Delohery, Secretary to the Housing Authority Johnathan Di Bari, Dibbini &Assoc.,via Zoom Stephen V.Altieri, Housing Authority Consultant,via Zoom Michael Padernacht, Midas Management 7:30 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called the meeting to order at 7:32pm. Approval of Minutes 1. Report of Minutes from the July 8, 2024 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul Resolved, that the Mamaroneck Housing Authority does hereby approve the report of minutes from the July 8, 2024 Housing Authority meeting. Carried Business Agenda 1. Report of Midas Property Management Chair Mileto reviewed the specialties of each Housing Authority member and wish list items. Items included a camera system/inter-corn system for the complex and a possible boiler project. The Housing Authority discussed the scope of a possible HVAC project. Mr. Padernacht reviewed the monthly reports with the Housing Authority. The budget line item is less than budgeted for, due to updates of the units and application. More applications have been received from Midas Property Management. A new expense is the recertification process, which has added to the administrative line item. Rents are being paid on time and there are only small amounts owed. He then reviewed the small cosmetic improvements to the complex. Mr. Hughes addressed the Housing Authority and Mr. Padernacht on two issues with his unit. The Housing Authority and Mr. Padernacht discussed different line items. 2. Update on Income Recertification Process Mr. Altieri reviewed the recertification process with the Housing Authority. Finalized leases will be sent out soon from Midas, some are not eligible for a lease renewal in Page 1 of 2 Housing Authority September 9, 2024 2025. The Housing Authority reviewed how many units will be vacant upon the move out of residents who did not comply with the recertification process. 3. Update on Marketing of Vacant Units Mr. Altieri reviewed the marketing of the vacant units. The new applications were sent to different organizations from around the Town. He then said the Town retained an attorney for the issue of preferences. Ms. Philbrick-Wheaton and Mr. Padernacht discussed different marketing website for the complex. Councilwoman Fiddelman and Mr. Altieri discussed how they filled the complex in the past. 4. Update on Landscape Contract Mr. Altieri reviewed the landscape bid. The bid had expired and the bid bonds were sent back to the bidders. The scope of work is going to be updated and consideration is going to having the complex's landscaper check if they can complete an update to the area closest to the school. The Housing Authority reviewed areas of concern around the complex. 5. Resident Concern Mr. Hughes discussed an E-Bike policy. They are a safety hazard and one person has one. Ms. Deshpande suggested installing an E-Bike Station so they are kept at the station and not inside a unit. Mr. Altieri and Mr. Hughes reviewed fire code relating to E-Bikes. Mr. Di Bari and Mr. Padernacht discussed policies within lease relating to E- Bikes. Mr. Di Bari will present an updated lease for next year including a specific policy around E-Bikes. 6. Request for Executive Session Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande The Mamaroneck Housing Authority agreed to enter into Executive Session to discuss potential litigation. Carried 7. Discussion - Meeting Time The Housing Authority agreed to meet at 7:00pm moving forward. 8. Adjournment The Housing Authority adjourned at 8:48pm.
