SPECIAL MEETING OF THE TOWN BOARD
TOWN OF MAMARONECK, NEW YORK
HELD JUNE 28, 1941
In the Directors ' Room of the Trust Company of Larchmont,
Larchmont, New York.
The meeting was called to order by Supervisor McCulloch
at 10 A. M.
Present: Supervisor McCulloch
Councilmen Griffin, Mandeville and Meginniss
Absent: Councilman Bates
The presence was also noted of Town Clerk Payne.
The Supervisor stated that because of the day being
Saturday and a half-holiday it was more convenient for some of the
members of the Board to hold the meeting in the Trust Company build-
ing. He thanked Mr. Griffin for making the arrangements and explained
that the -meeting was called in order to consider before July 1st the
question as to whether or not the fifteenth election district of the
Town should be divided. He asked the Town Clerk if he had heard any-
thing in reply to the letters mailed to the chairmen of the political
parties, asking them for comments .
The Town Clerk reported that one letter dated June 25, 1941,
was received from Burton C. Meighan, Chairman of the Republican Town
Committee. The letter advised that at a meeting of the Committee the
question of the size of the fifteenth district was carefully discussed
and that it was the opinion of the majority that it would be desirable
to divide same, the division to take place on the line of the New York,
New Haven & Hartford Railroad property.
Following a lengthy discussion during which the members of
the Board considered the above mentioned letter, the recommendations
. of the Board of Elections and the requirements of Section 64 of the
Election Law, it was on motion by Councilman Griffin, seconded by
Councilman Meginniss, upon roll call
RESOLVED, that the map submitted at this meeting,
as amended, creating 16 election districts in the
Town of Mamaroneck be and it hereby is approved;
• and be it
FURTHER RESOLVED, that the boundaries of said
16 election districts in the Town of Mamaroneck, as
shown on said map, be and they hereby are described
as follows:
DISTRICT NO. 1
Bounded on the south by the N. Y. , N. H. & H. Railroad
tracks, on the east by the center line of Mamaroneck
River, on the north by the center line of Barry Avenue
and Winfield Avenue and on the west by the center line
of Old White Plains Road and Mamaroneck

DISTRICT NO. 2
Bounded on the south by the N. Y. , N. H. & H. Railroad
tracks, on the east by the center line of Mamaroneck
Avenue, and Old White Plains Road, on the north by the
Town of Mamaroneck-Village of Mamaroneck boundary line
and on the west by the Town of Mamaroneck-Village of
Mamaroneck boundary line .
DISTRICT NO. 3
Bounded on the south by Long Island Sound, on the east
by the center line of Mamaroneck River, on the north
by the N. Y. , N. H. & H. Railroad tracks and on the west
by the center line of Fenimore Road.

Bounded on the south by Long Island Sound, on the
east by the center line of Fenimore Road, on the north
by the N. Y. , N. H. & H. Railroad tracks, and on the
west by the- Town of Mamaroneck-Village of Mamaroneck
boundary line.
DISTRICT NO. 5
Bounded on the south by a line starting at a point
on the Town of Mamaroneck-Village of Mamaroneck
boundary line situated 1300 feet easterly from the
center line of Fenimore Road and extending to the
center line of Old White Plains Road, thence southerly
to the intersection of Old White Plains Road and Winfield
Avenue, thence along the center line of Winfield Avenue
and Barry Avenue, on the east by the center line of
Mamaroneck River, on the north by the Town of Mamaroneck-
Town of Scarsdale boundary line and on the west by a
line starting at a point on said Town of Mamaroneck-
Town of Scarsdale boundary line 1300 feet easterly from
the center line of Fenimore Road and extending southerly
to a point on the Town of Mamaroneck-Village of Mamaroneck
boundary line, which point is 1300 feet easterly of
Fenimore Road.
DISTRICT NO. 6
Bounded on the south by the center line of Boston Post
Road, on the east by the Town of Mamaroneck-Village
of Larchmont boundary line, on the north by the N. Y. ,
N. H. & H. Railroad tracks and on the west by the
center line of Chatsworth Avenue.
DISTRICT NO. 7
Bounded on the south by the center line of Boston Post
Road, on the east by the center line of Chatsworth
Avenue, on the north by the N. Y. , N. H. & H. Railroad
tracks and on the west by the center line of East
Avenue and Larchmont Avenue .
DISTRICT NO. 8
Bounded on the south by Long Island Sound, on the
east by the Village of Larchmont-Town of Mamaroneck
boundary line, on the north by the center line of
Boston Post Road and on the west by the center line
of Beach Avenue.
DISTRICT NO. 9
Bounded on the south by the center line of Boston
Post Road, on the east by the center line of Larchmont
Avenue and East Avenue, on the north by the N. Y. ,
N. H. & H. Railroad tracks, and on the west by the
Town of Mamaroneck-City of New Rochelle boundary line.
DISTRICT NO. 10
Bounded on the south by Long Island Sound, on the
east by the center line of Beach Avenue, on the
north by the center line of. Boston Post Road, and
on the west by the Town of Mamaroneck-City of New
Rochelle boundary line.
DISTRICT NO. 11
Bounded on the south by the N. Y. , N. H. & H. Railroad
tracks, on the east by the center line of N. Chatsworth
Avenue and Murray Avenue, on the north by the northerly
line of the Pelham-Port Chester Parkway from the center
line of Murray Avenue to the center line of Madison

