Roll Call and Introductions The meeting was called to order at 7:30pm. Approval of Minutes 2.1. Meeting of May 20, 2024 The Minutes were approved as submitted. 3. Referrals 3.1. 4 Walnut Avenue-Construction of a Single Family House At the Coastal Zone Management Commission Meeting on June 24,2024,Robert Keller, Nicholas Shirriah and Louis Fusco presented the proposal to construct a new single-family house at 4 Walnut Avenue. Due to the location of the property in a flood zone,with high ground water levels, a shallow infiltration system is proposed,and the driveway will be constructed of a permeable pavement. The house will have a crawl space, garage and entry area located on the lower level,with all inhabitable space and utilities located above the base flood elevation. The applicant has not yet determined how the footings and foundation of the structure will be constructed and how it will be protected from undermining. CZMC recommends that the footings be designed to be resilient to undermining. CZMC found the proposed action to be consistent with the policies of the Local Waterfront Revitalization Program. 3.2. 2399&2417 Boston Post Road; 6, 10 & 14 Deane Place: Applications for Site Plan, Special Use and Wetlands and Watercourses Permit for a proposed 36- Page 1 of 2 Coastal Zone Management Commission June 24, 2024 unit residential development. At the Coastal Zone Management Commission meeting on June 24,2024,a team of representatives for the proposal presented plans for the construction of a 36-unit residential development. As proposed,in addition to the apartment complex and related parking area,the application includes an extensive restoration of the Wetlands buffer to the rear of the property. This is to include the removal of old hardscape,trash and invasive species and the planting of extensive trees,grasses and shrubs. It was recommended that the proposal include adequate parking spaces with at least one space per bedroom. There was concern about the safety of left hand turns from the property,onto Boston Post Road and a suggestion that an exit be added to Deane Place,however the traffic consultant determined that there will be a decrease in volume at the site and the residents on Deane Place may not want the additional traffic on their road. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 3.3. NYSDOS -Referral of Dept of Homeland Security and Emergency Services, disaster recovery operations for storm event on September 28-30, 2023. Correspondence was received by CZMC seeing comments on the Dept of Homeland Security and Emergency Services,disaster recovery operations for storm event on September 28-30,2023.
