HomeMy WebLinkAbout1922_08_15 Town Board Minutes (2) Meeting of the Joint Town Board, TOWN OF MAMARONECK, heId, August 15th, 1922 The meeting was called to order by Supervisor Burton at 9.15 P.M. PRESENT: Supervisor Burton, Justices, Boyd, Collins and Dudley Supt. of Highways, Anthes, Town Clerk Sherman. Upon motion, it was voted to dispense with the reading of minutes of meetings not yet approved. A communication from George S. Towls, Engineer, was received and read stating that the total square feet for the laying of the Murray Avenue sidewalk had been estimated by him as being 6,318.20 square feet. The communication was ordered received, noted in the minutes and placed on file. The Town Superintendent of Highways reports that he has estimated the cost of constructing a concrete sidewalk on the easterly side of Murray Avenue in the Town of Mamaroneck, between a point opposite the center line of Glen Road and Forest Avenue at the sum of fifty cents a square foot, aggregating the sum of $3,159.10. Upon motion duly made by Justice Collins, seconded by Justice Dudley, it was unaimously RESOLVED, that the estimate of the Supt. of Highways be approved and that a con- crete sidewalk 4 feet in width be laid and constructed along the easterly side of Murray Avenue between a point opposite the center line of Glen Road and Forest Avenue, under his supervisionl and be it further RESOLVED, that the cost of said improve- ment be assessed against Sidewalk District #1, of the Town of Mamaroneck; and be it further RESOLVED, that the sum of $3,159.10 be and the same hereby is levied and assessed against the taxable property lying within Sidewalk District #1, of the Town of Mamaro- neck, and collected, for the purpose of paying the cost of laying and constructing said sidewalk; and be it further RESOLVED, that the Supervisor be and he hereby is authorized and empowered to issue negotiate and sell one or more certificates of indebtedness not exceeding in the aggreg- ate the sum of #3,159.10, at not less than par, to bear interest at a rate not exceeding 6% per annum and to mature at such time as the Supervisor may deem proper, the proceeds of which shall be used for the payment of said sidewalk improvement. A communication from Mr.MoDonald, County Engineer, addressed to Supervisor Burton, dated August 15th, 1922, was presented by the Town Clerk and read, in relation to the Palmer Avenue improvement, section two, which was ordered placed on file. The Town Clerk also presented tracings of the plans for the improvement of that portion of Palmer Avenue whtich lies between Weaver Street and the easterly line of the Village of Larchmont, prepared by County Engineer McDonald. The following resolution was offered by Justice Boyd and seconded by Justice Collins:- WHEREAS, the Joint Town Board of the Town of Mamaroneck has determined to construct or improve that portion of Palmer Avenue which lies between Weaver Street and the easterly line of the Village of Larohmont with 0.26 miles of cement concrete pavement and concrete curb and gutter; WHEREAS, the County Engineer at the instance of this Board has accordingly prepared and submitted to this Board for approval, plans and specifications for such improvement at an estimated cost of $20,000, which amount is hereby appropriated for said purpose, now therefore, be it RESOLVED, that said plans and specifications prepared by said County Engineer for the aforesaid improvement of Palmer Avenue, be and the same hereby are duly approved, and be it further RESOLVED, that the Town Clerk be directed to cause to be published in the Larchmonter Times, in the Mamaroneck Paragraph and in the Richbell Press, three newspapers which are likely to give due notice thereof, and which are published in the Town of Mamaroneck, a notice inviting the submission of proposals for said improvement, which said proposals shall be opened at a meeting of this Board to be held at the Town Clerk's office on September 8th, 1922, at 8.30 o'clock P.M. Be it further RESOLVED, that Mr.Frank M. Gagliardi, who is hereby designated as Counsel for that purpose in conjunction with Supervisor Burton, take the necessary steps prescribed by Section 142A of the Highway Law, to compel the New York and Stamford Railway Company to construct and improve that portion of Palmer Avenue, lying between Weaver Street and the easterly village line of the Village of Larchmont be- tween the tracks and two feet on either side thereof, in accordance with the plans and specifications prepared by the County Engineer and heretofore approved by this Board. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The Clerk reported that inquiry had been made by the property owners of Palmer Avenue, as to what progress is being made with the proposed sidewalk for that street. After discussion it was voted that the Committee meet at Palmer Avenue on Sunday August 13th, 1928 at 11 A.M., and that the Clerk so notify the property owners on said street to be present so that the Comm- ittee may be able to take the matter up with them. Upon motion, duly seconded, the meeting adjourned at 11.10 P.M. Frederick M. Sherman. Town Clerk.
