HomeMy WebLinkAbout2024_11_12 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES November 12, 2024 PRESENT: James Druker, Chairman via Zoom Joyce Callahan Graham Gutter Darren Moss William Paonessa Susan Sigel Brian Welsh ALSO PRESENT: Jill Fisher, Superintendent of Recreation Vicky Laoutaris, Assistant Superintendent of Recreation Jeffery King, Town Board Liaison Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held at the Senior Center; 1288 Boston Post Road was called to order at 7:05 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Sigel, the Meeting Minutes of October 8, 2024, were unanimously approved as amended. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. Session 1 of Skating School concluded on November 8th with 218 participants. Session 2 of Skating School registration began on November 5th and has a current enrollment of 294. 2. The Wednesday Freestyle Skating program concluded on November 6th with a total of 4 registered. The Sunday program will continue through January 12th and has a current enrollment of 12. 3. The fall session of the Recreation House Hockey program began on Saturday, November 9th with an enrollment of 70. Last year at this time we had 93 enrolled. 4. The October 2024 and 2023 Rink General Admission attendance numbers were enclosed for your information. 5. The Adult Power Volleyball program began on November 1st with 52 enrolled. Due to the pool closure in February for renovations, the Volleyball schedule will need to be modified since there will be no school custodian on duty for the Sunday sessions. We will continue with the Wednesday evening class and pro-rate a refund for the remainder of the Sunday classes. 6. A Mad Science Workshop for ages 5 — 9 was held on Election Day. 7. A Pizza Bingo Fun Night was held on October 18th with 25 participants enrolled. 8. The November Recreation Newsletter is enclosed for your information. 9. A new holiday event is being hosted at the Hommocks Park Ice Rink on Tuesday, December 5th. The evening will feature an ice carving demonstration, ornament decorating, an outdoor polar obstacle course, tree lighting, a choral performance from Mamaroneck High School students followed by a free skating session. We will be hosting a smaller event on December 26th which will include lighting the Menorah. Town of Mamaroneck Recreation Commission Meeting Minutes November 12, 2024 — Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 10.The Memorial Park Tennis Courts will remain open until the weather declines. 11 .The 2025 Recreation Department's Operating Budget was presented to the Town Board on October 24th. There were no changes recommended as of this date; the final adoption is not until December. 12.The Carpino-Steffans field will be closed for the season as of November 24th The fields will be fertilized and overseeded the following week. Currently, there has been no request from the Hommocks School or PTA regarding using a corner of the field for recess this winter. 13.The deadline for submitting a proposal for the Evaluation of Shade at Memorial Park was October 24th. Unfortunately, we did not receive any submissions. Town Engineer, Robert Wasp is going to reach out to a few companies to inquire as to why they did not submit a proposal. Mr. Wasp plans to rebid the project in a few months. 14.On October 28th we received notification from the Mamaroneck School District that they plan to move forward with construction on the Hommocks Pool locker rooms. The tentative start date is February 1 , 2025, with an estimated completion date of June 30th. The Recreation Department has begun notifications to current pool users of this anticipated closure and has compiled a list of alternative swim locations for those looking to swim elsewhere during this time. Mr. Jeff King, Town Board Liaison inquired if we have disputed the plans with the School District as this will be a major hardship for residents, and the aquatic staff. Mr. King stated that he will raise this matter with the Town Supervisor, due to its impact on the lives of the members of this community. Mr. King suggested that a meeting would be beneficial with the Superintendent of Schools so that they are aware that there is a sense of urgency to complete this project as quickly as possible. Mr. King would like definite dates as to the start and completion date. Commissioner Gutter has expressed that he will also be writing a letter to the School Board on behalf of the residents that they do everything in their power to expedite the work at the pool so that the community can enjoy this valuable facility. 15.The RFP for Senior Center renovation did not go back out to bid as expected. Town Engineer Robert Wasp is waiting on NYSERDA to review the proposed plans to confirm they will comply with all grant requirements. He hopes to receive a positive response soon so this can go back out to bid. 16.One of our 2025 Goals is to work with Town Engineer, Robert Wasp in initiating an engineering study on our current mechanical ice making system at the Ice Rink. This study will help with establishing a plan for future upgrades. Our current system is undersized for our use. Updates on this study will be provided. APPROVAL OF WINTER TENNIS FEES: Proposed 2024/2025 Winter Indoor Tennis Lesson Fees in cooperation with Sportime Tennis at Harbor Island Park: Youth Lessons Fee Red Ball 1 — hour class $57.50 per week Orange Ball 1 — hour class $65.00 per week Adult 1 — hour class $65.00 per week Adult 1 % hour class $96.25 per week After further discussion, on a motion made by Chairman Druker, seconded by Commissioner Paonessa, the Commission unanimously approved this request. TOWN BOARD LIAISON, JEFFERY KING UPDATE: Town of Mamaroneck Recreation Commission Meeting Minutes November 12, 2024 — Page 3 Town Board Liaison, Jeffery King had new updates for the Recreation Commission but did suggest that the Town and both Villages (Larchmont & Mamaroneck) should work together to plan an event. He suggested a half marathon, since all 3 communities do their own 5K runs, it would be nice to have a race go through all three communities. SUBCOMMITTEE UPDATE: Commissioner Sigel and Commissioner Moss have formed a subcommittee with the aim of obtaining additional information on current projects, to be used to facilitate the smoother and more timely execution of projects. Ms. Sigel presented the Commission and Ms. Fisher with a document containing questions which the subcommittee feels will help the Recreation Commission make better informed decisions on current Recreation projects. The subcommittee have also requested more information ahead of future Commission meetings to help them have clarity and be able to make informed decisions during meetings. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Sigel, the meeting was adjourned at 8:15 P.M.
