HomeMy WebLinkAbout2024_10_08 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES October 8, 2024 PRESENT: James Druker, Chairman Joyce Callahan Darren Moss William Paonessa Susan Sigel EXCUSED: Graham Gutter Brian Welsh ALSO PRESENT: Jill Fisher, Superintendent of Recreation Jeffery King, Town Board Liaison Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held at the Senior Center; 1288 Boston Post Road was called to order at 7:05 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Paonessa, the Meeting Minutes of September 11, 2024, were unanimously approved as amended. LETTER FROM LEARN TO SKATE USA: We received a letter from Learn to Skate USA informing us that the Hommocks Park Ice Rink will be featured in an upcoming issue of SKATING magazine for our milestone achievement of enrolling 737 participants in the Learn to Skate program. We will also be receiving a plaque which we will display at the ice rink. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1 . Registration for Session 1 of Skating School was held on September 17th Current registration for Session 1 is at 215. Enrollment in 2023 for Session 1 was 147. 2. The ice rink hosted a Learn to Skate Open House on Sunday, September 15th This event was very well attended with 103 in attendance. Last year, approximately 65 participants attended. 3. The Freestyle Skating Program began on September 10th with an enrollment of 12. Enrollment last year was 4. The Wednesday afternoon session has an enrollment of 3. Enrollment last year was 7. Walk-in participants are allowed for this program. 4. A copy of the October Newsletter was enclosed for review. 5. Daily public skating sessions began on Tuesday, October 1st 6. All fall swim lessons will begin the third week of October, and are fully enrolled as follows: Swim Lessons: 102 (20 are adults) Dolphins: 51 7. We hosted a Learn to Play Hockey Open House on Sunday, September 15th with 20 skaters enrolled. 8. Our Annual Fall Food Truck Festival was held on Saturday, October 5th and was a huge success. 9. Matt Angst, Ice Rink General Manager welcomed their 2nd child, a baby girl, Charlie on September 16th 10.The Hommocks Parking Lot was repaved and relined on October 3rd. This completes a 2018 Capital Project. Photos were enclosed. Town of Mamaroneck Recreation Commission Meeting Minutes October 8, 2024 - Page 2 11.We will be seeking bids again within the next few weeks for renovations to the front porch and yellow room at the Senior Center. The Town is hoping to receive more bids this time. SUPERINTENDENT'S UPDATE CONTINUED: 12.We were informed by the Mamaroneck School District that at the October 22nd School Board Meeting they will be discussing the funding for the Hommocks Pool Locker-Room renovation. If this project is approved, the facility will be closed from January 1st — June 30th. The School District will let the Town know of their plans on October 23rd. Ms. Fisher will keep the Commission updated on this matter. 13.As part of their summer construction plans, the Mamaroneck School District will be installing carports with solar panels in the Hommocks School parking lot and as well as solar panels on the Hommocks School roof. We have been notified that due to this project we will not have use of the cafeteria for Hommocks Camp use. 14.Due to planned construction, the Mamaroneck School District has informed us that we will not have access to any of the elementary schools this summer. We will make plans to move our Pre-School Camp back to the Monroe facility for this upcoming summer season. UPDATE ON CARPINO-STEFFENS FIELDS, HOMMOCKS OUTDOOR POOL COMPLEX, AND MEMORIAL PARK SHADE: Ms. Fisher provided a brief update on the following items: Carpino-Steffens Fields: Landtek has been asked to proceed forward with providing rehabilitation options for the two existing natural grass fields. Landtek has been asked to provide both short term and long-term rehabilitation options that would repair and maintain playability for the fields for 1 — 3 years. We are waiting on their report and proposal at this time. Hommocks Outdoor Pool Complex Improvements: Weston and Sampson have been requested to provide a Master Plan Proposal for entire outdoor pool facility. The scope of the proposal is to assess the current outdoor facility and provide master planning, conceptual design services, and budget estimates. Future construction would focus on the new splashpad utilizing existing grant money. Ms. Fisher will keep the Commission updated. Memorial Park Shade Improvements: A Request for Proposal has been prepared for Consultant Design Services for the evaluation of site conditions to determine appropriate measures to improve shade coverage at the existing playground area. The RFP deadline for submission is October 24th. Ms. Fisher will keep the Commission updated on this matter. 2025 RECREATION DEPARTMENT PROPOSED BUDGET: Ms. Fisher reviewed the Proposed 2025 Recreation Department Budget. This is a preliminary budget and will be presented to the Town Board on October 23rd. Some adjustments will need to be made after we hear from the Mamaroneck School District regarding potential pool renovations in 2025. Pool patrons will be provided a prorated refund of their current memberships, and we will need to cancel all winter and spring aquatic programs. We will provide patrons with information on other local pools to contact. TOWN BOARD LIAISON UPDATE: Mr. Jeffery King, Town Board Liaison updated the Commission that he attended a joint meeting with representatives from Fields for Kids. Town of Mamaroneck Recreation Commission Meeting Minutes October 8, 2024 - Page 3 Mr. King reported that Field for Kids is currently looking to work on a project at Harbor Island with the Village of Mamaroneck. There seem to be no current plans involving them and the Hommocks Fields. The Town is going to proceed with the geotechnical studies on the Hommocks Fields so that we have them on file. Mr. King also reported that the Town Board is working very hard on this year's budget. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Sigel, the meeting adjourned at 8:10 P.M.
