll Call and Introductions The meeting was called to order at 7:35pm. Fusco Landscape Architects, 65 Woodbine Ave. Diane Eaton, Keller/Eaton Architects, 65 Woodbine Ave. Nicholas Shirriah, Hudson Engineering, 6 Dimitri Place &65 Woodbine Ave. 2. Approval of Minutes 2.1. Approval of Minutes September 23, 2024 Tabled until January meeting 2.2. Approval of Minutes October 28, 2024 Tabled until January meeting 3. Referrals 3.1. 2 Walnut Ave -Docking Facility and Mooring Daniel Natchez presented the proposal to install a new docking facility and mooring at 2 Walnut Avenue. The project will include the construction of a 100 foot long fixed pier, an aluminum ramp featuring a flow-through decking, a 12 x 20 galvanized steel floating dock, and the replacement of the existing mooring.As proposed, CZMC found the project to be consistent with the policies in the LWRP. 3.2. 6 Dimitri Place -Residential Site Plan Approval for construction of new single- family house At the Coastal Zone Management Commission meeting on November 25, 2024, Nicholas Shirriah of Hudson Engineering presented the proposal to construct a new single-family house at 6 Dimitri Place. The proposal includes the use of infiltrators to mitigate stormwater impacts, the protection of existing trees and proposed landscaping. Due to the high ground water levels, CZMC recommended adequate waterproofing of the foundation and inclusion of a backup generator to operate sump pumps in the event of power loss. CZMC requested that additional information on the area storm water system and easement(located along the west side of the property) be sent to Elizabeth Aitchison. She is concerned that any trees planted within the easement could potentially Page 1 of 2 Coastal Zone Management Commission November 25, 2024 damage the stormwater pipe. With these concerns addressed, CZMC finds the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 3.3. 65 Woodbine Avenue -Site Plan Review for pool and patios Louis Fusco, Diane Eaton and Nicholas Shirriah presented the proposal to install a pool, patio, retaining wall, and rain garden at 65 Woodbine Avenue. The property is located along the Premium River and the proposed improvements will be constructed in the wetlands buffer. The applicant met with NYSDEC at the site and were supportive of the proposal. Because of the desire to minimize disturbance within the wetland buffer zone and the presence of bedrock, infiltrators cannot be used to collect stormwater. Instead, stormwater will be directed to a rain garden for treatment. In addition, some grading will be performed along the side yard to increase the flood storage capacity. CZMC finds the proposal to be consistent with the policies in the Local Waterfront Revitalization Program. However, the raingarden, grading and plantings must be maintained in perpetuity to ensure the system remains in place and functions. 4. Old Business No Old Business to discuss. 5. New Business Jean-Pierre Poyet announced his resignation from CZMC in protest of the determination of consistency for the Alma Field proposal. He felt that the Village did not provide requested information and is disappointed that the Town of Mamaroneck CZMC members did not support his position. He believes that Anthony Sorrell and Kristin Andersen will also be resigning. 6. Next Meeting The next CZMC meeting date and location needs to be determined but will be in January, 2025.
