Housing Authority Meeting
Monday, July 8, 2024 Conference Room C, Ground Floor of Town Center 7:30 PM

1. Call to order
Approval of Minutes
1. Report of Minutes from the June 3, 2024 Housing Authority Meeting
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Kaplan-
Macey
Resolved, that the Mamaroneck Housing Authority does hereby approve the report of
minutes from the June 3, 2024 Housing Authority meeting.

Business Agenda
1. Report of Midas Property Management
Mr. Padernacht reviewed the monthly report with the Housing Authority. He noted that
there is little change from last month, the carpeting line item is larger than expected,
but it was caused by a series of in-house updated completed by Brandon. Six vacant
units are available and one unit needs to be updated after the death of a resident.
Signage has been installed and painting is scheduled at the complex.
Shaun Hughes addressed the Housing Authority and asked how to get an application.
Mr. Padernacht said the application is being finalized and after it is, Midas will send it
out. Mr. Thaul and Mr. Padernacht talked about administrative expenses and
insurance listed on the budget.
Ms. Deshpande and Mr. Padernacht talked about a handicap sign near the entrance.
2. Report of Bids -TMHA Contract 2024-1 Landscaping
Mr. Altieri reviewed the bids with the Housing Authority. A review was completed of
the lowest two bids, since the highest bid was so far above the other two bidders.
Bryan Cantwell then reviewed the project with the Housing Authority. The bid aims to
lower the maintenance of the grounds and have native plants.
Ms. Philbrick-Wheaton and Mr. Cantwell discussed the water system for the plants.

Mr. Cantwell said the plants will need 2 years to be fully established. There is a
guarantee of one year, if a plant dies, then it will be replaced. The Housing Authority
and Mr. Cantwell discussed which plants are low maintenance and shade plants.
Small trees were selected for small areas and should be easy to maintain and won't
pull up the pavement. Ms. Philbrick-Wheaton and Mr. Padernacht then talked about
spickets.
The Housing Authority, Councilwoman Fiddelman, Mr. Altieri and Mr. Cantwell
discussed the scope of work, reviewing references of bidders, the phases of the
project. They then discussed the bonds and grants used to cover the costs of the
project.
3. Resolution - Lease Amendment-Town of Mamaroneck
Mr. Altieri reviewed the clarification in the lease agreement and tenant requirements.
The current lease needed to be clarified for the Town Board. Mr. Thaul and Mr. Altieri
discussed the requirements of the tenants. The reverification process requires all
streams of income to be listed on the reverification lease renewal application.
Shaun Hughes addressed the Housing Authority, he wanted to know if residents who
are over 80% one year and under the next, will have their rent go back to the original
price. Chair Mileto and Mr. Altieri commented that it may, but said Mr. Hughes'
question would need to be investigated. Mr. Hughes said many other residents are
upset and asked for a tenant meeting.
Mr. Altieri and Mr. Hughes discussed the process of submitting information for the
reverification process.
Ms. Deshpande and Mr. Altieri discussed the grants that helped established the
Housing Authority and complex. Mr. Altieri and Mr. Hughes discussed the tier system.
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul
Resolved, that the Town of Mamaroneck Housing Authority Board hereby approves
the lease amendment with the Town of Mamaroneck and hereby authorizes the
Chairman of the Board to execute it and any document relating to the agreement for
implementation.

4. Resident Concerns
A resident asked about how long the 80% will stay in place. Chair Mileto said this
policy would be adopted for some time.
5. Consideration of a Resolution to Adjourn into Executive Session to discuss
pending litigation.
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Thaul
Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into
Executive Session to discuss pending litigation.

The Housing Authority meeting ended at 9:24pm.
