1. Roll Call and Introductions
The meeting was called to order at 7:40 p.m.

2. Approval of Minutes
2.1. Minutes of March 18,2024
The Minutes of the March 18th, 2024 meeting were approved as submitted.
3. Referrals
3.1. 21 Edgewood Avenue: Subdivision of property into 3 lots.
Vincenzo (Vinny) Leto of Westchester Modular Homes Construction Corp. presented
the proposal to subdivide the property at 21 Edgewood Avenue into three lots. The
existing single family home will remain and two new single family homes would be
constructed on the two new lots.
CZMC requested that the applicant return to the May meeting with additional
information on the design of the stormwater management systems for the proposed
lots. In addition, the projects engineers must confirm that there is adequate capacity
in the storm sewer system on Myrtle Boulevard to handle any increased stormwater
runoff. CZMC also recommends additional replacement trees be planted where
possible as these contribute to the absorption of stormwater.

Application for Propel NY Energy - Marine Surveys
Representatives from NY Trans Co, the NY Power Authority and WSP Engineering
Consulting attended the meeting to present the Propel NY Energy proposal. At this
time, they are seeking approval for the collection of benthic and geotechnical samples
needed to prepare the application for the larger Propel NY Energy project. The scope
of the proposed project will ultimately include the installation of two Long Island Sound
cable crossings, 4 power stations and 6 underground transmission lines in Long
Island, Westchester County and the Bronx.
CZMC found the collection of samples not inconsistent with the policies in the Local
Waterfront Revitalization Program. There are concerns, however, with the safety of
the use of the DUO-VIS drilling fluid additive should it be accidentally released into the
environment and look to the NYSDEC for approval of this.

5. New Business
There was a question and brief discussion of whether CZMC is permitted to require
applicants to design for larger storms than are required. CZMC is advisory to the planning
board and therefore, can make recommendations to them that applicants increase the
design capacity of a stormwater system or evaluate the capacity of an existing system,
among other things.

The next CZMC meeting will be held on May 20, 2024 at 7:30pm in Conference Room D.
