Mr. Delius explained the meet...nics of such a project and said the Town
could pay for prLiLninary maps and cisns out of Surpius znu borrow tre
money for construction. 'There is no money in the Sewer District
budget at this time for such a tfiinu .
The Supervisor suggested to Mr. Matel that a plan be worked out with
the Town ,_tturnsy, wt:erety the ,)eopie in the Prince i,illows develop-
ment, the uevelopers thereof, euu the developer of the Hall property,
would make a contribution of whatever the engineering charge would

refunded any part of this money, it would be returned to the people
who made the contribution.

he suggested that some thought be given to creating P new and separate

The Supervisor presented a letter, dated May 3, 1954, from Air. Viiliam
d. Johnson, Village :Manager of the Village of Mamaroneck, requesting
approval of an arcenced resolution of the villege of Mamaroneck, modi-
fying a sale by the village, of Section 8, Elocs 12, Plot I., on the
Village Assessment ,lap (B1ocK 306 Parcel 1 on tha Town Assessment Map) .
The original resolution of the Villae was L_ roved by this Board.

followi2g resonation was, upon roll call, wienimously adopted:

Mr. O'Brien reported that the summer work of relining the burners at
the Incinerator, is being done and the plant will be in good shape.
This should take care of complaints concerning soot from residents
of the Village of Larchmont .
Mr. O' Brien also reported that the new sweeper had arrived and would
be in operation very shortly.
He went on to report that the FWD truck, purchased in 1947, at a cost
of $17,000, is giving serious trouble in the matter of steering and he
would, therefore, like to install power steering at an approximate
cost of $650 . The Board gave its approval to this .
Mr . Brush reported that since the last meeting of this Board , he had
attended two meetings on recreation . One was the meeting of the
swimming pool committee, where Mr. Walter E. Warner, Jr. was elected
Chairman. Mr . Brush has conferred with Mayor Gagliardi of Larch-
mont, who has appointed a similar committee there, and it is now his
understanding that the two committees will be consolidated into one,
to study the matter and present a proposition .
Mr. Brush also attended a meeting of the Teenage Center Committee
where Mr. David L. Eggers was elected Chairman. Here it was decided
to add a member to the committee from the Board of Education, one
from the Teenagers , and one or two from the two Villages. There will
be further study and then some sort of a definite proposal .
Mr . Waterman asked to be relieved from membership on this committee .
Mr. Brush believes there is a big problem in the matter of recreation.
He would like to propose that this Board consider the appointment of
a Recreation Commission to be appointed or created according to law.
He would like some expression of opinion from the Board Members about
this and perhaps at the next meeting, each Board Member would propose
L a name, 5 in all .
Mr. McKeever asked permission to have the Village Board in Mamaroneck
name an appointment to this Commission.
Mr. McKeever asked whether the Pool Committee (after consolidation of
the Town and Village Committees) is planning to go ahead with a sur-
vey, etc.
The Supervisor wants the Recreation Commission divorced entirely from
politics . It must also be made clear that they are not being appointed
to spend the taxpayers ' money.
Mr. Delius explained how such a Commission must be set up.
The Supervisor stipulated that the Commission members should have some
knowledge of recreation.
Mr. McKeever suggested that there might be a Recreation District created.
The Supervisor stated that the Village of Larchmont has its own recrea-
tion program.
Mr. Waterman read his report on parking and the same was filed with the
Clerk.
L Mr. Waterman suggested that the Board approve Plan #2 contained in the
report.
The Supervisor suggested that the report be referred to the Town Attorney
and the Police Commission for study, and, perhaps , to an engineer who
could give some basic figures .
The Supervisor then gave a brief history of the work done by himself with
former Councilman Embury and Mr. Delius, with the Railroad Company on
this same problem. He said the parking problem is nationwide and has
been corrected to a great degree by meters .
625
When the Tnruway is completed,wnict-i will be less tnen 2 years, their
engineers wili lay out a parkin,=_, plan at tree Station -wr ich will be
different from anytk:ing the Town mignt do. Plans call for 20%' more
parking than ti.e Town teas at present.
Mr. Prush said iie aid not so understand this .
The Supervisor feel tae rLrKin, area now will to : waste of money.
Mr. k'aterman feels t!_e mE.tter ha been under consideration 'or two
years and nothing iiLs core of it, and he does not see any assurance
that tae Tt,.ruwoy will to com meted within two years or even five years.
lle again moved that the Lo- r` aiprove _enerally, his Plan #2, tsitn the
understanding that any revision deemea necessary after study, will to
made.
Mr . Kane agrees t:i, t there is a very serious protiera at the Station
witn regarn to oe.rking. However, he asked tizat the matter be put over
until next meeting waen he could , perhaps, snbotit some fnrtncr infor-
mation re=arding steel n:at_, etc. , :rich i ;ht reduce the cost.
6gain Mir. Waterman asked for general approval of Plan ff2.
The Supervisor suggested teat Mr. Delius be sutnorieu to contact the
Ne-a Haven iia ilw y Compary . ith a view to continui °st. - =p,o tiations
for s metered p, rki-Y area, t?,e deters to be 5,• and 25¢ .
This met with general arprovai and on action by Councilman l:ateraan,

ing meters in the : rrl G sp ce preseitly used by

ing - ith the rest of the i'oard.
Tne Supervisor asked what an angineerrs d,:ties would ce.

Mr. McKeever had -nothing to report.