to a point thereon 100 feet northwesterly from' the
northerly line . of Lester Place, thence westerly along
a line 100 feet northerly from the northerly line of
Lester Place and parallel therewith to the Town of
Mamaroneck-City of New Rochelle boundary line and on
the west by the Town of Mamaroneck-City of New Rochelle
boundary line.
DISTRICT NO. 12
Bounded on the south by the center line of Forest
Avenue, the center line of Weaver Street from Forest
Avenue to Rockland Avenue and the center line of
Rockland Avenue from Weaver Street to the Town of
Mamaroneck-Village of. Mamaroneck boundary line ' and by
said boundary line to a point thereon 1300 feet easterly
from the center line of Fenimore Road, on the east by
a line 1300 feet easterly from the center line of
Fenimore Road to a point on the Town of Mamaroneck-
Town of. Scarsdale boundary line 1300 feet easterly from
the center line of Fenimore Road, on the north by the
Town of Mamaroneck-Town of Scarsdale boundary line and
on the west by the Town of Mamaroneck-City of New
Rochelle boundary line.
DISTRICT NO. 13
Bounded on the south by a line drawn parallel with
and 100 feet northerly from the northerly line of
Lester Place running from the Town of Mamaroneck-City
of New Rochelle boundary line to the center line of
Madison Avenue, thence southerly along the center line
of Madison Avenue to the northerly line of the Pelham-
Port Chester Parkway, thence northeasterly along said
line to the center line of Murray Avenue, bounded on
the east by the center line of Murray Avenue, on the
north by the center line of Forest Avenue and on the
west by the Town of Mamaroneck-City of New Rochelle
boundary line .
DISTRICT NO. 14
Bounded on the south by the N. Y. , N. H. & H. Railroad
tracks, the Town of Mamaroneck-Village of Larchmont
boundary line and the center line of Boston Post Road,
on the east by the center line of Weaver Street, on the
north by the center line of Forest Avenue and on the
west by the center line of Murray Avenue and N. Chats-
worth Avenue .
DISTRICT M0. 15
Bounded on the south by the center line of the N. Y. ,
N . H. & H. Railroad, on the west by the center line of
Weaver Street, on the north and east by the center line
of Rockland Avenue and on the east by the Town of
Mamaroneck-Village of Mamaroneck boundary line to the
center line of the N. Y. , N. H. & H. Railroad.
DISTRICT NO. 16
Bounded on the east by the Town of Mamaroneck-Village
of Mamaroneck boundary line from the center line of the
N. Y. , N. H. &. H. Railroad to the waters of Long Island
Sound, on the west by the waters of Long Island Sound
and the Village of Larchmont line to the center line of
the, Boston Post Road, thence easterly along the center
line of the Boston. Post Road to Weaver Street, thence
continuing bounded on the west by the center line of
Weaver Street to the center line of the N. Y. , N. H. & H.
Railroad.

• The Supervisor stated that it was in order to consider
other business if the members of the Board so desired.
Councilman Meginniss informed the Board that. Fire Chief
Lindale had filed with the Town a copy of a letter received from the
Town' s insurance broker, advising that the Town was fully covered
against loss should the men or equipment become involved in an accident
while attending the annual firemen'.s parade in Port Chester, New York.
Supervisor McCulloch informed the Board that Mr. Thomas
Morrison had called to his attention the necessity of a broader
ordinance covering the installation of oil burners. He recommended
that this matter and the question about licensing fuel trucks be given
consideration at a later meeting.
Councilman Mandeville stated that he had presented the
question about licensing fuel trucks several years ago and that at
the present many of the towns and cities surrounding Mamaroneck have
such ordinances . He recommended that the Town Clerk be directed to
contact the Fire Chief of the City of New Rochelle and obtain copies
of the fire prevention ordinances.
Councilman Griffin informed the Board that Councilman Bates
was getting along quite well following a major operation.
The members of the Board were quite pleased to hear the
good news and wished him a speedy recovery. They said that they
would look forward to the day when he would be back at the board
meetings .
• Councilman Meginniss suggested that a conference be held
sometime before the next meeting to consider the annual report and
recommendations of the Town' s auditors .
It was agreed to hold the conference on July 2, 1941 at
8 P. M.
The meeting was adjourned at 10:30 A. M.
