Housing Authority Meeting
Monday, June 3, 2024 Conference Room C, Ground Floor of Town Center 7:30 PM

1. Call to order
Business Agenda
1. Consideration of a Resolution to Adjourn into Executive Session to discuss the
terms of lease agreements
Moved by Board Member Deshpande, seconded by Board Member Kaplan-Macey
Resolved, that the Mamaroneck Housing Authority does hereby agree to enter into
Executive Session to discuss the terms of the lease agreements.

Resolved, that the Mamaroneck Housing Authority does hereby agree to exit
Executive Session.

2. Report of Minutes from the May 6, 2024 Housing Authority Meeting
Moved by Board Member Deshpande, seconded by Board Member Kaplan-Macey
Resolved, that the Mamaroneck Housing Authority does hereby approve the report of
minutes from the May 6, 2024 Housing Authority meeting.

3. Report of Midas Property Management
Mr. Padernacht reviewed the monthly report with the Housing Authority. He included
the budget line items in the report and the arrears. Not much has changed in the
budget; everything is on target. The final payment to Vinco has been transferred. Mr.
Padernacht will present a record to the Housing Authority once the project is
complete. No tenant is beyond a thirty day marker, so no one is being recommended
for legal action. He has been working with Mr. Altieri and Ms. Noonan to recertify
tenant lease renewals.

Mr. Altieri said Ms. Noonan will provide a final determination for finals steps.
5. Discussion - Background Paper on Hommocks Park Apartment
Mr. Altieri gave background on when the Housing Authority was created, when the
complex was built, and the current 80% and 90% AMIs that the Housing Authority is
working with. Ms. Deshpande and Mr. Altieri discussed affordable vs. workforce
housing. Mr. Altieri said when the Housing Authority was created the terms were
interchangeable, but the grants used to form the Housing Authority referred to
affordable housing. He also discussed the increase in Section 8 units. Ms. Kaplan
Macey asked about publishing the paper so tenants and residents understand the
history of the complex.
6. Update on Sign and Landscaping Projects - No Document
Ms. Deshpande updated the Housing Authority on the signs, which have been
erected.
Mr. Altieri reviewed the Landscaping Project. He said the bid is going out in phases.
The bid opening is June 20th in Town Center. At the July 2024 meeting, the bids will
be reviewed and a recommendation will be made. The contractor will have the
summer to collect the materials to do work in September/October.
