HomeMy WebLinkAbout1923_08_15 Town Board Minutes (2) Meeting of the Joint Town Board TOWN OF MAMARONECK held August 15th, 1923. The meeting was called to order by Supervisor Burton at 9 P.M. PRESENT: Supervisor Burton Justices Boyd, Collins, Dudley, Shafer Superintendent of Highways Coles Town Clerk Sherman Counsellor Gamble. Upon motion, duly seconded, it was VOTED that the reading of the minutes of meetings not yet approved be dispensed with. A communication from the Colonial Park and Neighborhood association was received and read, relating to several matters including the water extension on Rockland Avenue, grading of Sheldrake Avenue and the ditch at the corner of Weaver Street and Forest Avenue. After some discussion, the matters were referred to the Superintendent of Highways for his recommendation and report, and the Clerk was requested to acknowledge receipt of the communication. The Superintendent of Highways submitted his report for the month of July, showing work performed on the various highways throughout the Town. Same was ordered noted in the minutes and placed on file. The Superintendent of Highways, Mr. Coles, presented a petition which he had received from residents and property owners on Meadow Place, petitioning the Town Board for the acceptance of said street as a Town highway. The petition was ordered received, spread upon the minutes and same was referred to the Superintendent of Highways for his recommendation and report. To: The Honorable Town Board of the Town of Mamaroneck, N.Y. John B. Coles, Esquire Superintendent of Highways of the Town of Mamaroneck, N.Y. We, the undersigned taxpayers and owner of more than one- half of the property abutting on Meadow Place, Howell Park, in the Town of Mamaroneck, New York (the value of our properties being based upon the last preceding assessment roll) do hereby petition your Honorable Board and the Town Superintendent of Highways of the Town of Mamaroneck, that the Meadow Place, a private highway in Howell Park, running from the intersection of Howell Avenue in an easterly direction to the intersection of Caerleon Avenue, in said Town, be accepted as a public highway. We hereby agree to procure without expense to the Town, such releases and other instruments as may be necessary to effect the dedication of said Meadow Place. Dated, July 26, 1923. Howell C. Perrin Howell Realty Company by Ella Cecilia Howell, President William Stewart Williams R. Malcolm Sills. Capt. Nichols of the Weaver Street Fire Company asked that additional lights be placed on Weaver Street in front of the Fire House. Upon motion, duly seconded, it was VOTED that the matter be referred to the Fire House committee of this Board with authority to have same installed. The Superintendent of Highways recommended that two street lights be placed on Premium River Road, and upon his recommendations it was RESOLVED that the Westchester Lighting Company be and it hereby is authorized and directed to install two street lights on Premium River Road, Dillon Park, under the supervision and direction of the Superintendent of Highways. The matter of the sidewalk on the Westerly side of Murray Avenue from the end of the present walk northerly to Glenn Road was brought up, and upon notion of Justice Dudley, seconded by Justice Collins, the following resolution was upon ROLL CALL, unanimously adopted: RESOLVED that the Town Superintendent of Highways be and he hereby is authorized and empowered to secure estimates for the laying of a four foot concrete sidewalk along the westerly side of Murray Avenue from the end of the present walk in a northerly direction to Forest Avenue, and be it further RESOLVED that upon receipt of said bids, the Town Superintendent of Highways may either proceed to employ necessary men and obtain the necessary material to lay and construct the aforesaid sidewalk, or in his discretion may cause said work to be done by others under his supervision. The Superintendent of Highways spoke of complaints received regarding dust on Myrtle Avenue, due to sewer construction, stating that requested has been made for the spreading of oil on said street, The matter was referred to the Superintendent of Highways, to take up with the Sewer Commissioners, with a view to compelling the con- tractor on the sewer to have oil spread upon the road. Supervisor Burton brought up for consideration the matter of grading Edgewood Road extension westerly to Murray Avenue, and after the matter was discussed at some length, on motion by Justice Boyd, seconded by Justice Shafer, the following resolution was upon ROLL CALL, unanimously adopted: RESOLVED that the Town Superintendent of Highways be and he hereby is authorized and empowered to cause to have graded Edgewood Road extension from the intersection of Murray Avenue in a westerly direction to Chatsworth Avenue; that said road be widened to full width of 80 feet throughout the whole length and that said improvement be carried out under his supervision, the cost of which shall not exceed $5000., and be it further RESOLVED that there by levied and assessed against the taxable property situated within the unincorporated limits of the Town of Mamaroneck (outside the Villages of Larchmont and Mamaroneck) and collected, the sum of $5000. to pay for the expense of grading and widening Edgewood Road extension from Murray Avenue in a westerly direction to Chatsworth Avenue; and be it further RESOLVED that the Supervisor be and he hereby is authorized and empowered to negotiate and sell one or more certificates of indebtedness aggregating $5000. in the name and upon the credit of the Town of Mamaroneck, the proceeds of which shall be applied in pay- ment of the cost of grading and widening Edgewood Road extension in the Town of Mamaroneck; said certificates shall nature at such time as the Supervisor shall de- termine not exceeding eighteen months from the date thereof; shall bear interest at the rate of 6%, and shall be sold at not less than par; and be it further RESOLVED that the Supervisor and the Town Clerk be and hereby are authorized and em- powered to sign such instruments as shall be necessary in order to effect the sale of said certificates of indebtedness. The Supervisor brought to the attention of the Board the seriousness of the water situation, and spoke of the action taken by other municipalities requesting the Board of Water Supply of the City of New York to grant permission to take water from Rye Lake. Upon his recommendation the following resolution was unanimously adopted: WHEREAS, the residents of the Town of Mamaroneck are supplied with City water which is furnished by the Mamaroneck River a stream which receives its source of supply srom St. Mary's Lake and Forest Pond, and it now appears that these lakes are practically dry and the supply of water for our inhabi- tants will not last for a period in excess of three days, to say nothing of the dangers that will result in the event of Fire; now therefore, be it RESOLVED, that this Board does hereby make ap- plication through the City of New York to Nicholas J. Hayes Esq., its commissioner, for permission to take water from Rye Lake, the same to be metered and charted to the Town of Mamaro- neck, and used in supplying; the residents of the Town with water, and that the Supervisor be and he hereby is authorized to make such application for and on behaf of the Town, the same to be for and on behalf of the Town, the same to be withdrawn from the Lake and conveyed to Forest Lake as set forth and shown on the diagram hereto annexed. He also spoke of the necessity of requesting residents of the Town to conserve the water supply, and it was VOTED that the Clerk be authorized and empowered to cause a notice to that effect to be published and printed in the local newspapers, and to have said notice distributed throughout the Town.
