Housing Authority Meeting
Monday, October 7, 2024 Conference Room C, Ground Floor of Town Center 7:00 PM

1. Call to order
Called to order at 7:09pm.
Approval of Minutes
1. Report of Minutes from the September 9, 2024 Housing Authority Meeting
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul
Resolved, that the Mamaroneck Housing Authority does hereby approve the report of
minutes from the September 9, 2024 meeting.

Business Agenda
1. Report of Midas Property Management
Mr. Altieri reviewed the monthly report and line items that are over budget. Money
was spent on the update of units and consultants on the lease renewal process. Ms.
Philbrick-Wheaton and Mr. Altieri discussed the 2025 budget. Mr. Altieri stated
Housing Action Council is going to be asked to review new applicants. The Housing
Authority reviewed the regulations around the financials of new applicants and who
approves the applications. Seven units are available and two applicants have just
been approved. Mr. Altieri is working with Washingtonville Housing Alliance to look for
tenants.
2. Consideration -Climate Friendly Homes Program
Mr. Altieri reviewed the Climate Friendly Homes Program with the Housing Authority.
He discussed what the money from the grant could be used for, namely heating units
at the Hommocks. Mr. Thaul and Mr. Altieri discussed the qualifications of the
program. Mr. Altieri stated he is in favor of applying for the grant and would like the
Housing Authority's opinion before moving forward. Bond Counsel stated left over
money from the deck project may be used for the proposed heat system project.
Mr. Lim discussed the current state of the boilers; they will need to be changed out
because the parts are hard to find, even though they are in decent condition. Mr.

Thaul and Mr. Lim discussed the use of electric heating systems. Ms. Philbrick-
Wheaton discussed the use of grants to pay for the heat pumps and generators. Chair
Mileto said he would like to wait until next year to replace the current heating system,
since it is working and it's too late to be replaced for this coming winter.
3. Update on Marketing of Vacant Units
This item was discussed in a previous item.
4. Other Business
Mr. Lim reviewed the proposal from Errico Landscaping for the parcel of land nearest
the school and the plantings that are going to be placed in the area. The price they
gave Mr. Lim is within the threshold in NYS where the project will not have to go out to
bid. The new plan is based on the base plan from Habitat.
The Housing Authority discussed a proposed Tenant Meeting. They then discussed a
date and agenda items which would be discussed with the tenants.
5. Request for Executive Session to Discuss Potential Litigation
Moved by Board Member Philbrick-Wheaton, seconded by Board Member
Deshpande
Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into
Executive Session to discuss pending litigation.
