HomeMy WebLinkAbout2024_08_06 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES August 6, 2024 PRESENT: James Druker, Chairman William Paonessa Graham Gutter Darren Moss Brian Welsh EXCUSED: Joyce Callahan Susan Sigel ALSO PRESENT: Jill Fisher, Superintendent of Recreation Vicky Laoutaris, Assistant Superintendent of Recreation Ethan Samuel, Commission Secretary Jeffery King, Town Board Liaison CALL TO ORDER: The meeting held at the Senior Center, 1288 Boston Post Road, Larchmont was called to order at 7:03 P.M. by William Paonessa. ACCEPTANCE OF MEETING MINUTES: On a motion by Commissioner Welsh, seconded by Chairman Druker, the Meeting Minutes of June 11, 2024, were unanimously approved as amended. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. A copy of the email response sent to Mrs. Christine Seddon-Grofik's was enclosed. To date we have not heard back from Mrs. Seddon-Grofik. 2. We concluded our outdoor "Concerts in the Park" series on Monday, July 29th. We had nice crowds and beautiful weather for each concert this summer. 3. The fall/winter brochure is scheduled to be available on our website by Friday, August 9th Registration for many of the fall programs is scheduled to begin on Tuesday, August 20th 4. Camp Rockingstone and the Hommocks Camp, conclude on Friday, August 9th. The Teen Travel camp concluded on August 2nd Enrollment this summer was as follows: Hommocks: 291 Camp Rockingstone: 58 Teen Travel Session 1: 45 Session 2: 45 Last summer we had the following enrollment: Hommocks: 238 Camp Rockingstone: 50 Teen Travel Session 1: 40 Session 2: 35 Vicky Laoutaris will provide a summary of the camp season at the September meeting. 5. We had an enrollment of 66 in our summer swim lesson programs, and 39 in the Mamaroneck Swim Club. Last summer we had 59 enrolled in swim lessons and 44 in the swim club. 6. We currently have 8 registered for the Figure Skating Camp scheduled August 19th — 22nd Last year we had 7 enrolled in this program. 7. We will be hosting our final Outdoor Movie in the Park on Friday, September 6th. We will be showing "The Spy Next Door". The June and July movies were moved indoors to the Hommocks Ice Rink due to inclement weather. 8. We are hosting the 7th Annual Food Truck Festival in cooperation with the Town of Mamaroneck Fire Department at Memorial Park on Saturday, October 5th 9. We had 16 adults who participated in the summer fitness class. Town of Mamaroneck Recreation Commission Meeting Minutes August 6, 2024 — Page 2 10.The summer session of adult tennis lessons will conclude on August 25th with make-up classes scheduled for the following week. The fall series of lessons are scheduled to begin the week of September 9th 11 . Final invoices were submitted for the 2024 Ice Breaker Hockey Tournament. The net revenue totaled $12,893 which was deposited in the Hommocks Park Ice Rink Trust Fund. 12. The Hommocks Ice Rink and Pool Concessionaire John DeMairo has offered to host a Caribbean theme day at the pool on Saturday, August 10th 13.The Town Fire Department helped us host a BBQ for the Seniors on July 12th. We grilled and served hamburgers and hot dogs along with traditional side dishes to 130 seniors. DEVELOPMENT: 1. We have begun preparing for the 2025 budget. A review of the 2025 proposed budget will be held during the October meeting. 2. Landtek is tentatively scheduled to perform scheduled maintenance on the Carpino-Steffens Fields the week of August 12th 3. Staff members will begin removing the summer rink floor material as soon as camp ends on August 9th. The first ice rental at the Hommocks Park Ice Rink is scheduled for August 19th. Public skating is scheduled to begin Tuesday, October 1st 4. This summer we purchased and installed two AEDs at our outdoor facilities. One is attached to the exterior of the hut at Memorial Park and the other is on the exterior of the ice rink building adjacent to the Hommocks Fields. 5. We have a new full-time employee who started with us on July 17th. Ethan Samuel filled the vacant position of Senior Office Assistant and will also be serving as the Recreation Commission Secretary. 6. Eileen Puleo, Senior Recreation Leader went out on disability on July 24th for hip replacement. She is expected to be out four to six weeks. 7. Dave Andrews, Maintenance Worker, went out on disability on July 22nd due to a non-work-related injury and is expected to be out between four to six weeks. 8. We have hired a new Skating School Director, Juliana Bailey. Juliana is an experienced figure skating coach who has worked previously with Team Image Synchronized Skating, Greenwich Figure Skating Club, and Ebersole Ice Rink in White Plains. 9. We will not be moving forward with renovations as anticipated this August on the Senior Center. There was only one bid submission on the project and the bid price was significantly greater than the allocated budget for this project. Correspondence from Town Engineer, Rob Wasp regarding the bid rejection is provided. We hope to rebid this again in the fall with better results. The parking lot will be undergoing some modifications this summer to ease some of the current congestion and parking issues. The area at the back of the building that is currently gravel will also be paved to make this area safer for seniors to walk on. 10.Mrs. Spader-Grant picked up the pool pass that was transferred to her name. 11.As a follow up to the question raised at the June meeting regarding the large increase in the Retirement expense line for the Hommocks Ice Rink, the Town Comptroller reported, "there was a combination of factors involved. Two new employees that did not have a full year for retirement purposes were underestimated in 2023. In addition, one of the new employees was in an older tier that was not counted on in the estimate and rates went up. The first estimate for 2024 and the actual cost, if rates remain per NYSLRS, the total pension cost will be $39,270 for the four full- time employees (D. Andrews is split)". Chairman Druker inquired about the Hommocks Park Ice Rink Trust Fund balance. Ms. Fisher did not have the current balance on hand but thought there was at least $40,000 in the fund. She will confirm the actual fund balance for the next meeting. REVIEW AND APPROVAL OF PROPOSED 2024-2025 FALL/WINTER RECREATION PROGRAM FEE SCHEDULE: Ms. Fisher reviewed the proposed Fall-Winter Program Fee Schedule. Commissioner Welsh stated the fee increases seemed reasonable. After some discussion, on a motion by Commissioner Welsh, seconded by Commissioner Moss, the Commission unanimously approved the proposed 2024/2025 Fall/Winter Recreation Program Fee Schedule. JEFFERY KING, TOWN BOARD LIAISON UPDATE: Town Board Liaison, Jeffery King mentioned that he discussed consideration for the creation of a basketball court with lights with the Town Supervisor. Mr. King feels this would be a good time to consider adding a court since we are planning to re-pave the Town's portion of the Hommocks parking lot. JAMES DRUKER, RECREATION COMMISSION CHAIRMAN UPDATE: Chairman Druker inquired about the shade status at Memorial Park. Ms. Fisher discussed the issues that have been identified with adding shade structures around the existing playground structures including the clearances required. Options are still being reviewed and considered. Chairman Druker expressed his concern that this needs to be addressed as soon as possible. Town Board Liaison, Jeffery King discussed that there are many Town-wide projects that need to be addressed in addition to the shade at the park. One of the issues has been that engineer consultants are underestimating the cost of the projects that are being addressed by the Town of Mamaroneck.
