MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK HELD ON APRIL 10, 2014, AT 3:30PM IN CONFERENCE ROOM A
OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK
PRESENT:
Supervisor Nancy Seligson
Councilman Ernest C. Odierna
Councilwoman Abby Katz
Councilwoman Jaine Elkind Eney
ALSO PRESENT: Christina Battalia, Town Clerk
Stephen V. Altieri, Town Administrator
Connie Green O’Donnell, Assistant Town Administrator
ABSENT: Councilman Thomas A. Murphy
CALL TO ORDER
On motion of Councilwoman Katz, seconded by Councilman Odierna, the meeting was unanimously opened
at 3:30PM.
Expansion of the Cold War Veterans Exemption
Supervisor Seligson explained that in 2008 the County of Westchester enacted legislation that allowed the
Town to increase the amount of the exemption from Town and County real estate taxes on qualified
residential property. The Town and certain other communities were not advised of this legislation until
recently. The purpose of this law is to increase the amount of the exemption from Town and County real
estate taxes on qualified residential property to the maximum allowed under the County’s 2008 legislation.
The Town will need to set a public hearing to propose this legislation.
On motion of Councilwoman Elkind Eney, seconded by Councilman Odierna, it was unanimously
RESOLVED, that the Mamaroneck Town Board does hereby set the date for a Public Hearing on the
proposed legislation on the Expansion of the Cold War Veterans Exemption, for April 23, 2014 at
8:00PM in the Court Room of the Town Center, and
BE IT FURTHER,
RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said
hearing in a newspaper appointed as an official newspaper, and that said Notice, be
posted.

Proposed License Agreement - Village of Larchmont
The Town Board reviewed a memo from Mr. Altieri dated April 9, 2014 regarding a proposed license
agreement with the Village of Larchmont. Due to the upcoming street scape project in the Village of
Larchmont, the Village is looking for a staging area for their contractor. They have asked the Town if they
could use the vacant lot on Fifth Avenue as a site. Mr. Altieri outlined in his memo 11 conditions of a
proposed agreement.
On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was unanimously
RESOLVED, that the Mamaroneck Town Board does hereby approve of an agreement with the
Village of Larchmont for use of the vacant lot on Fifth Avenue and Madison Avenue, and
BE IT FURTHER,
RESOLVED, that the Town Administrator is hereby authorized to sign said Agreement, subject
to final form of agreement by William Maker, the Town Attorney, on behalf of the Town.
Board of Assessment Review
Supervisor Seligson noted that she believes she has a candidate interested in being a member of the Board
of Assessment Review. Supervisor Seligson will reach out to this person.
Supervisor Seligson appointed Councilwoman Elkind Eney as Deputy Supervisor from April 12, 2014 through
April 18, 2014 during Councilman Odierna’s absence as well as her own.

On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the meeting was unanimously
adjourned at 3:50 PM
