1. Roll Call and Introductions
The meeting was called to order at 7:36pm.

2. Approval of Minutes
2.1. Approval of Minutes-June 24,2024
The minutes of the June 24, 2024 meeting were approved as submitted.
3. Referrals
3.1. Flint Park-Alma Field
The Village of Larchmont is proposing to renovate Alma Field in Flint Park. As explained to us by the
Village Manager,Justin Datino,this is an existing artificial turf field constructed 16 years ago that needs
replacement. The infill material,presently crumb rubber,will be replaced with BrockFill,an engineered
wood product. In addition to replacing the field material,the field will be expanded 10-yards in length
and there will be pathway modifications. CZMC requested the following additional information to
determine if the proposal is consistent with the policies in the Local Waterfront Revitalization Program:
• The alternatives to synthetic turf that were considered.
• Alternatives to BrockFill that were considered.
• Plans for the design of the field including cross sections and materials.
• A site plan indicating the proximity of the proposed project to the CEAs,tidal wetlands and
flood zones. Does this expansion require approval by the NYS DEC because of proximity to
tidal wetlands?Was NYSDEC contacted for a letter of determination?
• Information on any stormwater management practices that are existing or proposed that collect
and treat stormwater before discharging to East Creek,the storm sewer system or any
tributaries leading to Long Island Sound. Incorporation of filtration technologies,designed to
capture microplastics,to the existing and/or proposed stormwater collection system is
recommended.
• A description or summary of the proposed methods for disposal of the existing infill materials.
• Additional environmental review of the proposal as required by SEQR, because the Hommocks
Conservation Area and East Creek are Critical Environmental Areas(CEAs),and unlisted
actions occurring within or adjacent to CEAs are considered Type 1 Actions under SEQR.
3.2. Weaver Street Pumping Station
CZMC discussed the upgrade of the sewer pumping station which raises it above the
base flood elevation and provides a generator among other improvements. This is a
critical public project and CZMC found the overall proposal to be consistent with the
policies in the Local Waterfront Revitalization Program. However, CZMC would like

the project to include the following:
• Tree protection details
• Screening of the facility
• Noise mitigation
• If security lighting is proposed, it must be downward facing, kept to a minimum
and shielded to prevent light from leaving the fenced location.
