Roll Call and Introductions The meeting was called to order at 7:35 pm. CZMC Members: Dr. C. Alan Mason, Chairman Tara Anderson Colin Barrett Jean-Pierre Poyet Anthony Sorrell Matthew Teitsch Others Present: Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck Jeffrey King, Councilman, Liaison to the Town of Mamaroneck Town Board Ish Singh, Applicant, 99 Colonial Avenue Jorel Vaccaro, Engineer, 99 Colonial Avenue 2. Approval of Minutes 2.1. Minutes of November 27, 2023 The Minutes of the November 27, 2023 meeting were approved as submitted. 3. Referrals 3.1. 99 Colonial Avenue- Residential Site Plan Approval for a Single Family House Jorel Vaccaro, engineer, presented the proposal to construct a new single family house at 99 Colonial Avenue. The proposal includes the use of cultec units and permeable pavers to mitigate stormwater runoff. The landscape plan includes new trees to replace the 3 trees to be removed as well as screening for the patio area and the HVAC units. In addition, the Town Street tree will be preserved. The biggest concern CZMC had was with rock removal on site. The removal of rock is always a large disturbance to the neighborhood. However, the removal of rock will be limited to the amount of time and daily hours permitted by Town Code. CZMC found the proposed action to be consistent with the LWRP. 3.2. New York State and U.S. Army Corps of Engineer(New York District)Joint Permit Application for Propel NY Energy—Marine Surveys CZMC discussed this application for Benthic, Geotechnical, and Geochemical surveying to characterize conditions along potential cable corridors across Long Island Sound, East River, and Westchester Creek. Because this is a complicated project, and a long technical document, we request that the applicant attend our next CZMC meeting on April 29, 2024 to explain the proposal and answer questions. Our initial review of the proposal raises concerns about SEQR compliance and segmentation. We believe that this entire project to install cables across Long Island Sound and into Echo Bay should be a Type I action under SEQR. A review of the entire project should be completed before any sampling begins. Insufficient efforts have been made to identify, locate and protect fish spawning areas, shell fish beds, Coastal Zone Management Commission March 18, 2024 impacts on Sea Turtles and aquatic vegetation. Also , no alternative locations have been explored. 4. Old Business No old business to discuss. 5. New Business CZMC briefly discussed the shortage of affordable housing in the community. 6. Next Meeting The next CZMC meeting will be held on April 29, 2024 at 7:30 pm in Conference Room D.
