HomeMy WebLinkAbout2012_08_27 Town Board Minutes August 27, 2012 MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON AUGUST 27, 2012, BEGINNING AT 10:00AM IN CONFERENCE ROOM A OF THE TOWN, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilwoman Phyllis Wittner Councilwoman Abby Katz Councilwoman Jaine Elkind Eney ABSENT: Councilman Ernest C. Odierna ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator CALL TO ORDER The Special Meeting of the Town Board was called to order by Supervisor Seligson at 10:00AM. On motion of Councilwoman Katz, seconded by Councilwoman Wittner, the Meeting was unanimously opened. Mr. Altieri explained that normally the Tax Warrants are prepared for authorization at the August meeting, but due to the conversion from RPS to KVS there where glitches that caused a delay. By law these warrants must be issued prior to the next scheduled Town Board Meeting. The Town Board reviewed the tax Warrant prepared by the Town’s Comptroller. On motion of Councilwoman Wittner, seconded by Councilwoman Elkind Eney, the following was approved, TOWN OF MAMARONECK SCHOOL TAX WARRANT FOR THE YEAR 2012 STATE OF NEW YORK ) COUNTY OF WESTCHESTER ) TO: Receiver of Taxes of the Town of Mamaroneck in said County 1 August 27, 2012 YOU ARE HEREBY COMMANDED, to receive and collect from several persons named in the assessment roll of the Union Free School District in the Town of Mamaroneck, hereunto annexed and herewith delivered to you, the sum of the School Taxes of said School District set opposite their respective names in accordance with provision of Chapter 852 of the Laws of 1948 (Title 16) and the acts amendatory thereof and supplemental thereto including the amendment made by Chapter 386 of the Laws of 1962 and the resolution adopted by the Town Board of the Town of Mamaroneck on August 27, 2012. AND YOU ARE HEREBY COMMANDED, to deposit all such monies so collected by you in virtue of the warrant, to the credit of the Town of Mamaroneck, into the JPMorgan Chase Bank, N.A., as provided by said Chapter 852 of Laws of 1948 (Title 16) and the acts amendatory thereof and supplemental thereto including the amendment made by Chapter 386 of the Laws of 1962 and resolution adopted by the Town Board of the Town Of Mamaroneck on August 27, 2012, such taxes being levied against the said School District for the year 2012 for the following purposes, viz: APPROPRIATIONS Program Component $ 89,962,376.00 Administration Component 13,040,885.00 Capitol Component 21,292,636.00 TOTAL APPROPRIATIONS $ 124,295,897.00 ESTIMATED RECEIPTS Revenue-Other Districts & Governments $ 1,839,000.00 Revenue from Local Sources 400,000.00 Interest on General Fund Investments 125,000.00 State Aid 6,589,998.00 Refund of Prior Expenses 225,000.00 Appropriated Fund Balance 2,500,000.00 County Sales Tax 1,350,000.00 Reserves 1,000,000.00 TOTAL REVENUES $ 14,028,998.00 TOTAL WARRANT AMOUNT $ 110,266,899.00 LESS AMOUNT TO BE PAID BY STATE (STAR PROGRAM) $ 7,513,130.41 NET AMOUNT TO BE RAISED BY TAXATION $ 102,753,768.59 AND YOU ARE FURTHER COMMANDED, to make and file with the undersigned Supervisor of the said Town, as required by Chapter 852 of the Laws of 1948 (Title 16), and the acts amendatory thereof, and supplemental thereto, including the amendment made by Chapter 286 of the Laws of 1962 and the 2 August 27, 2012 resolution adopted by the Town Board of Mamaroneck, on August 27, 2012, the reports provided for by said Law. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of said Town to be hereunto affixed this 27th day of August, 2012. _________________________________ NANCY SELIGSON SUPERVISOR TOWN OF MAMARONECK Mr. Altieri noted receipt of a check in the amount of $1,000.00 from the Murray Avenue School PTA. The PTA had agreed to partially fund the upgrade to the school crossing at Murray Avenue and Colonial Avenue. Supervisor Seligson noted that Mary Stanton is working on a grant application for the Complete Streets Program. This is a no match grant for funds to be used to modify the cross walk in front of Central School, 4 August 27, 2012 and modifications in front of Murray Ave School. Supervisor Seligson noted that as an additional recommendation from complete Streets, but not part of the grant funding, the Town will paint a crosswalk behind Hommocks School. Supervisor Seligson noted this is a great opportunity to move forward with a number of Complete Street recommendations that will not require Town funding. Councilwoman Katz noted that the Town Board is invited to the home of Nancy Bressler and Doug Starn on September 22 at 10:30. The Board is being invited as a thank you for all their hard work in upgrading the Gardens’ Lake. Supervisor Seligson noted that the newly formed Environmental Committee will meet this Tuesday to review a plan prepared by Tony Geller. Mr. Geller will also meet with the Town Board at the September Town Board meeting. Unfortunately Syrette Dym will not be able to attend the next Town Board Meeting, but will attend the second September meeting.
