HomeMy WebLinkAbout2014_07_14 Town Board Minutes July 14, 2014 MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON JULY 14, 2014, AT 6:00PM IN CONFERENCE ROOM A OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilman Ernest C. Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilman Thomas A. Murphy ALSO PRESENT: Christina Battalia, Town Clerk Connie Green O’Donnell, Assistant Town Administrator Richard Rivera, Police Chief CALL TO ORDER On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the meeting was unanimously opened at 6:00PM. The Town Board reviewed a memo from Chief Rivera dated July 11, 2014, outlining the salary authorization request to appoint Brendan T. McManus a Probationary Police Officer. Mr. McManus will begin his Academy Training on August 4, 2014. The Chief explained that due to the retirement of Detective/Youth Officer Robert Reynolds and the upcoming promotion of P.O. William Maier to Detective/Youth Officer in August there is a vacancy within the Police Department. Chief Rivera also noted that there is an expected retirement at the end of 2014, so the Department will have to begin the hiring process again then. On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was RESOLVED, that the Mamaroneck Town Board does hereby appoint Brendan T. McManus a Probationary Police Officer effective August 1, 2014 at an annual salary of $40,000. The above resolution was put to a roll call vote: Murphy Aye Elkind Eney Aye Katz Aye Odierna Aye Seligson Aye ADDED ITEMS 1 July 14, 2014 Supervisor Seligson also noted an email from Village of Mamaroneck Mayor Norm Rosenblum in which he stated that the Attorney hired by the Village of Mamaroneck did give his opinion that, yes the LMC-TV could use PEG money for Capital projects and not just operating costs. Additionally, Supervisor Seligson and Steve Altieri had an impromptu meeting with Eric Lewis of LMC-TV. It was an opportunity to hear directly from Mr. Lewis his ideas about the concept of a home for LMC-TV in the old Fire House on Mamaroneck, as well as for Mr. Lewis to hear firsthand some of the Town’s concerns. Supervisor Seligson updated the Board on the continued discussion with the Library Board and the Village and Town regarding the Library’s request to incorporate the Village Community Room into the Library facility. She and Mr. Altieri met with the Library Director Laura Eckley and a Library Board Member, Maureen LeBlanc, to discuss this. Supervisor Seligson had a subsequent conversation with the Library Board Chair, Pamela Dubitsky, in which she emphasized to Supervisor Seligson the need to see the Community Room space as a community facility and not just in terms of cost to the Town, and reminded the Supervisor that there are costs the Village bears for the Library that are not shared with the Town. Supervisor Seligson advised the Town Board to consider the concept as she believes the Town will be approached to consider this more formally. Supervisor Seligson also informed the Town Board that the Westchester County (WC) Board of Legislators’ (BOL) Committee on Energy and Environmental met with the Westchester County Board of Legislators’ Infrastructure Committee on July 15, 2014 for review and approval of the Coastal Long Island Sound Storm Water Reconnaissance Plan. The new WC Stormwater Law requires each major drainage basin of the County to produce a Reconnaissance Plan listing potential storm water projects. The Law defines a Reconnaissance Plan as “a conceptual plan prepared on a watershed basis that locates and describes areas of flood or storm water management problems, existing storm water management facilities, and proposed or potential capital improvements that are appropriate to reduce flooding and flood damage.” The Town of Mamaroneck submitted priority potential storm water projects to the County. The Plan includes a ranked list of projects from all the participating municipalities. The County currently has $15 million in a capital budget line for County-wide potential projects. Municipalities would have to provide a 50% match to County funding with 15% in-kind match allowed. The Committees requested comments from LISWIC and the municipalities included in the Plan. The County BOL could approve the Plan at their August 4, 2014 meeting. Councilwoman Katz gave a brief update on the web site redesign noting that she, Councilman Odierna and Councilwoman Elkind Eney met with the contractor. The Board will take photos at the next Town Board Meeting in order to update the website.
